BE IT QRDAINED BY THE CITY COUNCIL OF THE CITYOF PARIS,
TEXAS:
Section 1. ENACTiNG CLAUSE. That Ordinance No. 1274, the Electrical
Ordinance, passed by the City Council on November 102 1952, together wi.th alI
amendmants thereto, are hereby amended in their entirety to read as follows:
Section 2. TITLF, The Title of this ordinance shall be "The Paris
E.lect'rical Ordinance"* and may be cited as such9 and it will be referred to in
this ordinance as "this Code. "
Section 3. PJRPO?.iE, The purpose of this code is the practical safeguard-
ing of persons and of buildings and their contentss from electrical hazards arising
from the use of electricity for light, heat, powers radio, signaling and for other
purposes.
Section 4. SCOPE. The provisions of this ordinance shall apply to all in-
stallations of and work done on electrical conductors, fittings9 devices, motors,
appliances, fixtures, signs and gaseous tubing, hereinafter referred to as
"Electrical Equipment", within or on public and private buildings and premises,
with exceptions as provided herein.
On all installations of electrical conductors or equipment hereafter made
and all existing installations wh.ich are altered9 all work shall be done in a manner
that will conform wi_th the requirements for a sufficient and safe electrical system.
Repair and maintenance work shall be such that if any electrical conductors or
equipment are removed and later replaced, they shall be replaced in a manner
which conforms with this code,
5ection 5, NATIONAL ELECTRICAL CODE r.~EGULATIONS ADOPTED.
The Regulations laid down in the National Electrical Code as approved by the
American Standards Association, for the installation of electrical wiring, de-
vices and equipment, together with all subsequent amendments thereto, are
hereby adopted as the minimum standard for the installation of all electrical
wiring, devices and equipment of the City of Paris, Texas, except as otherwise
specifically provided in this ordinance, and the same is hereby made a part of
this Ordinance as fully and to the same extent as if copied herein in full, provided
that the present or current issue of said National Electrical Code and any subse-
quent amendments thereto shall be considered as the "NATIONAL ELECTRICAL
CODE" as that term is used herein, and provided further, that in event of any
conflict between the provisions of this Ordinance and said National Electrical Code,
then in such event the provisions of this Ordinance shall govern.
That the 1965 National Eiectrical Code, governing installations and wiring of
electric installations, together with all subsequent amendments thereto, are here-
by adopted by the City of Paris, Texas, with the following limitations and excep-
tio ns:
(a) That no person, firm or corporation shall hereafter install for resi-
dential purposes any service entrance conductors with the service entrance con-
ductor smaller than #6 wire.
(b) That no person9 firm or corporation shall install within the City of
Paris, Texas, any electric wiring of a smaller size wire than #12; provided
however that switch legs or control wires may be wi_red with #14 wire.
_(c) That no person, firm or corporation shall hereafter wire any electric
range table tops with less than 3#10 wire. And no person, firm or corporation
shall hereafter wire any built in oven with 30 amp breaker, wi.th less than 3#10
wir e.
(d) That no person, firm or corporation shall hereafter install any elec-
trical wiring on the outside surface of any building within the corporate limits of
the City of Paris, including a private residence, without placing said wiring in an
approved and properly grounded conduit.
(e) Th.at no person9 firm or corporation sha1X install any electrical installa-
tions having more than two two-wire circuits without supplying the same with a
three wire service.
(f) That no person9 firm or corporation shall hereafter instal.l any service
heads at a location having not more than two feet from the service drops, and not
less than three feet from any door, window, or other opening in the buildinga un-
less specifically approved by the Electrical Inspector.
(g) That no persons firm or corporation shall install any service entrance
switches or any service equipment within a bathroom, toilet, closet or cabinet.
(h) That no person, firm or corporation shall install any service heads for
residential purposes within less than ten feet or more than twenty feet above the
ground, and samP shall be so situated that they shall not be within reach from any
porch or stair landings, and all service head installations3 wliere practical, sha11
afford direct unobstructed space for stringing service drops without the necessity
for such drops passing over the property of others than the ow7ier of the property
being serve3.
(i) That no person, firm or corporation shall leave any unused electrical
equipment w:thin or upon public or private buildings or premises, if, in the
opinion of the E'Lectrical Inspector, the same constitutes a hazard or danger to
life or property, including unused electric range installations and unused con-
tractor meter loops.
0) No person, firm or corporation shall install the following electrical '
equipment, without having applied for and received a permit from ':he Office of
the Department of Public Works of the City of Paris, to -wit:
(l) A window unit air conditioner of the size of 1/2, 3%4
or 1 Horse P-awer motors, or installation of motors
in excess of the above.
(2) Where sufficient additional circuits are added that
require a master switch.
(k) That no person9 firm oroorporation shall cover up any electrical wir-
ing in the process of construction without inspection by the Electrical Inspector
of the City of Paris, and the Electrical Inspector of the City of Paris shall have
the authority to require any personp firm or corporation, which has so covered
electrical wiring in the process of construction, to uncover such wiring or elec-
trical equipment which has been concealed without an inspection by the Electrical
Inspector.
(1) Section 210-22, Subsection. (b) of said National Electrical Code is
hereby amended to read as follows:
That on all dwelling type occupancies, in every kitchen,
dining room, breakfast room, living room, parlora
library, den, sunroom, recreation room, and bedrooma
receptacle outlets shall be installed so that no point along
the floor line in any useable wall space is more than 6
feet, measured horizontally from an outlet in that space,
including any useable wall space Z feet wide or greater
and the wall space occupied by sliding panels in exterior
walls. The receptacle outlets shall, insofar as practi-
cable, be spaced equal distances apart. RPceptacle out-
lets in floors shall not be counted as part of the required
number of receptacle outlets unless Iocated close to the
w all.
(m) Service Entrance Cables: All service entrance cables from the meter
socket to the panel shall be installed in either of the following three ways:
(1) The disconnect shall be located back of the meter in
inside of wall w;th conduit nipple.
(2) If the service entrance cable is placed in conduit from
fhe meter socket to the panel, no main disconnect shall
be required at themPter.
(3) Any service cable from the meter socket to the panel
shall have a main fuse disconnect at meter.
(n) The minimum size of all service disconnects shall be 50 amp,
(o) Service Panel Breakers: All service panel breakers, known as Piggy-
back, tandums, twins, thins, or any other of this type disconnect, are hereby
prohibited on new or repair installations.
(p) No trailer house will be installed and connected with the electrical ser-
vice, which does not have a driven ground or water pipe ground connected to the
trailer house and equipped with polarized plug ins.
5ection 6. RESPJNSIBILITY FOR SAFE WORK, This ordinance shall not
be construed to relieve from or lessen the responsibility or liability of any party
owning, operating, controlling or installing any electrical equipment for damages
to persons or property caused by any defect therein, nor shall the City of Paris
be held as assuming any such liability9 by reason of the inspection or reinspection
authorized herein; or the certificate of approval issued as herein provided; or by
reason of the approval or disapproval of any equipment authorized herein.
Section 7, ELECTRIC_gL INSPECTt7R, There is hereby created the office
of Electrical Inspector. The person chosen to fill this office shall have had at
least six years experience as an electrician, or s~all be a graduate of an approved
School of Electrical Engineering, or a licensed Eiectrical Engineer with two years
experience in the field of Electrical Engineering. He shall be appointed by the
City MiLnager and shall perform the duties imposed upon him by this ordinance
under the supervision and direction of the Director of Pablic Works.
Section 8. AUTH4RITY OF ELECTRIC.AL INSPF,CTORe The Eiectrical
Inspector shall have ful police power and shall have the right to arrest any person
who violates any of the regulations of this ordinance. It shall be the duty of any
member of the Police Department to assist the Electrical Inspector in the exercise
of such police power upon request of said Electrical Inspector.
The Electrical Inspector shall have the right during reasonable hours to
enter any building or premises in the discharge of his official duties for the purpose
of making any inspectionp re-inspection or test of electrical equipment or installa-
tions thereat or therein. WJ.ien any electrical equipment is found by an Inspector
to be dangerous to persons or property because it is defective or improperly in-
stalled, the person, firm or corporation owning the electrical equipment shall be
notified in writing and shall have any changes or repairs made as required by the
Electrical Inspector, wnich will place such equipment in safe condition. If such
work is not completed wi.thin the period specified by the Inspector in the notice,
the Inspector shall have the authority to disconnect or order the disconnection of
electric service to the dangerous electrical equipment. In cases ofanergency,
when necessary forsakty to persons or property, or when electrical equipment may
interfere with the work of the Fire Department, the Senior Oificer of the Fire
Department at the site shal.l have the authority to immediately cause the disconnec-
tion of any electrical equipment.
Section 9. SPECIAL PERMISSION, The Electrical Regulations of this Code
may be modified or waived by special permission in particular cases where such
modification or waiver is reasonable, does not differ from the intent of the ordi-
nance, and does not create an injustice. Such permission shall in all cases ba
obtained from the Electrical Inspector in writing prior to starting the work, and a
copy of the permission shall be filed in the office of the Director of Public Works.
Section 10, ELECTtZICAL CONTRACTOR: LICENSE REQUIRED, The term
"ELEC-TRICAL CO'.VTRACTOR" as used in this Ordinance is defined to mean and
include any person, firm or corporation engaged in the business of, or holding
themselves out to the public as being engaged in the business of installing or re-
pairing, or contracting to install or repair any electrical wiring, conduits, fix-
tures, devices, apparatus and equipment for carryingp using or consuming elec-
trical energy for which a permit is required by the provisions of this Ordinance.
y2?JALIFICATIONS. Before any person, firm or corporation shall engage in
the business of El.ectrical Contractor as defined herein, application shall be made
to the Eiectrical Inspector for license. The applicant shall then be required to
appear before the Eiectrical Board and be exami.ned as to his qualifications to do
electrical work. Any such applicant tnust make a grade of seventy (70) per cent
on the examination given by the Board before being entitled to receive a license.
Before a license shall be granted to an applicant as an Electrical Contractor as
defined in this ordinance, a fee of $100. 00 shall be paid to the City of Paris, Texas
for the first years license, or any portion of a years license, and all licenses
granted hereunder shall expire at midnight of June 30th follow-Lng the date of issu-
ance of the license, and thereafter each year on June 30th, as long as such license
is in force and effect. That said license shall expire on midnight of the next
succeeding June 30th after issuance, unless sooner revoked as herein provided,
and annually thereafter the same may be renewed and extended for an additional
period of one (1) year by such licensee upon payment to the Director of Public
WfDrks of the City of Paris of an annual renewal fee of Twenty-Five ($25. 00)
Dozlars, at any time .within fifteen (15) days after the expiration date, provided
the surety bond herein required remains and continues in full force and effect.
Each applicant shall execute and deliver to the City Clerk for approval a bond in
the sum of $500. 00, having as surety thereon a recognized surety company au-
thorized to do business in this State, said bond to be conditioned for the faithful
work for all work entered upon or contracted for in strict accordance wzth the
terms and requiremE:nts of this ordinance. Such license wiien issued shall entitle
the holder thereof to engage in the business of Electrical Contractor for the period
of time from the date of issuance to the next June 30th thereafter. Any licensed
Electrical Contractor, whose such license is not renewed and extended because of
his failure to com-ply with the foregoing requirements relative to the payment of the
license fee and posting of surety bond, shall for all purposes thereafter be treated
as a new Electrical Contractor and may thereafter be licensed as an E.lectrical
Contractor only after full compliance with the requirements relating to application,
examination, fee and bond for any such applicant.
No license issued in accordance with the provisions of this ordinance shall
be transferable. Any holder of a license, who shall permi.t or allow same to be
used by any other party to obtain a permi.t to do electrical work as specified in
this ordinance, shall be subject to having such license revoked by the Department
of Public Works.
Section 11, JOURNEYM.SN ELECTRICIAN: REuISTRATION REQUIRED:
The term "Journeyman Electrician" as used in this Ordinance is defined to mean
and include any person who works for or under the supervision of an Electrical
Contractor in installing or repairing electrical wiring, devices andequipment. All
Journeymen Electricians before being permitted to do any electrical work in the
City of Paris, Texas, shall make application tothe Electrical Inspector for re-
gistration as Journeymen Electricians. Such applicants shall be required to
appear before the Electrical Board and take an exami.nation as to his experience
and ability to do electrical work in accordance with the provisions of this ordinance.
An applicant shall be required to make a grade of seventy (70) per cent or better,
before he sha11 be entitled to registration as a Journeyman Electrician. The Board
shall issue to every applicant that passes a satisfactory exam;_nation, a Certificate
of Registration as a Jour.neyman Electrician upon payment of a registration fee of
Five ($5. 00) Dollars. Such Certificate of Registrationg when issued, shall entitle
the holder thereof to do electrical work in the City of Paris as a Journeyman
Electrician from the date of the issuance of the same to mi.dnight of the next
succeeding June 30th, unless sooner revoked as herein provided, and annually
thereafter the same may be renewed and extended for an additional period of one
(1) year by such licensee upon payment to the Director of Public Works of the City
of Paris of an annual renewal fee of Five ($5. 00) Dollars at any time wi.thin fifteen
(15) days after the expiration date. Any registered Journeyman EXectrician,
whose Certificate of Registration is not renewed and extended because of his failure
to pay the prescribed annual fee within fifteen (15) days after the expiration of the
samt:, shalY for all purposes thereafter be treated as a new applicant for a Certifi-
cate of Registration and may thereafter be registered as a Journeyman Electrician
under this ordinance only after full compliance with the foregoing requirements re-
lative to application9 exami.nation and payment of fee.
A Journeyman Electrician to qualify for an exami.nation before the Electrical
Board must prove that he has had four years actual experience as an apprentice.
In the event any applicant fails to pass the examination given by the Board,
he shall be entitled to a second examination after the expiration of thirty (30) days,
and should he fail on the second exam;.nation, a third exami.nation shall not be had
until the expiration of two (2) months from the date of the last examination,
The Inspector slall be empowered to issue a temporary permit to a
Journeyman Electrician upon the payment of Five ($5. 00) Dollars fee, and said
Qermit shall be good until the first meeting of the Board.
Nothing in this Section shall be construed to prohibit the employment of
apprentices or helpers working under the supervision of a registered Electrician.
Section 12. SUSPENSION OF REGISTRATION AND LICENSE. Upon presen-
tation to the Director of Public Works of charges that the holder of any license or
certificate of registration issued under this ordinance has willfully or consistently
violated any provision of this ordinance or is incompetent to comply with such pro-
visions, or that such holder has been found guilty of violating such ordinance, the
Director of Public Works shall fix a time and place of a maeting of the Electrical
Board to consider such charges and shall notify such holder of such certificate or
license to be present at such meeting. Such notification sha11 be in w-riting and
shall be delivered to such holder at least five days prior to such meeting. Upon
hearing such charge the Eiectrical Board shall, by written opinion, determine
whether or not such charges are justified, and in the event of an affirmative find-
ing the certificate of registration or license of such holder, as the case may be,
shall by said Board be revoked or suspended for a period of not less than thirty
days and not more than two years.
Section 13. EXiSTING LICENSES AN]D CERTIFICATE:i OF REGISTt'tATION,
Any current licenses held by an Electrical Contractor or certificate of registration
held by a Journeyman Electrician under the provisions of existing ordinances of the
City of Paris, shall remain valid until the expiration of the same under such exist-
ing ordinance, but any a-oplication for renewal or renewal thereof shall be subject
to all the terms and provisions of this ordinance.
Section 14, LAP5E OF LICENSE 7R CERTIFIC_ATE OF REGISTR.ATION.
In the event that any ho der of a certificate of registration or license issued pur-
suant to this ordinance allows the same to lapse for a period of more than six
months for any cause, any attempted renewal of such license or certificate of re-
gistration shall be considered as a new application.
Section 15, HO'_VIE c7WNERS RIGHTS. Nothing herein cottained shall prohibit
any bona fide home owner from persona ly installing electrical conductors or equip-
ment within his own home provided that the owner shall file with the Electrical
Inspector approved plans and specifications; satisfy the Ei.ectrical Inspector as to
his ability to install electrical wiring; apply for and secure a permit; pay required
fees; do work in accordance withthis ordinance; apply for an inspection; and re-
ceive certificate of approval.
Personal installation by an owner under these home owners rights shall beby
himself, for himself, on his own homestead premi ses, without compensation, and
no person shall be employed to assist him in any way on such work.
Section 16. PERMIT gZEa2UIRED, It shall be unlawful for any person, firm
or corporation to insta l, alter or make addition to any electrical wiring9 devices
or equipment subject to the provisions of this OrdinanceF without first securing a
permit therefor from the Eiectrical Inspector. Applications for such permits
shall be made in writing to the Electrical Inspector, stating the location of the
work to be done, a description of the work and whether it wi.ll consist of a new xn-
stallation or addition thereto, or repair or alteration of an old installation, and
the name of the owner or occupant of the building or premises, and the Permit,
when issued shall be to such applicant.
The Permit, w:zen issued, shall be for such installation as described in the
application, and no deviation shall be made from the installation so described with-
out the written approval of the E'Lectrical Inspector.
No Permit shall be required for the installation of electrical wiring, de-
vices and equipment installed by or for a utility company operating under a
Franchise from the City of Paris, Texas, to transmit and sell electrical energy,
provided such electrical wiring, devices and equipment are for the use of said
utility company in its operation as a public utilty as pravided for in its Franchise.
No Permit shall be required for the installation of wiring, devices and equip-
ment for Railroads or Interurban on their own property.
No Permit shall be required for the installation of wiring, devices and equip-
ment, for telephone or telegraph companies engaged in the business of supplying
communication service and operating under a franchise from the City of Parisy
Texas,
Permits wi_ll not be required for maintenance work done by any person, firm
or corporation through an employee or employees regularly employed to do such
maintenance work solely on or within the premises of property owned or controU.ed
by such person, firm or corporation9 provided, however, such maintenance work
shall not include the installation of any new work or additions to existing installa-
tions,
FEES FOR PERM.LTS AND INSPECTIONS. Before any Permit is granted for
the insta ation, alteration or repair of any e ectrical wiring, devices or equip-
ment, the person9 firm or corporation making application for such permit shall
pay to the City of Paris, Texas, a fee in the amount so specified herein. For new
work or addition to old work permit f.ees shall be as follows:

For inspection of aiy installation, device or
equipment not specified in the above schedu.le, '
the Inspector shall charge a fee of $2, 00 per
hour or fraction thereof, for the time spent in
making such inspection.
W That the above fee shall apply in the event that
the application for the permit is made prior to
the beginning of any electrical work requiring
a permit. That in the event any work is
commenced wi.thout having procured a permit
as provided for in said ordinance, then the fee
shall be fifty cents (50~) pe.r day in addition to
the charges set forth in (a) through (h) above,
for each dayts delay in procuring said permit.
There is hereby established a mi.nimum
electrical permit fee of $2. 00, provided,
however that there shall be no fee for a
permit covering not more than three (3)
wall outlets.
Upon the completion of the installation of any electrical wi.ring, device or
equipment, it shall be the duty of theperson, firm or corporation installing same
to notify the electrical inspector and the inspector shall inspect the instalXation
within four (4) hours after notice is given.
If, upon inspection, it is found that any part of the installation does not com-•
ply with the provisions of this ordinance, the Inspector shall give notice of the vio-
lation to the person, firm or corporation to whom the permit was issued.
When an installation, upon completion, is found to comply with all the re-
quirements of this Ordinance, the Inspector shall issue a Certificate of Approval
to the person, firm or corporation installing the work. Such Certificate shall
authorize the connection of the installation to the Electric 5ervice and the use of
the installation.
Section 17. WIRING TO BE ENCASED IN CONDUIT. A 11 electrical wiring
for light, heat, powzr or other purposes hereafter installed in the City of Paris,
Texas, as respectively described in the following sub-sections hereof, shall in
all cases be contained and encased in approved metallic conduit, viz:
(a) All. electrical wiring in buildings situated in the inner fire limits
of the City of Paris.
(b) Wiring for decorative lighting and window displays, provided,
however, the Electrical Inspector may grant permission for a
period not to exceed ten (10) days for temporary decorative or
window displays to be installed with wiring, after which period
such installation shall be removed. The Inspector, however,
may grant an extension of ten (10) days after inspection of tem-
porary wiring and found safe.
(c) AlI electrical wiring in buildings known in the building trade
as "Fire Proof" of "slow burning" construction.
(d) Apartment houses of four (4) or moreapartments and all
com;nercial buildings.
(e) All electrical wi.ring in grain elevators or places used for the
storage of grain, garages, filling stations, buildings used for
the storing of gasoline or other readily inflam?nable materials,
machine shops, freight houses, and in other cominercial
buildings where electrical engery is used to operate machines
or appliances for profit, provided, this shall not include any
electrical device or equipment used exclusively for household
purposes.
(f) Wiring incidental to the installation of any electric motor other
than a single phase motor, and in any such installation the con-
duit shall come flushed wi.th the ±erminal side of the motor and
shall be equipped with an approved fitting.
(g) O:i all service entrance installations from entrance to meter
sockets shall be in conduit. All meter sockets shall be grounded
in an approved rnanner.
(h) All supply wiring for electrical and neon signs.
(i) All wiring installed underground or in conc rete slabs or other
masonry in direct contact with moist earth, or in other per-
manently moist locations wnere subject to condensation of
maisture, the conductors shall be of the load covered type or
of other specifically approved for this purpose.
(j) Armored cable, known to the electrical trade as "BX", will
not be approved for use as metallic conduit in any new build-
ings, and only when it is impossible to install other types or
approved conduits in buildings already constructed.
Section 18, NUMBER OF OUTLETS ALLO NED AND BRANGH CIRCUITS,
(a) Not more than eight (8) outlets shall be install.ed on any one (1) circuit
in a residence.
(b) Drop cords must not be installed in clothes closets or in places wnere
wearing apparel is likely to be hung; however, ceiling fixtures will be permissable.
(c) All lights in bathrooms, toilets and kitchens shall be controlled by wall
switche s .
(d) On alI three wire installations, the load must be balanced as nearly as
possible with respect to each side of the system.
(e) All joints must be soldered and taped wn.en the wire is pulled in, and a11
fixture leads shall be soldered or a fixture connector used.
(f) W nenever a fuse is required by the provisions of this Qrdinance, the re-
quirement may be met by the use of an approved circuit breaker for such purpose.
Whenever a sw4tch9 or a switch and fuses are required, an approved manually
operated circuit breaker may be used. If a circuit breaker is used, there shall
be an over-current unit in each ungrounded conductor of the circuit.
(g) That no person, firm or corporation, shalZ wi.re any building or any
structure by running the electrical wires through thestuds around the walls in
such building or structure, except the wiring may be run through studs under
windows, and in case of extreme hardship by special permission of the Eiectrical
Inspector.
(h) That no person, firm or corporation, shall wire any new building under
the floor of said building or structure, except in conduit.
Section 19. SERVICES, Service wires shaL1 be in approved metallic con-
duit. No service conductor slal.l be smaller than No. 8, B. & S. gauge Com:mer-
cial and Industrial installation. Except by a special permission of the Electrical
Inspector, service entrance shall not be less than ten (10) feet or more than
twenty-five (25) feet from the ground level.
Where one service is installed to supply several installations or customers
within the same building, the main cabinet cut-offs must be accessible at all times
to each of the occupants or customers supplied from such service.
In the main service entrance there shall be installed a safety switch and
fuses, and shall not be installed in inaccessible locations such as under stairways,
in closets, attics, etc., and shall not be installed, unless by special permission
of the Eiectrical Inspector, lower than five and one-half (5 1/2) feet nor higher
than six (6) feet from the ground or floor level.
Whenever the service wires to any building in the Fire Limi.ts, thetype of
wiring in which is the so-called "KNOB AND TUBE" type, is disconnected9 the
service shall not again be connected to such building until the electrical wiring
has been installed in approved metallic conduit so as to conform to the provisions
of this ordinance. Any building regardless of location, not having the service
wires in approved metallic conduit, once disconnected, shall not again be
connected to the source of supply until the service wires and meter loop shall
have been replaced and made to canform to the standards of this Ordinance.
Any Electrical devices, signs, apparatus or appliances munufactured within
the City sha11 be inspected by the Electrical Inspector before it is sold or installed.
Section 20. ELECTRICAL SIGNS. All classes of electric signs whether of
the gas tube, sign receptacle or reflector type, including gas tube window signs
and outside building outlining shall be considered electric signs wi.thin the mean-
ing of this ordinance. Portable inside displays or small, signs using self-con-
tained transformf.rs wi.th current consum-otion not to exceed 200 watts may be
connected by attachment plug to present circuit providing all othErrequirements of
this ordinance are complied with.
All signs must be on separate circuits in conduit from the distributing panel
and not more than 1320 watts will be allowed on each circuit. A.11 signs except
portable signs must be grounded directly to the conduit service.
All signs m:zst bear the Underwriters Laboratories, Inc.,, inspection label
or shall be inspected and approved by the Electrical Inspector before being in-
stalled.
When an electric sign is to be hung over the sidewalk there must be a
clearance of eight (8) feet from the sidewalk to the lowest point of the sign and no
sign shall extend to wi.thin two (2) feet of the curb line of sidewalk, except by spe-
cial permi.ssion of the Electrical Inspector.
Section 21, TEMPORARY PERMiTS. Upon application therefor the Elec-
trical Inspector may, in his discretion, issue a temporary permit authorizing
the connection of service to any building or electrical installation for a period not
to exceed ten (10) days in cases where the immediate connection of such service
is by him considered necessary, desirable and reasonably safe, provided that it
appears that applicant for such temporary permit can and wzll qualify for a regular
permi.t under the provisions of this ordinance within a reasonable length of time.
A fee of Two ($2.00) Dollars shall be paid by the applicant for any such temporary
perm?.t and the same may be renewed from time to timP for periods not in excess
of ten (10) days, at the discretion of said Eiectrical Inspector, provided that no
fee shall be charged for any such renewal.
Section 22. CONDEMNATIQN. If, in the judgmrnt of the Electrical
Inspector after inspection, any electrical installation is unsafe or dangerous to
persons or property9 the Inspector shall have the power to cause such electrical
installation to be disconnected from the source of electrical energy supplying the
same, in wnich event he shall notify the Texas Power & Light Company of such
action. Thereafter, it shall be unlawful for any person to cause or perm?.t
electric current to be supplied to such electrical installation until the same shall
have been made safe and the Inspector shall have issued a certificate of approval
to that effect.
When the Eiectrical Inspector condem.:,.s alI or any part of any electrical
installation, the owner may, within five days after receiving written notice
thereof, file a petition in writing for review of said action of the Electrical
Inspector by the Electrical Board, such petition to be filed with the Director of
Public Works, and upon receipt of such petition the Di.rector of Public Works
shall arrange for a meeting of said Board and said Board shall make a decision
in accordance with its findings within seven (7) days after the filing of such peti-
tion, which decision shall be final.
Section 23. E.LECTRICAL BOARa. There is hereby created an Electrical
Board, which shall consist of five members, one of whom tihall be the Fire
Marshal of the City of Paris, one shall be an electrical contractor licensed under
this Cardinance, one shall be a journeyman electrician w11o holds a certificate of
registration under this Ordinance, one shall be an owner of rental property within
the fire limits of the City of Paris, and :)ne shall be a general building contractor
engaged inthe general construction business in the City of Paris. All such Board
Members, except the Fire Marshal, shall be appointed by the City Council and
shall hold office for a period of two years from the date of their appointment and
qualification, or until their successors have been appointed and qualified.
Any member of the Board may be removed for cause by the City Council upon re-
commendation of such removal for a cause by the City Manager, or may be re-
moved by said Council without such recommendation if it finds that the removal
of a member or members is for the best interests of the public.
Upon the failure of any member of said Board to qualify as a mE+mber
thereof, or in the event of a vacancy in such Board for any cause, the City
Council shall iminediately appoint a qualified person to fill the unexpired term
for any such vacancy.
The Electrical Board shall select a Chairman and Secretary and shall pre-
scribe a procedure and order of business for hearing applications by persons de-
siring licenses as Electrical Contractors, or Registration Certificates as
Journeymen Electricians, and for hearing appeals from the decisions of the
Electric al Insp ecto r.
Three members of the Board present at any meeting shall constitute a
quorum for the transaction of business.
It shall be the duty of the Eiectrical Board to fix, at reasonable intervals
of time, the date of examination for applicants for certificates of registration
and licenses, and the Board shall make reasonable rules relating to the method
of requiring examinations and re-examinations by such applicants.
It shall be the duty of the Board to pass upon the qualifications of all per-
sons, firms, or corporations, applying for certificates to do electrical work as
defined in this ordinance in the City of Paris. There shall be issued certificates
to such persons, firms, or corporations, as shall pass a satisfactory examina-
tion as herein referred to, but this c:ertificate shall not authorize any one to enter
into a contract for or do any installation, maintenance or repair of any electrical
work unless such person shall, have paid his annual registration fee as required
by this Code.
Any person9 firm or corporation may file an appeal with the Electrical
Board for a review of any decision of the Electrical Inspector, provided that such
appeal is made in writing within five (5) days after such person9 firm or corpora-
tion shall have been notified of such decision by the Electrical Inspector. Such
appeal shall be taken by the filing of written notice thereof with the Director of
Public Works, upon receipt of which the Director of Public Works shall imme-
diately call and arrange for a meeting of said Board, and said Board shall pro-
ceed to determine wl.iether or not the action of the Eiectrical Inspector complies
with this ordinance and within seven (7) days shall make a decision in accordance
with its findings, which decision shall be final.
The Electrical Board shall keep a Minute Book in which shall be recorded
all transactions and business of the Board. The Minute Book and other records
shall be kept in a manner designated by the Secretary.
Section 24. The Texas Powzr and Light Company, its agents or employees,
shall make all connections from the power lines to the electric service installa-
tions. It shall be unlawf_ul for any other person or persons to do so.
Section 25. All circuses, carnivals and road shows using portable equip-
mPnt shall employ a licensed electrical contractor to supervise all electrical in-
stallations.
Section 26. It shal], be unlawful for any person, firm, or corporation to
sell, expose for sale, offer to sell, dispose as a premium or offer for rent and
repair, any electrical material, conductors, equipment, apparatus or appliance
within the City of Paris which is not approved by the Electrical Inspector, or
bearing the Underwriters seal of approval.
Section 27. It shall be unlawful for any person or persons to use slugs,
pennies or any method of abridgment of fuses, fuse blocks or in any way defeat
the purpose of a fuse or circuit breaker.
Section 28. All fees prescribed and paid pursuant to the provisions of this
ordinance shall be paid to the Director of Public Works of the City of Paris, and
the accumulated daily amounts thereof shall be by him paid over to the Director
of Finance of the City of Paris for deposit to the account of the City of Paris.
Section 29, P:r,NALTY. Any person, firm or corporation wlio shall vio-
late any of the provisions of this ordinance shall be deemed guilty of a misde-
meanor, and upon conviction therefor, shall be fined in any sum not exceeding
Two Hundred ($200.00) Dollars, and each and every dayES continuance of any vio-
lation of the provisions of this ordinance shall constitute and be deemed a
separate offense.
Section 30. VALIDITY. If any Section9 Sub-Section, clause, or phrase of
this ordinance sha11 for any reason be held to be unconstitutional or invalid, such
holding or decision shall not affect the validity of the remaining portions of this
ordinance.
Section 31. REPEAL OF i,ONFLICTING ORDINANCES. All ordinances
or parts of ordinances of the City of Paris, Texas conflicting with the provisions
of this ordinance are hereby repealed.
Section 32. This O_-dinance shall become effective on the lst day of April,
1966.
