09 "T" Hangar AmendmentMEMORANDUM TO : MAYOR AND CITY COUNCIL MEMBERS FROM : MICHAEL E. MALONE, CITY MANAGER SUBJECT : "T" HANGERS AT COX FIELD AIRPORT DATE : JULY 6, 2001 Council Member Benny Plata has expressed concern regarding the instructions given by the City Council with the recommendation of the Airport Advisory Board in our meeting on June 28, 2001. This item has been placed on the agenda at the request of Council Member Plata. You will recall that Council determined that three options for construction of "T" hangers would be bid and that Frank Davis, Interim City Engineer, would prepare the necessary plans and specifications. Of the three options proposed, one was at the suggestion of contractor Wendell Moore and was discussed and voted on as follows: (from the minutes) "A motion was made by Councilman Bell, seconded by Councilman Manning, to rebid the 7 unit T-hangar as originally bid, bid the T- hangar with 10 foot 6 inches door height with 40 foot, 6 inches width, and bid with a 12 foot door height with the 42 foot width, all having sliding doors. The motion carried 6 ayes, 0 nays." Upon further reflection and review, Council Member Plata determined that the proposed width of the door opening in the second option would not be sufficiently wide to accommodate the variety of planes desired and questioned Mr. Moore about his recommendation. Mr. Moore informed Mr. Plata that he knew that 40 foot, 6 inches, would not work and that it was not his suggestion, as he had suggested 42 foot wide doors. Mr. Plata then called me with his concern about the apparent error in bidding an option with a 40 foot, 6 inch, door width. Upon investigation, it was determined that Mr. Moore had indeed furnished a drawing (see attached) listing the "clear door" width of 40 foot, 6 inches on the T-48 model nested T - hanger manufactured by R & M Steel Company. Mr. Moore was present during meetings of the Airport Advisory Board as the proposed "clear door" width of 40 foot, 6 inches was discussed in detail and made no objection or correction to the Board's understanding. In light of Mr. Moore's present belief that the 40 foot, 6 inch, "clear door" width is not sufficient and his statement to Council Member Plata that he will not bid that option, Council may wish to direct the specification of this option with a 42 foot width, as with the 12 foot door height option. Staffwill be present to discuss these options and Mr. Moore plans to be at the meeting also. Thanks to Council Member Plata for discovering this discrepancy caused by Mr. Moore.
