That the above rates shall be and become effective with Cycle 3 billing on November l, 19659 which billing date for said cycle is D-cember 1, 1965, as fixed by Ordinance No. 1363, and shall be due ten (10) days from the billing date of each cycle, thereafter. Section 4. Hereafter, if any person, firm or corporation shall fail to pay the bill of the City of Paris for water service or for sewer service rendered to such person, firm or corporation, on or before the expiration of ten (10) days after the date from which such bill is due and payable, the water service of such person, firm or corporation shall be discontinued, and such service shall not again be resumed until such person, firm or corporation shall have paid such de- linquent water or sewer bill in full, together with thereconnection fee of $1.00. Section 5. That Ordinance No. 1248 be, and the same is hereby amended as follows: 1. That Section 5 of Ordinance Number 1151-A heretofore passed by the City Council of the City of Paris on February 22, 1947, entitled "An ordinance to amend an ordinance entitled £An ordinance prohibiting, within certain territory, the use of privies, cesspools, closets or other equipment or things used for the disposal of sewage matter when not connected with the sanitary sewerage system of the City of Paris, and requiring the same to be removed or abated; requiring property owners to connect such privies, cesspools, closets, or other equipment or things used for the disposal of sewage matter with the said sewerage system; fixing charges for sewerage service; and fixing penalties for violation of this ordinance; and declaring an emergency,' 'being Ordinance No. 1151 of the City of Paris, passed by the City Council of the City of Paris on the 13th day of January, 1947" be and the same is hereby changed and amended so that Section 5 of said Ordinance Number 1151-A sha11 hereafter read and be as follows: "Section 5. It is hereby determined and declared to be necessary for the City of Paris, Texas, to levy and collect charges from all persons, firms and corporations that are using the sanitary sewer system and lines of the City for the purpose of improving, extending, maintaining and operating,, constructing, re- constructing and adding to the sanitary sewer system, including treatment plants, and the water system of the Gity of Paris. " Section 6. That the above rates shall be and become effective with Cycle 3 billing on Novemlaer l, 1965, which billing date for said cycle is December 1, 1965, as fixed by Ordinance No. 1363, and shall be due ten (10) days from ~he billing date of each cycle, thereafter. The sewerage charge on all single family residences shall not exceed $5. 00 per month, regardless of inetered water consumption. Single family residence sewerage customers, who are not also water cus- tomers of said City, shall pay a flat rate charge of $5. OO per month for sewerage service. All other sewerage users, who are not also water users of the City of Paris, will pay a flat monthly rate to be determined by the City of Paris. Commercial and industrial users, exclusive of domestic customers, shall not be charged for water registered by their water meter, which is con- sumed and not returned to the sewerage system by the user in a product or process. The amount of water so consumed by said product or process shall be deducted from t-he userts total monthly water consumption to determine his sewerage useage. It shall be the sole obligation and responsibility of the cominer- cial or industrial user to furnish the City of Paris with the necessary information to reasonably determine the amountof water so consumed in said product or pro- cess, Section 7. The schedule of rates as set forth above in Section 6 are for customers, whose sewage strength does not exceed 250 p. p. m. 5 day BOD and/or 300 p. p.m. of suspended solids. Users desiring to discharge sewage into the Cityls sewerage system in excess of the above average strength, and which is acceptable under the City of Paris Industrial W aste Ordinance No. 14819 may do so upon written permission of the City of Paris and by paying a monthly treatment surcharge in the amount of $0. 20 per one million gallons of sewage flow for each one p, p. m. in excess of the allowable BOD and/or suspended solids. The City of Paris shall make the necessary tests of the userts sewage strength to determine this charge. Section 8, The charges for water and sewerage shall be due and payable monthly in connection with and as a part of the water account for the current month of the user and shall be chargeable as a lien and legal charge against the deposit made for securing the payment of water bills. That the failure to pay any sewer bill or water bill shall make the user of sewer or water subject to be dis- connected from the water service and before service may be restored the user shall pay a fee of $1.00 for reconnection charge, plus all delinquent bills of water and/or sewer provided for in Section 4. Section 9. All ordinances or parts of ordinances in conflict herewith are hereby repealed. Section 10. This ordinance shall become effective November 19 1965.
