1968 ORD CONTAINING HEARING ON PROPERTIES LOCATED IN COPORDINANCE NO. 1968 AN ORDINANCE CONTAINING A HEARING ON PROPERTIFS LOCATED IN THE CITY OF PARIS, TEXAS, BELONGING TO VARIOUS OWNERS, AND AN ORDINANCE OF THE CITY COUNCIL FINDING THE MATERIALS RF1MAIN- ING IN THE PREMISFS TO CONSTITUTE A NUISANCE AND TO BE A FIRE HAZARD TO LIFE AND PROPERTY AND A HAZARD TO THE LIFE AND W.II.- FARE OF THE INHABITANTS OF THE AREA, AND ORDERING SAID RUBBISH, LUMB ER AND R EFUS E FROM TH E HOUS FS TO B E TORN DOWN AND R EMO VED FROM THE PRFMISFS, IN ORDER TO ABATE SUCH NUISANCE. WHEREAS, a public hearing was, on the 8th d.ay of June, 1970, called to order by the Mayor of the City of Paris, B. M. Felty, at 7:00 o'clock P. M., in the City Council Room, in the City of Paris, Texas; and, LVHEREAS, the City Council finds that the Building Hazard Inspection Committee fixed a date for hearing on the resolution referred to the Committee by the City Council on April 13, 1970, and that said Committee fixed said hearing at 9:00 o'clock A. M,, on the 22nd day of May, 1970, and the hearing was had thereon. That proper notice was given to the owner or owners of the structures located at the following addresses: 137 West Sherman Street Behind 604 West Sherman St. 514 Brown Ave. 903 Bonham St. 567 27th St., N. W. 500 Block of 27th St., N. W. 1502 West Long St. 1100 Block of 15th St., N. W. 1224 West Long St. Between West Long and 1409 7th St., N. W. 1001 7th St., N. W. 787 West Campbell St. 903 3rd St., N. W. 543 Craigo Alley 1050 2nd St., N. E. 1636 14th St., N. E. 1431 12th St., N. E. 1441 12th St., N. E. 1451 11th St., N. E. 1038 Blake Road 1206 Blake Road 1601 Blake Road 1619 Fairfax St. 1243 14th St., S. E. 939 Jackson St. 420 East Oak St. 1013 South Main St. 940 West Campbell St. 2000 Block of 4th St., West Garrett Streets, 700 Block S. W. That at said hearing the Comm.ittee listed the structures in- volved and introduced pictures of the various portions of the structures and various portions of the premises involved. That the Committee found that each of the above structu res were in such state of deterioration and dilapidation as to create a serious fire hazard to life and property and that each of said buildings was dilapidated and was dangerous to life and property and dangerous structures to life and pro- perty. That said buildings are in such a state of dilapida- tion and decay that none of said structures are capable of repair. It is further found that the condition of the pre- mises and structures involved were such that the Committee recommended to the City Council that they be declared a nui- sance and that the owners thereof be ordered by the City Council to tear down and remove the same from the lots in- volved. That said Committee filed a complete report of its hearing and its findings with the City Clerk of the City of Par is on the 29th day of May, 1970; and, WHEREAS, the City Council further finds that proper no- tice was given to the owner or owners of the structures here- inafter listed. That at said hearin g on the 22nd day of May, 1970, the Committee listed the structures involved and intro- duced pictures of the various portions of the structures and various portions of the premises involved. That the Committee found that each of the hereinafter listed structures was in such state of deterioration an d dilapidation as to create a serious fire hazard to life an d property, and that each of said buildings was dilapidated and was dangerous to life and property and dangerous structures to life and property. That the owners of the property appeared before the Committee and requested time to repair the structures. That it was the re- commendation of the Committee that the structures be condemned or repaired and that the respective owners thereof be given the time to abate said nuisance by repair or removal as is set out in connection with each of such addresses, as follows: 957 8th St., N. December 31, 1970 506 East Sherman St. December 31, 1970 and it is so stated in the report of the Building Hazard Inspection Committee filed with the City Clerk of the City of Paris on the 29th day of May, 1970; and, W',IEREAS, notwithstanding the above, the owner of 506 Ea.st Sherman Street, which was recommended by the Building Hazard Inspection Committee to be torn down immediately, was given un- til December 31, 1970, to complete repairs of the building lo- cated thereon in such a manner that it would no longer be a dangerous structure to life and property, and if said repairs are not made in the time allotted that the same shall be finally condem ned, declared a nuisance and ordered to be removed, and the same was moved from the first above list to the second above list; and, LVHEREAS, the City Council has fully heard and considered the testimony presented upon the hearing and a complete tran- script of the testimony reported by the Building Hazard Inspection Committee; NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF PARIS, PAR I S, T EXAS ; Section 1. That the structures located at the following addresses: 137 West Sherman Street Behind 604 West Sherman St. 514 Brown Ave. 903 Bonham St. 567 27th St., N. W. 500 Block of 27th St., N. W. 1502 West Long St. 1100 Block of 15th St., N. W. 1224 West Long St. Between West Long and West Garrett Streets, 1409 7th St., N. W. 1001 7th St., N. W. 787 West Campbell St. 903 3rd St., N. W. 543 Craigo Al1ey 1050 2nd St., N. E. 1636 14th St., N. E. 1431 12th St., N. E. 1441 12th St., N. E. 1451 11th St., N. W. 700 Block are a nuisance, and they are hereby declared a nuisance, in that they are dangerous to life and property, and that the same consti- tute a fire hazard to life and property, and that the respective owners are hereby ordered to abate such nuisances within thirty (30) days from the date hereof. The City Clerk is directed to furnish the oumers a copy of this ordinance, in the event the ad- dresses of said owners are known, and in the event the respective owners refuse to comply with this ordinance, the City Attorney, T. K. Haynes, is hereby directed to proceed to enforce this or- dinance by injunction in the District Court of Lamar County, Texas, as provided for in Ordinance No. 1470. Section 2. That the structures hereinafter enumerated are a nuisance, and they are hereby declared a nuisance, in that they are dangerous to life and property, and that the same constitute a fire hazard to life and property, and that the respective owners are hereby ordered to abate such nuisances on or before the dates set out in connection with the addresses of each of such struc- tures, as follows: 957 8th St., N.
