CITY COUNCIL AGENDA ITEM BRIEFING SHEET
Submittal Date:
Originating Department:
Presented By:
Agenda Item No.:
06/15/2012
Council Date:
Police
Chief Hundley and Marlin Price,
20.
06/25/2012
Texas Police Chief's Association
RECOMMENDED MOTION:
Information Item Only- Police Department Best Practices Recognition Award
POLICY ISSUE(S):
BACKGROiTND: The Best Practices Law Enforcement Recognition Program is a voluntary process where
police agencies in Texas prove their compliance with 164 Texas Law Enforcement Best Practices. These
Best Practices were carefully developed by Texas Law Enforcement professionals to assist agencies in the
efficient and effective delivery of service, the reduction of risk and the protection of individual's rights.
Since its inception in 2006, over 66 Texas Law Enforcement Agencies have been Recognized and many
more are currently in the process to become Recognized Agencies. While members of the Texas Police
Chiefs Association recognizes and supports the national accreditation program, The Texas Best Practices
Recognition Program has clearly become the new Gold Standard for Texas Law Enforcement!
The Paris Police Department officially started the process in January of 2011 which culminated in the on-
site review and inspection by Recognition Program evaluators on February 22 and 23. After careful review
of the evaluators' reports, recognized status was awarded the department on March 19.
The best practices include every aspect of a police department's operation from criminal investigation to
use of force, truthfulness, internal investigations, written system of agency directives, vehicle pursuits and
even how any cash is handled.
This is not a'rubber stamp' process. Policies formulated with the BPRP guidelines are developed with the
local situation in mind. These policies have to be proven to being followed by documentation and
interview with officers and employees of the department.
BOARD/COMMISSION RECOMMENDATION:
EXHIBITS:
ACTION:
BUDGET INFO:
❑ Financial Report ❑ Minute Order
Expense
$
❑ Department Report ❑ Resolution
Budgeted Amt.
$
❑ Presentation ❑ Ordinance
❑ P
bli
H
i
❑ O
h
Y7'D Actual
$
u
c
ear
ng
er
t
Acct.
