Downtown Sidewalk Renovation Project
Dear Mr. Haynes:
In response to the City's request for Letters of Interest for engineering services on the subject project,
we appreciate this opportunity to express our interest and outline our qualifications.
We understand the project is to involve removal and replacement of sidewalks and curb and gutter
around the Plaza, and for about 1/2 block from the Plaza in each direction. New sidewalks would
meet applicable handicap accessibility requirements, and contain decorative elements as well as
historic lighting, planting areas, landscape irrigation and related features. Some of the sidewalks will
he structural, spanning basements of the adjoining buildings. The project is partially funded through
the TxDOT TEA 21 program, and coordination with TxDOT will be an integral part of this
assignment.
Our firm currently has 4 projects underway which illustrate experience and qualifications on projects
of a similar nature. Two of these are in Bonham --
Bonham Central Business District Improvements -- This $820,865 project involves the
removal and replacement of existing sidewalks and curbs around the square in downtown
Bonham. Historic lighting is being installed, together with landscape areas and irrigation.
This project is being funded by the City of Bonham and the Texas Capital Fund. Since both
the south and the east sides of the square are state highways, coordination with TxDOT has
been an integral part of the project. David Beard, P.E., is serving as project manager for this
project, on which construction is currently about 50% complete. Alan Vanderburg, P.E.,
provided the electrical design for the historic lighting.
Bonham Sam Raybum: Drive Project -- This $500,000 project involves removal and
replacement of existing sidewalks and curbs along Sam Rayburn (SH 56) from the central
business district out to SH 121. Other elements include 24" and 36" storm sewer, historic
lighting, accessibility improvements, landscaping and irrigation. Construction is now 70%
complete. While the project is funded entirely by the City, SH 56 is a state highway which
has required close coordination with TxDOT throughout the project. Reeves Hayter, P.E.
is serving as project manager.
Cooper "Heritage Square" TEA 21 Project -- This project, funded though the TxDOT TEA
21 program, involves sidewalk and curb restoration around the square in downtown Cooper.
The project will also install a tourist information kiosk and a historical marker
commemorating the City's original water well dating from around 1899. The project has been
funded, and preliminary design coordination with TxDOT has begun. Mike Donnan, P.E.,
is serving as project manager for this $125,000 project.
Commerce Monroe Street Improvements -- This $900,000 project includes water and sewer
replacements, paving, curb and sidewalk replacements and 21" through 36" storm sewer for
about 8 blocks of Monroe Street along the east edge of the Texas A&M-Commerce campus.
Telephone utilities are being relocated underground, and TXU overhead facilities are being
consolidated to make room for handicap accessible sidewalks and ramps. Coordination with
TxDOT was required in various intersections along the project route. Construction is now
50-60% complete. David Beard, P.E., is serving as project manager for this project.
Reeves Hayter, P.E., President, will be the principal-in-charge for the project. Mr. Hayter has some
28 years experience in surveying, consulting, planning, design, testing, construction review,
operations and environmental reviews for a broad cross-section of civil works.
David Beard, P.E., will be the project manager for the project, and will provide the engineering
design. Mr. Beard has some 7 years experience in consulting, planning, design, and construction
review for a wide range of civil works; including specifically the Bonham and Commerce projects
cited above.
Kenneth Jones, P.E., R.P.L.S., will coordinate the surveying for the project. Mr. Jones has over 42
years engineering experience in transportation planning, design, construction, and surveying.
Alan Vanderburg, P.E., will provide the electrical engineering design for the historic lighting. Mr.
Vanderburg has about 14 year experience in engineering design and project management in various
electrical, mechanical, and civil projects. Specific experience include the historic lighting design for
the Bonham Central Business District Improvements project cited above.
The proposal package which follows this letter includes resumes of each primary team member,
reference contacts, and a list of past projects by client.

Attached is a list of our past project identifying dozens of communities for which our firm has
performed various municipal engineering services. Many of these are long term clients for whom we
have conducted multiple projects during our 43 years of service to this region. All of these projects
have been in the northeast Texas area, and we feel that we have special expertise in representing the
cities in this region. Located in Paris, we feel that we can respond promptly to the City's needs.
Design of all our projects are assisted using AutoCAD software. This, combined with the personal
pride that our employees take in their work, results in a high level of design quality.
With a staff of six professional engineers and twenty-six total full-time employees, we believe we
offer the stability and flexibility of somewhat larger firms, while still maintaining a size that allows the
principals of the firm to be directly involved with every client. Our six professional engineers have
a combined total of over 100 years of professional engineering experience, including prior experience
on TxDOT. These services are supported by our administrative staff of 6 employees which also
prepare contract documents and conduct the administrative aspects of our projects, including bid and
award process, processing partial payment estimates, change orders, etc.

The following is a response to the Legal Notice- Request for Professional Provider for historic
preservation, architectural, landscape architecture and engineering services for the renovation of the
downtown historic Plaza and square in Paris, Texas. ARCHITEXAS is interested in providing the
services with MESA Design as a joint venture as outlined in the Notice and enthusiastically submits
this response.
ARCH1TEXAS is a Dallas based, highly specialized historic preservation and architectural finn with
over twenty five years of professional historic preservation experience. We have provided services
for similar projects throughout Texas and has worked with MESA Design on numerous similar
projects.
Our knowledge of the Paris area is extensive. Our firm completed the Architectural and Historic
Resources Survey of Paris, Texas in 1985 that included recommendations that designated the
downtown commercial district a National Register of Historic Places district. ARCHITEXAS is the
architectural firm completing the construction documents for the historic Hotel Gibraltar for the St.
Joseph's Hospital Prime Time Center. ARCHITEXAS just completed a master plan for the Lamar
County Courthouse that included a design and recommendations for the rehabilitation of the
courthouse and courthouse grounds. ARCHITEXAS and MESA both have extensive experience on
completed projects funded from ISTEA/Tea 21 and administered by TXDOT- Paris Office.
We look forward to working with the City of Paris on this significant project for the future of
downtown Paris.

Craig Melde is a founding principal in the firm. Before the creation of ARCHITEXAS, he was an urban
planner for the City of Dallas and played a significant role in the Historic Preservation Program. Since
the founding of ARCHITEXAS, he has gained extensive experience as principal in charge and project
manager for many of the finn's historic preservation and preservation planning projects. He has managed
many of the firm's most significant projects including the Hill County Courthouse Restoration, the Tower
Building and Centennial Building Restoration at Fair Park. He is a registered architect in the State of
Texas and has served on many boards and commissions including the Dallas Landmark Commission and
the Fair Park Deign Review Task Force.
Gary Skotnicki is a founding principal in the finn. Before the creation of ARCHITEXAS, he was an
urban planner and urban Designer for the City of Dallas and played a significant role in the Historic
Preservation program and the Urban Design Division providing planning on such projects as the
expansion of the historic Farmer's Market and the Streetscape program. Since the founding of
ARCHITEXAS, he has gained experience as project designer in many of the firm's architectural and
restoration projects including the new Grapevine City Hall, Grapevine Convention & Visitors Bureau
Offices, the Sammons Center for the Arts and the Hill County Courthouse. He is a registered architect in
the State of Texas.

Larry Irsik is a principal in the finn. He joined ARCHITEXAS in July 1985 and directs the firm's Austin
office. He also has experience in renovation and interior projects such as the Grapevine Convention &
Visitors Bureau Offices and the Grapevine City Hall in Grapevine, Texas; the restoration of the Hill County
Courthouse and the Ellis County Courthouse. Mr. Irsik received his Bachelor of Architecture degree in 1985
from Kansas State University, College of Architecture and Design. Mr. Irsik was previously employed at
Arrowstreet Inc. in Boston. Massachusetts, and while there, taught an architectural design studio at the Boston
Architectural Center. Mr. Irsik is a registered architect in the state of Massachusetts and Texas (pending).
Richard Martratt is a associate in the finn. Having worked for a number of different finns as well as
having been in private practice, Mr. Martratt brings a wide range of experience and talent to
ARCHITEXAS. Graduating with a Bachelor of Architecture from the University of Texas during the
tenure of Dean Alan Tanaguchi, Mr. Martratt has wide experience in all phase of architecture and
construction, including representing the Greenville Independent School District as both Architect and
Construction Manager for the renovation and addition to Greenville's original high school designed in
1949 by Preston Gerin. Mr. Martratt brings a high level of technical expertise in all aspects of
architectural practice. He is a registered architect in the State of Texas.

Project Preservation Specialist/THC Liaison
Jay Firsching came to ARCHITEXAS in 1999, having worked as a courthouse specialist for the Texas
Historical Commission (THC) since 1996. There he was a team leader for the Texas Courthouse Alliance
Project (TCA), documenting some of the state's most important and endangered county buildings. Mr.
Firsching assisted the THC and Governor Bush in the creation of the Texas Courthouse Preservation
Project, working with a Governor appointed task force to establish the scope of the 50-million dollar
grant program. He worked to develop the THC rules and requirements for the project's implementation
and provided public information and education on courthouse related issues. He coordinated the firm's
courthouse master planning projects including Denton, Hardeman, Throckmorton, Lamar and Hood
County Courthouses.

Prior to that he gained experience in the area of historic preservation and urban design at

In joining ARCHITEXAS, Ms. McCoy, brings national experience with large scale historic
preservation and adaptive use projects to the firm. Ms. McCoy's experience includes the
restoration and adaptive use of the U.S. Custom House, where as Project Architect, her
responsibilities included the installation of the National Museum of the American Indian
for the Smithsonian Institution, the first fully climate controlled museum environment
~xSthin an historic building in the United States. The project included the restoration of
public spaces and the conservation of art and decorative finishes and has received
numerous awards including the GSA Design Award for 1994. Ms. McCoy's subsequent
experience includes a similar adaptive usc design for a science museum for Union Station
in Kansas City, MO, design of the modernization of the Department of the Interior
Building and the Old Executive Office Building in Washington, DC. Since joining
ARCHITEXAS, Ms. McCoy has directed the firm's work at Fair Park for the City of
Dallas which has included numerous rehabilitation and restoration projects, art
conservation, and a park-wide plan for restoring and mai.ntaining the historic paint color
scheme. In addition, Ms. McCoy has provided design consultation for developments
seeking federal rehabilitation tax credits including the Wilson Building in Dallas, and has

Mr. Firsching recently came to ARCHITEXAS, having worked as a historic courthouse

Tary Arterburn is one of the founding principals. He has been responsible for directing the growth of
the company over the last seventeen years. In addition to management skills, Mr. Arterburn has a strong
background in design and has successfully worked in a range of scales from master planning to minute
design. He has completed projects such as Quorum Park, Providence Towers and the Lakeside on
Preston planned community in Texas as well as Tower City Center mixed use complex in Cleveland.
He has served on the City of Dallas Urban Design Task Force, the Public Art Committee and participates
as an adjunct professor at the University of Texas at Arlington.
Principal
Robin McCaffrey is responsible for the firm's planning and architectural services. Planning projects
range from private sector developments such as City View Town Center in Fort Worth to Arvida's Twin
Creeks residential in Allen, to public/private developments such as the Farmers Market Area
revitalization to public such as Fair Park Master Plan. Architectural commissions include housing
developments and single residences to institutional facilities such as the Dallas Museum of Natural
History. Mr. McCaffery assisted in the preparation of the master plan for the Fair Park Esplanade and

ARCHITEXAS.

Chip lmpastato is responsible for project administration and deign for a board spectrum of large scale
projects. Mr. lmpastato has managed numerous projects including ASLA award winning work,
Freedman's Cemetery, where he worked extensively with the City of Dallas and federal staff and
officials. Other public sector work include Keist and Fretz Park Master Planning in Dallas and Trail
Preserve in Tennessee. Mr. Impastato has also managed private developments projects including hike
and bike trails and outdoor activity center through environmentally sensitive creek areas at Mountain
Valley Country Club Estates in Burleson, Texas.

Wendy Lopez & Associates, Inc. (WLA) was established in Dallas in 1988. Since that
time, the firm has grown to encompass a staff of over 100 professional, technical and
support personnel. The firm's current services include environmental, planning and cultural
resources studies; civil, environmental, mechanical, electrical, structural and geotechnical
engineering; surveying; and construction management and inspection, provided to clients
in both the public and private sectors.
WLA is certified by the North Central Texas Regional Certification Agency as a small
M/WBE firm (Minority/Woman Owned), and by the State of Texas as a Historically

Pis. Lopez offers outstanding technical engineering experience combined with a proven track
record of leadership ability. She began her career working on environm.ental pr.oj.ects including
water and wastewater treatment facility design, industrial wastewater and a,r permitting, and other
miscellaneous environmental work. She later became active in the design of residential and
commercial subdivisions. As President and CEO of Wendy Lopez & Assodates, Inc., she has
demonstrated a tremendous capacity for working with diverse people and maintaining a
commitment to excellence and efficiency. Under her direction, WLA has steadily grown to a staff
of approximately 60. WLA has provided services to many large municipal agencies and consulting

M r. Yasin has almost 20 years of experience across a broad range of structural engineering practice,
having been involved in design and project management from initial design development to final
construction phase. He has performed structural design analysis of projects of concrete/steel, such
as box culverts, diversion structures, drainage facilities, commercial high-rise buildings, parking
structures, industrial facilities and bridges. He has also completed design for several design/build
projects. He has also performed scope of work evaluation, existing structural conditions

Mr. Player has 13 years of experience across a broad range of electrical engineering practice. He
has provided design for power, lighting, communications and alarm systems for administrative,
warehouse, and electronic research and development facilities, as well as for medium-voltage
underground and aerial distribution systems. These project assignments have included preparation
of design reports and calculations, plans, specifications and cost estimates, as well as shop drawing
review, project and manpower scheduling, and budgeting. He has also served as director and
coordinator for the Quality Assurance program at the U.S. Army Corps of Engineers Baltimore

Fort Worth Office Manager
Hr. Holmes has more than 30 years of experience in civil engineering and surveying, performing
studies, detailed design, construction oversight, construction management and quality assurance
assignments. His design and project management experience encompasses paving and drainage
projects such as streets and major roadways; municipal wastewater treatment plants and sludge
disposal facilities; underground fuel storage and pumping facilities; and relocation of wet and dry
utilities, including water and sanitary sewer lines, storm sewers, gas pipelines, power distribution
lines and communication facilities. In the environmental arena, he managed a U.S. Army Corps of
Engineers (Tulsa District) Indefinite Delivery contract which included preparation of environmental

Senior Civil Engineer
Mr. Stevens offers significant experience in all phases of project development including
management, design and administration. As a Project Engineer and Deputy Chief Design Engineer
for the City of Fort Worth Department of Public Works for I I years, he gained extensive
experience in engineering design, planning, quality assurance and supervisory design coordination.
He has supervised engineering efforts on many capital improvement projects related to roadways,
including bridges, paving, drainage analysis and structures, utility modifications, light structures and
traffic control signals. He has also served as Project Manager for site, utility, water, wastewater and
drainage projects related to roadway, highway, mass transit and commuter rail line facilities. He

the 1927 modified 1876 Collin County Courthouse. The master plan was developed to meet the
requirementS of the Texas Historic Courthouse Preservation Project. The courthouse is located in the
center of a historic commercial district which is listed on the National Register of Historic Places.

The current Rockwall County Courthouse was erected in 1942 as a WPA project. The exterior restoration
of the "Texas Moderne" courthouse includes restoration of structural trusses and steel casement windows
and the removal of existing waterproofing material that was previously applied to the limestone veneer.
Concrete sidewalks and entry steps will be repaired and/or replaced. Accessibility to the building will be
created through an excavated entry court at the north elevation and accessible parking located adjacent to
the new court. The existing landscape will be modified to enhance the view of the building and
detrimental and detrimental vegetation removed from the exterior of the building.

The City of Dallas, Planning Department, Urban Plans Division, as part of the bond program development
process, analyzed and made recommendations for the improvements to the Farmers Market facilities in
southeast downtown Dallas. As urban planner, Gary Skotnicki undertook the effort to plan for the growth
and enhancement of the facilities and grounds, dealing in large part with issues of traffic, parking,
pedestrian safety, expansion and character. Based on the plan and package, bonds were designated fro the
master plan and expansion and enhancements occurred over time in subsequent decades.

Main Street and the central business district. The plan was composed of thirteen "building blocks" for

Revitalization Plan for the historic core of Oak Cliff, encompassing forty-eight city blocks surrounding
the ten block length of Jefferson Boulevard. This plan analyzed conditions and opportunities for
redevelopment in this mixed commercial and residential district which over the years, had lost
prominence as "downtown Oak Cliff". Historic preservation was identified as a strong unifying element
capable of providing a basis for redevelopment efforts and linking the commercial and residential interests
to achieve unifying, achievable progress through pilot projects, design guidelines and organizational
restructuring for effective management of the public and private sectors.

Restoration of the Esplanade,
Automobile and Centennial Buildings at Fair Park

The Esplanade, flanked by the Automobile and Centennial Buildings, is the centerpiece of Fair Park, a
National Historic Landmark. Fair Park is significant as the only surviving World Exposition site ia the United
States with the largest number of surviving Art Deco Building. The Esplanade, Automobile and Centennial
Buildings were constructed as part of the 1936 Texas Centennial and World Exposition and will be restored
by the City of Dallas with ISTEA funding. An integral feature of the Buildings are the sculpture, by Lawrence
Tenney Stevens, and exterior murals by Carlo Ciampaglia and Pierre Bourdelle which will be conserved as
part of the project. The two exhibition buildings, totaling over 200,000 square feet, will be fully upgraded
on the interior for continued use by the City of Dallas and the State Fair of Texas. The Esplanade fountain,
site features such as benches, signage, paving and landscaping, and the dramatic colored lighting scheme will
also be restored. Once the restoration work is complete, a significant portion of the Fair park complex will
once again exhibit the unity of design and the monumentality of the original Exposition. The project is
scheduled for completion in August of 1999.

Hill County Courthouse

ARCHITEXAS provided preservation architectural services for the rehabilitation and restoration of the Hill
County Courthouse in Hillsboro, Texas. The 1890 courthouse was designed by W. C. Dodson and is one of
Texas' most significant historic county courthouses. Designed in a Texas version of the Second Empire Style,
the interior and exterior had been altered in several renovations. A f~re ravaged the courthouse on January I,
1993 leaving only the exterior and interior limestone walls yet leaving restoration possible.
ARCHITEXAS provided comprehensive preservation/rehabilitation services for the accurate restoration of
the exterior of the building which was based on extensive historic research. The interior was rehabiliated to
improve functional, life safety and technological capabilities in a historic character that is compatible with the
original 1890 design.
ARCHITEXAS also assisted in the fund-raising effort to raise approximately $3.5 million to add to the $3.5
million insurance settlement and an additional $3,000,000 from the ISTEA Program. Phase I Exterior Resto-
ration was completed in 1996. Phase lI Interior Rehabilitation was completed in Spring 1999.

ARCH/TEXAS prepared a Historic Structures Report that included a restoration master plan for the
historic Ellis County Courthouse, designed by J. Riley Gordon and constructed in 1895. The Historic
Structures Report was initiated with a detailed and comprehensive evaluation of existing conditions to
determine the most appropriate method to stabilize and preserve this valuable historic resource. Since no
original drawings exist, ARCHITEXAS field measured the building so that plans and elevations of the
structure could be drawn and an accurate analysis could be made. The inspection was based on a format
established by the National Park Service and was organized into priorities and associated costs for restora-
tion to allow for a long range master plan.
ARCH/TEXAS prepared Construction Documents for Phase I Exterior Roof Restoration. This scope of
work included slate roof replacement, replication and restoration of decorative ornamental copper sheet
metal, clock restoration, exterior building lighting, and pecos red sandstone cleaning, repair, patching,
replacement, and decorative carving. Work was completed in fall 1999. ARCH/TEXAS is currently
preparing Construction Documents for restoration of the complete interior, exterior, and courthouse
grounds. The Phase II project budgeX is $5,500,000 and construction is scheduled to begin in late summer
1999. ARCH/TEXAS updated the Historic Structures Report and Master Plan to meet the standards of
Texas Historic Courthouse Preservation Program.

ARCHITEXAS is currently providing preservation and restoration architectural services for the exterior

Rehabilitation and Guidelines for Rehabilitating Historic Buildings.
ARCHIEXAS updated the Historic Structures Report and Master Plan to meet the standards of the
Texas Historic Courthouse Preservation Program.

ARCHITEXAS prepared a Preservation Plan that included a comprehensive structural stabilization and
restoration plan for the historic Harrison County Courthouse which was designed by J. Riley Gordon and
constructed in 1900. The Preservation Plan was initiated by a detailed and comprehensive evaluation of
the existing conditions to determine the most appropriate method to stabilize and eventually preserve this
valuable historic resource. As no existing drawings existed, ARCHITEXAS field measured the building so
that plans could be drawn and an accurate analysis could be made. The inspection was based on a format

restoration to allow for long range master plan.
In addition to the stabilization recommendations the Preservation Plan included an assessment and recom-
mendations for the existing Historical Museum which has been in the courthouse since 1965. Conover
Hunt collaborated with ARCHITEXAS to prepare a comprehensive plan and operational recommenda-
tions for the museum which has holdings numbering in the thousand of artifacts and objects and dating
from the late 18th century to the present.

ARCHITEXAS provided historic preservation planning services for the preparation of a master plan for the
adaptive use of a 1915 hotel located in the downtown commercial district of Paris, Texas which is listed on
the National Register of Historic Places. The contributing historic structure has a three story 1926 addition,
the Annex, which housed the Red Ball Bus Station. The structures have been vacant since 1977 and significant
deterioration has occurred.
The property was acquired by the local St. Joseph's Hospital with the goal to adapt the buildings to a senior
activity center, restore the hotel lobby and partner the development of the seven story tower with private
developer for housing. The master plan achieved the objectives of the hospital by creating a phased strategy
that included rehabilitation of the Annex for the senior citizen's center and exterior restoration as Phase I.
The rehabilitation will comply with the Secretary of the Interior's Standards for Rehabilitation to allow the
private partner in the Project to utilize the Investment Tax Credit.
The project budget for Phase I is $3,985,000 and furore phases totaling $5,885,000.

ArchiTexas provided architectural and urban design services for restoring the original Town Commons for
the City of Grapevine. Plans for the park include restoring the park to its original dimensions and will
integrate the existing Torian Log Cabin, a large bell, and surrounding landscaped area. The first phase in
the development of the Plaza site will be the reconstruction of the Wallis Hotel at the southern edge of the
site with an adjacent stone plaza to the North with a central water feature recalling the original Grapevine
springs. Plans also include native planting around the Torian Log Cabin to reflect Grapevine's early history
as a prairie town and a grape stake arbor supporting native Mustang grapes, as well as period streetscape
elements.

The firm completed a master plan and several phases for a one-acre downtown park fronting
Main Street in Grapevine, This project was developed as a "people space" in association with
replicating the historic Wallis Hotel as office space for the Grapevine Convention and Visitors
Bureau. The project integrates period streetscape elements such as limestone curbs and simple
concrete walks, a mrn of the century fountain and grape arbor The park inspired the location
of the nqw Town Hail and now serves as the soul of the historic downtown area.

U.S. 380 Roaciway
Widening Project
Coffin County, Texas
WLA provided project management and was responsible for
preparing plans, specifications and cost estimates to widen
3.2 miles of rural and urban roadway from a two-lane to a
four-lane facility. The design assignment included horizontal
and vertical realignment, curb and gutter with storm drain,
utility relocations and the upgrading of culverts, raising the
roadway profile above the 100-year floodplain. Surveying
responsibilities included verification of topographic mapping,
vertical control, and staking the final alignment of the
roadway.

IH30 Widening and
Reconstruction
Dallas, Texas
WLA performed hydraulic analysis, drainage design and
prepared drainage and storTn sewer construction plans for
this TxDOT, 6.7 mile Interstate Highway widening project.
The scope of work included hydraulic modeling of Coombs
Creek and Chalk Hill Creek, scour analysis of the Trinity
River bridge and hydraulic analysis of 36 culverts utilizing the
WSP, H EC2 and THYSYS hydraulics software packages. The
estimated construction cost for the project is $120 million.

Cedar Creek Water and
Wastewater Replacements
Dallas, Texas
WLA, as Prime Consultant, is preparing preliminary and final
designs for the replacement/rehabilitation of approximately
10,475 linear feet of wastewater lines which had been
identified as inadequate in the City of Dallas' Cedar Creek
Drainage Area I/I Reduction Plan and other studies. The
project also includes the replacement of approximately
4,545 linear feet of water line adjacent to the wastewater
lines, as well as topographic mapping and required pavement
replacements. Trenchless technology was employed at a
number of sites. The project encompasses 18 pipeline
segments, each requiring the development of a Preliminary
Design Report, and is scheduled to be completed within
10 months of Notice to Proceed.
