1946 ORD REPEALING ORDINANCES OF COP NUMBERS 1074, 1202, 1508, 1511, 1563, 1600, 1647 AND 1790ORDINANC E NO. 1946
AN ORDINANCE REPEAI.ING ORDINANCES OF THE CITY OF PARIS,
NUMBERS 1074, 12021 1508, 15112 1563, 16003 1647 AND 17902 TO-
GETHER WITH ALL AMENDMENTS THERETO, AND ALL OTHER ORDINANCES
ESTABLISHING RULES AND REGUI-ATIONS FOR PLUMBERS IN THE SANITARY
SEWER DISTRICT WITHIN THE CITY OF PARIS, TEXAS AND ARFA OF SAID
CITY'S POLICE JURISDICTION THEREOF; ADOPTING THE 1969 TEXAS
MUNICIPAL LEAGUE'S RECOMMENDED PLUMBING CODE, TOGETHER WITH THE
AMENDMENTS TO THE SAME ENUMERATED HEREIN; PROVIDING FOR A
PENALTY NOT TO EXCEED $200.00; PROVIDING FOR A SAVINGS CLAUSE;
REPEALING ALL ORDINANCES OR PARTS OF ORDINANCFS OF THE CITY OF
PARIS, PARIS, TEXAS, IN CONFLICT WITH THIS ORDINANCE; AND PRO-
VIDING FOR AN EFFECTIVE DATE OF MARCH l, 1970.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF PARIS,
PARIS, TEXAS:
Section 1. That Ordinances of the City of Paris, Numbers
1074, 12021 15082 15111 1563, 1600, 1647 and 1790, together with
all amendments thereto, and all other ordinances establishing
rules and regulations for plumbers in the sanitary sewer dis-
trict within the City of Paris, Texas and the area of police
jurisdiction thereof, are hereby repealed.
Section 2. The short title of this ordinance shall be
111969 Plumbing Code for the City of Paris, Paris, Texas.
Section 3. That the 1969 Texas Municipal League's
recommended Plumbing Code shall provide for the protection and
preservation of life and of the public health, safety, property
and the general welfare of the people, with provisions relating
to the installation, alteration or repair of pipes, fittings
and fixtures for water, sewer and natural gas in all buildings
and structures and on all property now erected or to be erected,
changed, constructed, reconstructed, repaired or altered in the
City of Paris, Texas and outside the City of Paris, if same be
connected to either the City water or sewerage systems, and
further regulating the construction, erection, enlargement, al-
teration or repair of all piping, fittings, fixtures, etc. used
for the conduction of water, sewage and natural gas in or on
and about any and all premises in the City of Paris and outside
the boundaries of the City of Paris, if same be connected to
either the City water or sewerage systems, with the following
amendments thereto:
(1) Paragraph 1.1 shall be ehanged to read as follows:
This
ordinance shall be known as the 1969
Plumbing
Code for
the City of Paris, Paris,
Texas, and may b
e cited as
such.
(2)
Paragraph 2.1 shall
be completed by
inserting
"Paris"
in the
four blanks therein.
(3)
Paragraph 3.1 shall
be completed by
inserting
"Paris"
in the
two blanks therein.
(4)
Paragraph 3.2 shall
be completed by
inserting
"Paris"
into the blank contained therein.
(5) Tn Paragraph 7.1, in the second sentence, the
word "Mayor" is deleted, and "City Manager" is inserted in its
place.
(6) Paragraph 9.1.5 (2) shall be changed to read as
follows:
1fAny property owner for plumbing work to be done by
him in a building owned and occupied by him as his home."
(7) Paragraph 9.2.2 shall have added theretq imme-
diately after the last fee, the following :
I'That the above Table of Fees shall apply in the
event that application for permit is made prior to the beginning
of any plumbing work requiring a permit. That in the event any
plumbing work requiring a permit is commenced without having
procured a permit, as provided herein, then therealba or
fee, in addition to the above Table of Fees, of $0•50 per daY f
each day delayed in procuring said permit."
(8) Paragraph 12.1.4 shall have deleted therefrom
the first "X" to the right of Bituminized Sewer Pipe) which
when so deleted will eliminate the permissable use of
Bituminized Sewer Pipe for Building Sewer, Outside.
(g) Paragraph 13.2.6 shall be deleted.
(10) Paragraph 13.2.7 shall be deleted.
(11) Paragraph 13.2.13 shall be added immediately
after Paragraph 13.2.12, as follows:
1113.2.13 Cla Pi e Joint: Clay pipe joints shall be
premolded and must meet~ the requirements of ASTM C425-60T or
later revisions thereof."
(12) Paragraph 13.2.14 shall be added immediately
following Paragraph 13.2.13, as follows:
1113.2.14 Concrete Sewer Pipe Joints: Concrete sewer
pipe joints must contain rubber gaskets meeting ASTM C443 re-
quirements."
(13) Paragraph 15.1.1 a. shall be changed by deleting
the first sentence of the second paragraph, and the second
sentence shall be changed to read as follows:
t'Concrete grease traps shall be equipped with cast
iron fittings and shall be sized as follows:"
(14) Paragraph 19.4.3 shall be changed to read as
follows:
"19.4,3 Inaccessible Pip_es: Inaccessible water piping
in or under floor slabs shall be minimum weight Type L, or
better, copper tubing for residential construction and minimum
weight of Type K, or better, copper tubing for commercial in-
stallation. Copper piping shall be continuous through the floor,
having no fittings or joints below the surface of the floor."
(15) Paragraph 19.4.9 shall be changed by adding under
Type of Fixture or Device and Minimum Pipe Size and immediately
after Wall Hydrant 112, the following:
"Water Heater

(16) Paragraph 19.4.12 shall be changed to read as
follows:
1119.4.12 Water Supply Control: An approved stop and
waste shut-off valve shall be installed in the water service pipe
on the property side of the meter, adjacent to the City Meter
Box. Said valve shall be equipped with a cut-off key and pro-
tected by an approved enclosure with a removable cover."
(17) In Paragraph 22.2.1 the first sentence thereof
shall be amended to read as follows:
"All pipe used for the installation, extension, altera-
tion, or repair of any gas piping shall be new black steel, copper
or polyethelene, free from splits, internal obstructions or other
defects."
(18) In Paragraph 22.2.2 the second sentence thereof
shall be changed by inserting therein immediately after PE 3306
the following words: "or equivalent"
(19) Paragraph 22.2.3 shall be changed to read as
follows:
Y122.2.3 Yard Lines: Yard lines underground shall be
Type "K" or "L" copper or black steel protected against soil
corrosion with an approved type protective coating and sacrifi-
cial anode, or polyethelene pipe, tubes and fittings conforming
to A.S.T.M. D-2513-57 and C.S. 255-63, and shall be installed
according to manufacturer's recommendations. A minimum size of
1 inch pipe may be used from the meter to the property line
provided that intermediate pressure gas is available or pro-
vided that this size is of sufficient capacity to supply the re-
quirements. No smaller than 14 inch pipe shall be used from
meter to first opening in building."
(20) Paragraph 22.2.5 shall be changed by deleting
from the second sentence thereof the word "galvanized".
(21) Paragraph 22.2.7 shall be changed by adding to
the end of said paragraph the following sentence:
"No polyethelene pipe shall extend above the level
of the ground."
(22) Paragraph 22.2.8 shall be changed to read as
follows :
1122.2.8 Insulated Connections: Al1 connections
between ferrous and non-ferrous piping, except applicance
connections, shall be made by the use of dielectric couplings,
unions or bushings."
(23) Paragraph 22.2.10 shall be deleted.
(24) Paragraph 22.2.11 shall be deleted.
(25) Paragraph 22.2.13 shall be changed by deleting
the following words at the end of said paragraph: "and shall be
drained to an accessible and suitable drip"
(26) Paragraph 22.2.17 shall be changed by deleting
the words "White lead or other suitable" and inserting instead
thereof, "Manufacturer's specified".
(27) Paragraph 22.10:5 shall be deleted.
(28) Paragraph 22.10.7 shall be deleted.
(29) Paragraph 22.14.1 shall be changed to read as
follows:
+122.14.1 National Electrical Code: Al1 electrical
connections between gas appliances and the building wiring
shall conform, at least, to the existing National Electrical
Code. "
(30) Paragraph 26.3 shall be changed by deleting
the words "ONE HUNDRED DOLLARS ($100.00)" and inserting instead
thereof, "TWO HUNDRED DOLLARS ($200.00)".
Section 4. This ordinance shall become effective on the
1st day of March, 1970.
