RESOLUTION NO.
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PARIS,
PARIS, TEXAS, APPROVING PLANS AND SPECIFICATIONS FOR THE
PROPOSED 2001 STREET CHIP SEAL PROGRAM; MAKING OTHER
FINDINGS AND PROVISIONS RELATED TO THE SUBJECT; AND
DECLARING AN EFFECTIVE DATE.
WHEREAS, the City Council of the City of Paris did heretofore, on the 22nd day of
February, 2000, in Ordinance No. 2000-011, authorize the issuance of the City of Paris
Combination Tax and Revenue Certificates of Obligation, Series 2000, which provides funding
for the preparation of plans and specifications for the 2001 Street Chip Seal Program; and,
WHEREAS, such plans and specifications have been prepared by the City, with the title
being given thereto of the "2001 Street Seal Program Project," and are recommended for
approval by the Acting City Engineer; and,
WHEREAS, it is deemed appropriate that such plans and specifications be approved;
NOW, THEREFORE,
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF PARIS, PARIS,
TEXAS:
Section 1. That the findings set out in the preamble to this resolution are hereby in all
things approved.
Section 2. That the plans and specifications for the "2001 Street Chip Seal Program
Project" be, and the same are hereby, approved.
Section 3. That such construction project shall be and is hereby authorized for
construction and the City Manager and the Public Works Director are hereby directed to proceed
with construction of said project through the use of force account.
Section 4. That this resolution shall be effective from and after its date of passage.

Request for Approval of the Proposed 2001 Street Seal Program
The Public YUorks Department proposes chip sealing approximately 23,754 square feet of
city street during the summer of 2001. I have attached the locations of the proposed
maintenance to be reviewed by the council if necessary.
The annual chip seal program is less expensive than completely resurfacing and creates a
strong barrier against water penetrating the surface of the roadway. Chip seals have a layer
of small rock placed over a thick coat of liquid asphalt. This rock sticks to the asphalt film
which provides better traction for motorist.
We propose approximately 23,754 square feet at ~;6.10 a square foot, or not to exceed
$145,000. These funds (~;350,000) have been designated in Certificates of Obligation.
