1873 ORD CONTAINING HEARING ON PROPERTIES LOCATEDIN COP BELONGING TO VARIOUS OWNERSORDINANCE NO, 1873 AN ORDINP,NCE CONTAINING A HEA,RING ON PROPERTIES LOCATED IN THE CITY OF PARIS, TEXAS, BELONGING TQ VARIOUS OWNERS, AND AN ORDINANCE OF THE CITY COUNCIL FINDING THE MATERIALS REMAINING IN THE PREMISES TO CONSTITUTE A NUISANCE AND TO BE A FIRE HAZARD TO L I FE AND I'ROPERTY AND A HAZARD TO THE L I FE AND WELFARE OF THE IN- HA.B I TANTS OF THE AREA, AND ORDER ING SA ID RUBB I SH , I.UMBER, AND RE•• FUSE FROM THE HOUSES TO BE TORN DOtn]N AND REMOVED FROM THE PRE«» MISES, IN ORDER TO ABATE SUCH NUISANCE. WHEREAS, a public hearing was, on the 8th day ofJuly, 1968, called to order by the Mayor of the City of Paris, James R. Moore, at 7:00 o'clock P. M,, in the City Council Room, i.n the City of Faris, Texas; and, WHEREAS, the City Council finds that the Building Hazard Inspection Committee fixed a date for hearing on the resolution referred to the Committee by the City Council on February 12, 1968, and that said Committee fixed said hearing at 10:00 o'clock A. M,, on the 21st day of June, 1968, and the hearing was had thereon. That proper notice was given to the owner or owners of the structures located at the following addressess 549 3rd St,, S. W.; 338 West Sycamore St.; 613 15 th S t., S. W. ; 1128 Cooper St.; 1146 9th St., N. W.; 648 West Shiloh St,; 1351 7th St., N. W,; First house South of 1656 lOth St., N. E.; 1738 Fitzhugh Ave,; 1400 llth St., N. E,; 1341 llth St., N. E.; 1456 12th St., N. E.; 910 5th St.1 N. E.; 836 ?th St., N. E.; 1661 13th St,, N. E.; 1012 3rd St., N. E,; 1064 lst St.1 N. E.; 1024 lst St.1 N. E.; 1067 2nd St., N. E,; 1042 2nd St., N. E.; S. E. Corner of 8th St,, 506 5th St., S. E,; 544 5th St.1 S. E.; 965 Cedar St.; 1441 lOth St., N. E. N. E. and Blake Road; That at said hearing the Committee listed the structures involved and introduced pictures of the various portions of the structures and various portions of the premises involved. That the Committee found that each of the above structures was in such state of de. terioration and dilapidation as to create a serious fire hazard to life and property and that each of said buildiM s was dilapidated and was dangerous to lif e and property and dangerous structures to life and property. That said buildings are in such a state of di- lapidation and decay that none of said structures are capable of repair. It is further found that the condLtion of the premises and structures involved were such that the Committee recommended to the City Council that they be declared a nuisance and that the ownE~rs thereof be ordered by the City Council to tear down and re- move the same from the lots involved. That said Committee filed a complete report of its hearing and its findings with the City Clerk of the City of Faris on the 26th day of June, 1968; and, WHEREAS, the City Council finds that the Building Hazard Inspection Committee fixed a date for hearing on the resolution referred to the Committee by the City Council on October 10, 1966, and that said Committee fixed said hearing at 10:00 oclock A. M., on the 21s.t day of November, 1966, and the hearing was had thereon. That proper notice was given to the owner of the struc- ture located at 444 East Tudor St. That at said hearing the Committee listed the above structure and introduced a picture of the same. That the owner of the property appeared before the Committee and requested time to repair the structure. That it was the recommendation of the Committee that the structure be condemned or repaired. That since such time the owner has died and the structure has not been repaired, and it is so stated in the report of the Building Hazard Inspection Committee, filed with the City Clerk of the City of Paris on June 26, 1968; and, WHEREAS, the City Council has f ully heard and considered the testimony presented upon the hearing and a complete transcript of the testimony reported by the Building Hazard Inspection Committee; NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF :PARIS: Section 1, That the structures located at 549 3rd St., S. W'.; 338 VJest Sycamore St.; 613 15th St., S. inT.; 1128 Cooper St.; 1146 9th St,, N. W.; 648 LJest Shiloh St.; 1351 7th St,, N. W.; First house South of 1656 lOth St., N. E,; 1738 Fitzhugh Ave.; 1400 llth St,, N. E.; 1341 llth St., N. E,; 1456 12th St., N. E.; 910 5th St,, N. E.; 836 7th St., N. E.; 1661 13th St., N. E.; 1012 3rd St., N. E.; 1064 lst St., N. Eo; 1024 lst St,, N. E,; 1067 2nd St., N. E.; 1042 2nd St., N. E.; S. E. Corner of 8th St,, N. E. and Blake Road; 506 5th St., S. E.; 544 5th St., S. E.; 965 Cedar St,; 1441 lOth St,, N. E,; and 444 East Tudor St., are a nuisance, and they are her eby declared a nuisance, in that they are dangerous to life and property, and that the same constitute a fire hazard to lif e and property, and that the respective owners are hereby ordered to abate such nuisance within thirty (30) days f rom the d.ate hereof, The City Manager is directed to furnish the owners a copy of this ordinance, in the event the addresses of said owners are known, and in the event the respective owners refuse to comply with this or- dinance, the City Attorney, T. K. Haynes, is hereby directed to proceed to enforce tha.s ordinance by injunction in the District Court of Lamar County, Texas, as provided for in Ordinance No. 1470.
