The Planning and Zoning Commission met Monday, June 4, 2001, 5:30 P.M.,
Paris Junior College, Applied Technology Building, Rm. 1016, 2400
Clarksville Street, Paris, Texas with the following members present:
1. Reeves Hayter
2. Vincent Battles
3. Barbara Forrest
4. Bobby Myers.
5. Marshall Kent
Steve Methven, the building official was also present.
The meeting was called to order by Reeves Hayter.
The minutes from the May 7, 2001, regular planning and zoning
meeting were approved with a motion by Barbara Forrest and
seconded by Vincent Battles. Motion carried by a vote of 5 ayes and 0
nays.
Public Hearing to consider the petition of Stephanie Hunt for a change
in zoning from a Two-Family Dwelling District (2F), to a Neighborhood
Service District (NS), Lot 13, City Block 64-B, being number 727 Pine
Bluff.
The public hearing was declared open.
Stephanie Hunt, Director of Children's Advocacy Center, 711 Pinebluff,
spoke in favor of the petition stating that she requested Neighborhood
Service zoning for this location two (2) years ago and thought that this
zoning also applied to 727 Pinebluff. A parking lot has been built on the
property at 727 Pinebluff, therefore, a zoning change is needed. So as
not to be visible from the street, hedges will be planted around the
parking lot.
There was no opposition, the public hearing was declared closed.

Consideration of and action on the petition of Stephanie Hunt for a

Neighborhood Service District (NS), Lot 13, City Block 64-B, being
number 727 Pine Bluff.
Motion was made to approve by Bobby Myers and seconded by
Marshall Kent with hedges planted around the parking lot. Motion
carried by a vote of 5 ayes and 0 nays.
Public Hearing to consider the petition of Calvin Gibson for a change
in zoning from a Two-Family Dwelling District (2F), to a One-Family
Dwelling District No. 3 (SF-3) With Specific Use Permit (39) Mobile
Homes, Lots 19 and 20, City Block 160, being numbers 1050 and 1106
5th Street SE.
This item was tabled at the May 7, 2001 meeting. Should the
Commission wish to consider this matter tonight, a motion to bring this
item from the table is required.
Motion was made by Bobby Myers for the item to be brought from
table and seconded by Marshall Kent. Motion carried by a vote of 5
ayes and 0 nays.
The public hearing was declared open.
Calvin Gibson spoke in favor of the petition stating that he owns the
property and has a buyer who wants to put a mobile home on these lots.
The Commission asked how the mobile homes would be placed on the
lots. Mr. Gibson stated that they would be placed vertically because the
lots are only 42' wide.
Tracy Clay, owner of Quality Manufactured Homes, was favor of the
petition and he presented to the Commission a copy of a proposed
ordinance for the City of Paris regarding manufactured homes.

Glenda Wickersham, 1122 6th Street SE, opposed the petition stating
that she doesn't want any kind of manufactured home in the area. Ms.
Wickersham stated that the area is low income and manufactured
homes in the area would only keep it that way. Ms. Wickersham, also
stated that neighbors are trying to clean up the area and manufactured
homes would not help the appearance. Ms. Wickersham stated that
mobile homes should be in mobile home parks.
Hunter Moore, who owns property on 6th Street SE, opposed the
petition stating that mobile homes would decrease the value of his
property.
The Commission discussed specifications that could be placed on mobile
homes with a specific use permit.
There was no further opposition, the public hearing was declared
closed.
Consideration of and action on the petition of Calvin Gibson for a

Myers for a mobile home with a front porch that leads to the front of
the property and an off-street parking space must be provided. Motion
carried by a vote of 5 ayes and 0 nays.
Public Hearing to consider the petition of Mary Gibson for a change in
zoning from a Multiple-Family Dwelling No. 1 0VIF-1) to a Commercial
District (C), Lot 13B, City Block 157, being number 1095 1st Street SW.
The public hearing was declared open.

Mary Gibson spoke in favor of the petition stating that the property
across the street is Lamar County Jail and the property to the North
and South is zoned Commercial. Ms. Gibson would like the zoning
change to increase land appraisal for use as a bail bond business.
Jimmy Barham spoke in opposition to the petition, he asked Ms. Gibson
if the lot would remain as rental property. Mr. Barham stated that he
doesn't want to see junky property. Ms. Gibson stated that she doesn't
know what her plans are for the future.

Public Hearing to consider the petition of Ham and T, Inc., A Texas
Corporation for a change in zoning from a Two-Family Dwelling
District (2F) to a Neighborhood Service District (NS), Lot 4, City Block
33, being number 1331 E. Price. in zoning from a Two-Family Dwelling
District (2F) to a Commercial District (C), Lot 7, City Block 189, being
number 1334 Bonham Street.
The public hearing was declared open.
There was no one present to speak for or against the petition.

Ashley Redhead spoke in favor of the petition stating that he owns the
property and would like to build triplexes or duplexes there. Mr.
Redhead stated that several quadplexes are on Fitzhugh directly behind
his property.
Chairman Hayter asked if the lots are large enough for quadplexes with
off street parking. Mr. Redhead wasn't sure. Mr. Hayter asked if Mr.
Redhead would consider Duplex zoning (2F) instead. Mr. Redhead
stated that 2F zoning is fine.
There was no opposition, the public hearing was declared closed.

13. Consideration and action on the proposed Comprehensive Master Plan.
Motion was made to approve the proposed Master Plan with deletions
as follows: Regional Parks Section, Page 47, Regional/Metropolitan
Parks, Page 52, Require Sidewalks on at Least One Side of Residential
Streets, Page 62, Require Detailed Site Planning Standards for
Retail/Commercial and Multi-Family Residential Developments, Pages
70 and 71. Motion was made by Bobby Myers and seconded by Barbara
Forrest to recommend to the Council with changes. Motion carried by
a vote of 5 ayes and 0 nays.
