AN pRDINANCE SETTING MINIMUM STANDARDS FOR COMMERCIAL AERONAUTIGA.L
ACTIVITIES ON CQX FIELD, DEFINING TERMS USED THEREIN, AND ESTABLISH-
ING THE POLICY OF THE CITY OF PARIS IN REGARD TO AERONAUTICAL ACTIM
VITIES TO BE CONDUCTED ON COX FIELD; PROVIDING FOR AN EFFECTIVE
DATE; AND REPEALING ALL ORDINANCES OR PARTS OF ORDINANCES IN CON-
FLICT HEREtnTITH.
BE IT ORDAINED BY THE CITY COUNCIL C7F THE CITY OF PARIS:
Section l. DEFINITIONS,
a. MINIMUM STANDARDS - The qualifications established by
the City of P'aris are the minimum requirements to be
met as a condition for the right to conduct an aero•-
nautical activity on Cox Field,
b. AERONAUTICAL ACTIVITY The following activities,
commonly conducted on airports, are aeronautical ac-
tivities within this definition, such as: charter
operations, air taxi, pilot training, aircraft rental
and sightseeing, aerial photography, crop dusting,
aerial advertising and surveying, aircraft sales and
services, sale of aviation petroleum products, repair
and maintenance of aircraft, and any other activities,
which because of their direct relationship to the opera»
tion of aircraft, may appropriately be regarded as an
"aeronautical activity." The City of Paris requires,
in regard for the privilege of conducting an aeronauti.»
cal activity on Cox Field, that the person, firm or
corporation selected must meet the standards established
by the City of P'aris governing the quality and level of
services that are offexed to the public in connection
with the conduct of a particular aeronautical activity
on the airport. These standards will be reasonable,
relevant to the proposed activity, and applied objec»
tively and uniformly.
c. FUEL AND OIE. SALES.
1. Operator must provide suitable space in a conven-
ient location to service the types of aircraft
using the airport.
2. Operator must provide tank storage capacity, either
above or below the ground as mutually agreed upon,
for the following minimum capacity storage of both
jet fuel and gasoline.
Gasoline 100/130 octane 2,000 gallon tank
Gasoline 80/87 octane 1,000 gallon tank
Jet Fuel 3,000 gallon tank
3. Operator must provide fixed pumping equipment with
reliable metering devices, and of sufficient capa•-
city to refuel the largest aircraft likely to be
serviced within a specified maximum time.
40 Operator must maintain uniformed personnel on full
time duty f rom 8:00 A. M. to 5:00 P. M., seven days
a week, and be on call for reasonable requests at
night and on holidays.
5. Operator must provide suitable aircraf t parking and
tie~down areas and the demonstrated capability to
efficiently and safely move aircraft to such areas
and store them in compliance with local regulations.

of Paris, Texas,
6, Operator must install adequate grounding rods at
all fueling locations to eliminate the hazards of
static electricity.
7. Operator must provide the necessary equiPment to
clean up all fueling areas, and it is the responsi~
bility of the operator to daily check that no debris
accumulates which would tend to cause a fire hazard,
8. All fueling will be performed in areas so designated
by the City of Paris,
d. FLIGHT TRAINING ACTIVITIES.
l. Operator must provide on a full time basis personnel
and equipment appropriate to the types of training
planned.
2. Operator must make available a numbex of aircraft of
specific type, compatible with proposed training.
3. Operator must provide c]assroom space for ground
school training,
4. Operator must meet certification requirements of the
F.A.A. to conduct the proposed training.
e. AIRCRAFT CHARTER AND TAXIo
1. Operator must provide assurance of the availability
of suitable aircraft, with qualified operators,
ready to depart within a specified maximum notice
period of twelve hours,
2. Operator must provide satisfactory arrangements for
checking passengers, handling luggage, ticketing and
ground transportation,
f. CROP DUSTING AND SPRAYING.
1. Operator must make suitable arrangements for the
saf e storage and containment of noxious chemical
material,
2. Operator must provide aircraft suitably equipped
for agricultural operations with adequate safe.
guards against spillage on runways and taxiways,
or dispersal by wind f orce to other operational
areas of the airport.
3. All empty cans, barrels, sacks or other containers
that result from the agricultural operations must
be placed in containers and disposed of in a rea»
sonable length of time.
g. AIRCRAF'T RENTAL AND SALEo
1. Operator must have sales or distributorship fran-
chise from an aircraft manufacturer for new air-
craft or adequate sources of used aircraft,
2. Operator must provide suitable sales and office
facilities, leased, rented or constructed on the
airport property.
3. Operator must provi.de arrangements at Cox Field
for the repair and servicing of sales aircraft
during the sales guarantee,
4. Operator must provide a minimum stock of spare
parts peculiar to the aircraft types for which
sales privileges are granted.
h. AIRCRAFT ENGINE AND ACCESSORY MAINTENANCE.
l. Operator must provide minimum hangar, shop and
storage space as may be prescribed by the City
of Pari s,
2. Operator must make available repairmen and me-
chanics in such fields as airf rame and engine
maintenance require.
3. Qperator must provide suitable facilities for
washing and cleaning aircraft.
Section 2. This ordinance shall become effective immediately
upon passage,
Section 3. All ordinances or parts of ordinances in conflict
herewith are hereby repealed.
