IN THE SANITARY SEWER DISTRICT WITHIN THE CITY OF PARiS,
TEXAS, AND AREA OF POLICE JURYSDICTION THEREOF; PROVIDING
FOR THE CONSTRUCTION, REGULATION, MAINTENANCE, IlVSPECTION,
AND OPERATION OF NIETHOD5 OF WASTE DISPOSAL; ESTABLISHING
RULES AND REGULATIONS FOR THE GOVERNXNG OF PLUMBER.S AND
PLUMBING; AND PROVIDING FOR THE VIOLATZON OF SAID ORDZIVANCE
OR ANY SEC TION THEREOF,
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF PAR.IS:
Section 1. The sanitary district shall include all areas now in a
sanitary sevver distri ct, and all areas hereafter declared in such district
by ordinance.
Sectio 2, After expiration of 30 days after due notice has been given
that sewer system is ready for use, it shall be unlawful for any person or
persons owning, renting, leasing or controlling, in whole or in part, any
premises situated within the sanitary sewer district to construct, use,
maintain, or permit to be constructed, used or maintained on such pre-
mises, any privy, cesspool, water closet, urinal, basin, slop sink, slop
drain, bath tuby or water waste drain from laundry, or livery stable, or -
any other receptacle whatever used or to be used for the purpose of re..
ceiving or removing sewerage matter, or slop of any kind, unless the same
shall be connected with the sanitary sewer system of the City of Paris.
Section 3. All privies and closets that may be on any premises within
the sanitary sewer district shall be removed or abated within 30 days after
the giving of said notice that the sewer system is ready for service.
Section 4. All of the following acts shall be unlawful;
(a) To uncover the public sewer or branches thereof, unless
by consent and under the superviaion of the City
Plumbing Inspector„
{b} For the Owner or occupant of any building any part of
which is within the sanitary sewer district any portion of
which is used for any purpose any portion of the day, to
fail to have at least one water closet connection with the
public sewer within 30 days after giving said notice that
the sewer is ready for such connection, except in cases
where two or rnore buildings are used or operated by
one person, firm or corporation, and require but one
connection.
(c) For the owner or occupant of any building in any part
of the sanitary sewer district, in which food is cooked
or clothing is washed to fail to have a suitable sink,
slop sink or hopper for the reception of water and
connect same with the sewer system.o
(d) To throw or allow to be thrown or deposited upon the
surface of the ground9 or in any hole or vault in or
under the surface of the ground in the sanitary sewer
district, except in the proper and necessary manuring
of the soil, any water which has been used for domestic
or ma,nufacturing purposes, or any liquid or any solid
filthy faeces or urine.
(e) To throw or deposit, or cause to be thrown or deposited
in any vessel or receptacle connected with the public
sewer any newspaper, garbage, hair, fruit, ashes, vege-
table peelings or re fuse, rags, cotton, cinders, or any
other ma.tter whatsoever except faeces, urine, the ne-
cessary toilet tissue and liquid slops from approved
mechanical garbage dispo$als.
To fail or refuse to connect with the sewer all wash-
stands or slop stands in house or yards within the san-
itary sewer district or to allow any slop, wash or waste
water of any kind to flow over the pavement or under
the pavement into the streets or alleyso
Section 5. No person or corporation shali connect any open gutter,
cesspool, privy, vault, or cistern with any public sevver, or any private
sewer connected with the public sewer.
Section 6. No person or coxporation shall deposit any garbage, offal,
dead animals, filth or any aubstance having a tendency to obstruct the flow
of sewage in any manhole, lamphole, flush tank or sewer opening.
Section 7, The City Plumbing Inspector ahall have the power to stop
and prevent from discharging into the public sewer any private drain, or
house connections, through which subatancea are discharged which are
likely or liable to injure the sewers or to obstruct the flow of the sewage,
or to interfere with the operation of the disposal plant.
Section 8. It shall be unlawful for any person or persons to obstruct
or in any way injure any of the pipes, drain works or ma,chinery belonging
to or connected with the sewer system of the City of Paris, Texas, or to
place any substance whatever into any sink, water closet, bath tub, vessels,
drains or other receptacles, belongi.ng to or connected with said sewer
system which may obstruct or injure same.
Section 9, Any person, firm or corporation desiring to lay pipes for
water, gas, steam, or any purpose, in any street or alley upon which sewers
are laid, shall give at least twenty-four hours notice to the City Engineer
before opening the street or alley, and the manner of excavating the
trenches and laying the pipe and back-filling over same shall be subject to
the approval of the City Engineer. All such work shall be planned and exe-
cuted so that no injury shall occur to any public sewer or drain, or to any
house sewer drain connected therewith.
Section 10. The property owner, or plumber, or both, sha.ll be held
responsible for any injuries the plumber shall cause to the sewer or street
in making such connections.
Section 11. The house sewer trench shall be dug so as to meet the
public sewer at the position of the "Y" branch located by the City Engineer
or his agexits. Proper barriers and lights must be maintained on the banks
of the trench to guard the public against accidents during the progress of
the worko In back-filling, the earth shall be carefully rammed or flooded
so as to keep the pipe in proper position and avoid settling, and no stone
shall be used in filling until there has been a depth of two (2) feet of fine
earth or gravel placed over the pipe.
Section 12. The Owner or occupant of any building not located within
the sanitary sewer district sha.ll be allowed to make connection with the
sewer system after obtaining a permit as hereinafter provided, and such
work of connection sha.ll be subject to the regulations and inspections herein
provided for and the Owner or occupant of any building thus connected
shall be required to pay the inspection, inatallation and service charges
herein executed.
Section 13. All persons or firms carrying on a plumbing or gas
fitting business before making any extensions or alterations to any pipes
or connections of the Faris Water Works or sewer system or gas pipes
must give bond in the sum of Five Hundred ($500. 00) Dollars, with two
good and sufficient sureties or Surety Company. Said Bond shall be
approved by the Finance Com.mittee and filed with the Superintendent of
Water Works and Sewers and shall be conditioned that all work shall be
done in a good and workmanlike manner without injury to any of the City
pipes or connections and that they shall indemnify the City and the property
owner for all damages occasioned by neglect or unskillful work done by
themselves or their employees. Said Bond is to be filed with the Drrector
of Public Works of the City of Paris.
Any plumber or persons engaged to do plumbing work before making
any extensions or alterations, or fitting any building for the introduction
of water, gas or sewer, from the City mains9 shall file with the Plumbing
Znspector a full description of the work contemplated. Said description shall
be ma.de in ink or pencil upon blanks furnished by the Plumbing Inspector
and shall state where, or for whom, and for what purpose the work is
w aflt e d.
It shall hereafter he unlawful for any person or persons to connect
with any sewer, public or private, or to do any plumbing in buildings with
sewer connections in the City of Paris, except in accordance with the
following provisians:
PLAN TO BE APPROVED, Before commencing work on any sewer,
gas or water connection, unless there are less than eight (8) fixtures, the
plan of the proposed connections and plumbing clearly indicated in ink or
pencil showing the location of 1he premises by atreet and number, and the
name of the Owner or occupant thereof, signed by the plumber, must be
filed with and approved by the Inspector and all work must strictly conform
ta the plans that rnay be approved by him in writing endorsed thereon.
Before any plumbing work of any character is begun it shall be the duty of
the plumber contractor, or owner to secure written permit for the doing
of said work from the Director of Public Works or his qualified representa-
tive, provided that no application need be made and no permit issued for re-
pairs or leaks in pipes, traps or cocks, opening up vvaste or supply pipes,
traps or drains, in replacing any broken fi.xture or water pipes, except that
if traps are not vented properly, they shall comply with this ordinance if
replaced.
A11 connections with the gublic sewers from the curb line nearest the
building to be connected shall be made only by the City Engineer or the
Superintendent of Water Works and Sewers or their authorized Agent.
Section 14. It shall be the duty of the Director of Public Works, or
his qualified representative~ to issue all permits for plumbing work in
connection with the sewer, water, and gas system and to collect all fees
required under this ordinance. It shall be the duty of the plumbing in-
spector to inspect and pass upon all such plumbing, to inspect any such
plumbing already in use or being constructed, which he may have reason
to believe is imperfect or not in good state of repair; and he shall by
written order to the owner or agent in charge of any building or premises,
where any auch imperfect plumbing work may be located, or to the plumber
in charge of the construction of same, stop the conetruction or use of
same until the same shall have been properly constructed or repaired, and
he shall ha,ve the power to enter any house or premi$es in said City at any
time between the hours of 9:00 A. M. and 5;00 P. M. to inspect such
plumbingo He shall investigate all alleged violations of this ordinance or
any plumbing ordinance of this City reported to him, and file complaints
against all whom he may have reason to beli.eve are guilty of such viola-
tions, and perform such other services as may be required of him by the
City Council.
Section 15. The following inspection fees shall be collected for
plumbing and gas work, extensions or repairs, to-wit: For inspection of
any one single fixture or gas meter loop issued under any one permit,
One ($1. 00) Dollar. Where there are more than one fixture or gas meter
loop, the inspection fee sha.ll be Twenty-five (25~) cents for each additional
fixture or gas meter loop roughed in. The term "fixture" used in this
Ordinance shall include the following: Water closety catch basin, and
traps, slop sinks, bath tubs, kitchen sinks, urinals, wash traps, wash
basins, pantry sinks, drinking fountains, showers, boilers, water heaters,
hopper closets, floor drains where not connected to catch-basins, sewers,
each section of sectional fixtures, each other part of plumbing which is
connected to sewer pipe.
Section 16. The City Plumbing Inspector shall give the Owner or
.Agent in charge of any building, premises, or Plumber in cha.rge of any
work, written notice of any defects of said plumbing or changes or re-
pairs necessary, and such owner, agent or plumber, within five days from
receiving such notice shall rnake the necessary changes or repairs.
Section 17„ No plumbing work or drains shall be covered or conceal-
ed until it has U+een inspected and accepted by the City Plumbing xnspector.
Section 18. The plumber in cha,rge of the work shall be responsible
for the construction and completion, according to the Ordina.nce and regu-
lations governing plumbing and drainage work in this City, of all the in-
terior drainage and supply pipes within the buildings and their proper
connections to the main house drain leading to the public sewer and
connectinn to sewer.
Section 19. REQUEST FOR INSPECTTON TESTS,
(a) It shall be the duty of the plumber to give 24-hour notice, exclu-
sive of Sundays and holidays, to the City Plumbing Inspector when plumbing
work is ready for inspection or test.
(b) It shall be the duty of the Plumber to ma.ke sure that the work
will stand inspection and the test prescribed before giving the above noti-
fication.
,(c) If the City Plumbing Inspector finds that the work will not pass
the required inspection and testA the plumber sha.ll make the required
corrections and request a new inspection.
Section 20. (a) INSPECTION AND TESTS REQUIRED,
(1) There shall be not less than two inspections of all
plumbing installed in any building.
(2) When "rough-inT" is completed, the piping of the
plumbing system shall be inspected and given a water test or air test,
as required by the City Plumbing Inspector.
(3) After the plumbing fi.xtures ha.ve beon set and their traps
filled with water, the entire drainage system shall be inspected and
where required by the City Plumbing Xnspector, shall be submitted to a
final test.
(4) The City Plumbing xnspector may require the removal of
any cleanouts or plugs on any test to ascertain if the pressure has reached
all parts of the system.
(5) The equipment, material, power, and la.bor necessary for
required inspections and tests, ahalt be furnished by the plumber.
(b) TESTING OF DRAINAGE SYSTEM,
(1) Water Test. The water test may be applied to the drainage
system in its entirety or in sections. If applied to the entire system, all
openings in the piping shall be tightly closed, except one opening which
shall be not less than two (2) feet above the highest fixture in the build-
ing, and the system filled with water to the point of overflow at said
opening. If the system is tested in sections, each opening sha.ll be tightly
plugged except the highest opening of the section under test, which opening
shall be not less than two (2) feet above the highest fixture in the building,
and each section shall be filled with water to the point of overflow at said
opening. The water shall be kept in the system, or the portion under
test, for at least fifteen (15) minutes before the inspection starts; and the
system shall be tight at all points without leakage.
(2) Air Test, The air test shall be made by attaching an air
compressor or testing apparatus to any suitable opening and after closing
all other inlets and outlets to the system, forcing air into the system
until there is a uniform gage pressure of five (5) pounds per square inch
or sufficient to balance a column of rnercury ten (10) inches in height.
This pressure shall be held without the introduction of additional air for
a period of at least fifteen (15) nninutes.
(3) Gas pipes and connections sha.ll be required to hold ten (10)
pounds or more air pressure without loss for fifteen {15} minutes. In-
spections or test shall be made after completion of building and imme-
diately prior to placing of ineter by the gas company.
Section 21. All extensions to work in buildings shall be done and in-
spected as required for new work by the term of this Ordina.nce.
Section 22. When soil or waste pipes are placed in buildings for
future use, or where there are no sewer connectiona to be had, the
necessary ventilation and drain pipes shall be put in and the work in-
spected as if for immediate use; all openings not in use must be closed,
either calked or soldered.
Old house plumbing can be cannected with the sewer only when it is
found upon examination by the City Plumbing InBpector to conform in all
respects to the requirements governing plumbing.
Section 23. A house or building, as such terms are used in this
Ordinance shall include any structure enclosed by walls and covered with
a roof.
Section 24. No permit for a basement drain sha.ll be granted until the
Ovnner of the building has executed a signed and written agreernent releas-
ing the City of Paris, Texas from any damage that may result from base-
ment being flooded by the stoppage of aewers, which agreement shall be
filed with the City Plumbing Inspector and Engineer.
Section 25o No rain water or down-spout pipes, range boiler pipe, or
other pipe used to convey water or other substance of like character, ex-
cept the pipes necessary to plumbing systems, shall be connected to the
sewer system.
Section 26{a}. All waste pipes shall have extra heavy brass head
cleanouts at the foot of each stack or in the gard line close to the build-
ing, and shall be caulked and leaded into a cast iron fitting. All cleanouts
shall be brought to ground or floor level and be accesaible for inspection
or repair. Cleanouts shall be of same size as the waste pipe, except
where the pipe is larger than four inches (4"), then a four inch (41)
cleanout will be sufficient. All vent pipes shall extend at least one foot
(12) above the highest opening in the main roof, and when not vertical must
have a continuous grade. No fiber, plastic, or concretc pipe will be
accepted for such vents„ If any vent is within 15 feet of a roof opening
such as windows, doors, etc. y said vent shall extend a minimum of lY
above said openings.
Section 26.(b), The drain or soil pipe$ within or under all buildings
shall extend a distance of three feet (31) past the foundation of the buildin
and same must be cast iron. Waste lines sha.ll be not leas than two 2)
inches in diameter and shall be of cast iron, lead, copper, or brass, with
the exception that not over three feet (31) of waste line from soil stack to
trap shall not be less in size than the fixture trap, and shall be of lead9
copper, brass, or galvanized pipe.
Section 26(c). Vent pipes shall be of lead, copper, brass, galvanized
iron, cast iron, or asbestos cement. No fiber, plastic, or concrete pipe
will be acceptable.
Section 26(d). The water service line from the water meter to the
building shall be not less than three-quarter inch (3/411) inside diameter
and shall have a master cut off placed in the service line between the
meter box and the building, and provided with a stop box brought to
ground or surface level for access with a cut off key.
Section 27, Fittings for drain and waste pipes shall be standard
cast iron and openings and change of directions for fixtures sha,ll be made
with Yxs, one-sixth, or one-sixteenth, or one eight bends. Sanitary TTs
and crosses or one-fourth bends will be allowed on vertical lines only.
The tapping of lateral lines by puncturing or drilling holes in the body of
the pipe is forbidden and will not be permittedo All connections made
subsequent to the completian of the line must be made as follows: If at
a point not provided with the necessary Y junction, a Y junction must be
inserted in proper position by removing three joints of the tiling and re-
connecting with asleeve all to be securely cemented in position. Connec-
tions in cast iron pipe must be made in the same manner, calking sleeve
with oakum and molten lead.
Section 28, Standard vent branches, inverted Ygs or tapped Tls
shall be used in openings left in vent pipes to revent fixtures.
Section 29. In buildings more tha.n two stories high, the pipes and
fitti.ngs required by Section 26, 27, and 28 of this Ordinance to be of
standard cast iron, ahall be extra heavy cast iron for the first two
stories, and in buildinga of more than three stories in height, aame must
be of extra heavy cast iron for every atory except the last two atories,
standard cast iron being allowed in the last two stories.
Section 30. The following is the permissible waste schedule under
this OrdinanceY

Section 31. The following is the permissible vent schedule under

Section 32. Each building, house or outhouse must be provided with
at least one faur-inch waste or vent stack, and for every branch of 30 feet
or more in length within the same building aame shall extend full size and
bore through roof or brought back full size to main stack. Where conditions
require a five or six inch waste or dra n pipe within the building, then there
shall be a five or six inch vent carried out through roof, and for every
branch of 30 feet or more within the building in length sarre sha.ll extend
full size through roof or be returned full size to main stack.
Section 33. Where revent pipes are connected into main atack it
shall be at a point of at least one foat above highest fixture.
Section 34„ No continuous revent shall be placed more tha,n thirty-six
(36) inches from the trap it serves, and the center of outlet between the
waste and vent shall not bE set below the water seal of the trap.
Section 35. All fixtures must have water seal trap placed as close to
fixture as practicable, and all fixture traps more than three feet (31) away
from soil stack must be revented, except washing machines, floor drains,
and three feet (3x) of waste line from closet connection to tub trap.
5ection 36o Stacks, vents and revent pipes on outside or inside of
walls of buildings and houses shall extend through or above roofs and the
opening in roof s shall be flashed.
Section 37. All drains frorn three feet (31) autside of building to the
main sewer must be of vitrified clay pipe with bells, cast iron, or asbestos
cement pipe laid to a uniform grade. Excavation shall be made for all bells
and couplings an pipe so that the pipe shall have solid bearing for the full
length of the pipeo Joints of clay pipe shall be well cemented with two parts
of screened sharp sand and one part portland cement; joints of cast iron
shall be made of molten lead and oakum well caulked. No vitrified clay or
asbestos cement pipe shall be used for sewer connections unlsss it is more
than six inches {611} under the ground. Asbestos cement pipe shall be laid
according to manufacturers= specifications.
Section 38. All sewer, soil and waste pipe drains shall have a con-
tinuous fall of not less than one-quarter of an inch to the foot, if obtainable.
Section 39. Every water closet ahall be supplied with water from a
tank of sufficient capacity to properly flusli-said closet, and no flush pipe
from same shall be less than one and one-quarter inches in diameter, or
2 inches on a low tank closet.
Section 40. Water closets shall be of glazed earthenware or enameled
iron, all exposed, provide-d that the tank and seat may be of waod. It shall
be unlawful to install anti-freeze or long hopper closet within a residence
and they can only be used in out buildings.
Section 41. All closet openinga, except short hoppers, must have lead
ends and same turned over on floor, brass floor flanges, or cast iron
closet bends with caulked on flanges. Space in bottom of closet bowl shall
be filled with an approved compound or live rubber gasket and the bowl
securely fastened to floor. On concrete floors caulked flanges may be used.
5ection 42. Kitchen sinks shall have one and one-half (1-1/2) inch P
traps of lead or brass or grease traps not less tha.n ten by ten inches;
provided, however, that sinks in any hotel, restaurant or other public
cooking or manufacturing establishment, must have grease traps of pro-
per size, and must be accessible at all times to allow proper cleaning.
Wash basins shall have one and one-quarter (1-1/4) inch P traps of lead
or brass. Bath tub traps may be one and one-half {1-1/2} inch lead or
two inch (211) cast iron P traps. When two inch (211) cast iron P traps are
used, the connection from the trap to fixture shall be of lead to iron, lead
to brass ferrule, copper, or brass.
Section 43, Floor and cellar dra.ins may discharge into a catch basin.
Catch basin must have a water seal of at least ten inches in depth, if in
basement. They shallbe provided with an approved pattern of back water
valve or gate valve. Catch basins must not be les s than 24x24x24 inches
in size, made water tight and constructed of brick or concrete. If of
brick, it must be plastered inside with at least one inch of cement.
Section 44. Catch basins shall be considered fixtures and must be
installed accordingly. Bell traps connected to catch basins are not classed
as fixtures, and cast iron is to be used for connections to same.
Section 45o Livery stablea, barns, garages, and carriage repositories
shall drain into sand traps. Sand traps are to be considered fixtures, and
same must be made of brick or concrete with iron covery and made water
tight and have a water seal of at least ten inches in depth. Sand traps must
be cleaned out before silt reaches within six (6) inches of outlet. All ea.nd
traps shall conform with specifications which will be furnished on request by
the City Engineer, Standard construction for sand traps, as ahown by speci-
fication and drawi.ng dated April 19, 1958, is on file with the Director of
Public Works of the City of Paris, which drawing is by reference made a
part hereof.
Section 46. Soda fountain traps may be connected with a catch basin
placed in floor close to fountain, or each tray may be connected in the same
manner as kitchen sinks. A two-inch waste pipe to catch basin for fountain
will suffice with one and one-half inch revent pipeo Enameled iron sink set
above floor or large size grease trap with proper openings left in same
for waste pipes, where conditions are such that catch basins cannot be
built of brick or concrete.
Section 47. All public urinals shall have an automatic flush tank to
supply same or perforated brass pipe, and the floor under urinals sha,ll
be of non-absorbent material. Flush pipe shall be at least one inch in
diameter.
Section 48, Waste pipes from refrigerators or other receptacles
shall drip into refrigerator drains, which shall be trapped and vented, and
connected to sewer as required for other fixtures. Traps, waste, and
vents shall be as required for kitchen einks,
5ection 49. All lead bends and lead traps shall be of drawn lead and
of not less than four pounds to the square foot.
Section 50. All traps not herein provided for must ha.ve a water seal
of not less than two inches in depth, and must be set true to water eeal.
Section 51. Drum traps not less than four by eight inches may be
used on wash trays, bath tubs, sinks, foot tubs, with brass trap screw not
less tha.n four inches, and shall be accessible.
Section 52. All drum traps must be of drawn lead or brass, not less
than four inches in diameter and with trap screws at least four inches in
diameter and trap must be so constructed as to provide a water seal of at
least two and one-half inches in depth. The outlet frorn all drum traps
must be connected to the trap at least one and one-half inches below the
water line and extend upward at an angle of at least 40 degrees to proper
height, and shall continue with a uniform fall to soil or waste pipe. Traps
may be revented and installed in the customary manner provided same ha,s
the tap screw on the bottom.
Section 53. All solder joints between brass and lead, copper and lead,
or lead and lead, must be plumberss wiped joints, and the same must be
constructed in a first class, workmanlike ma.nner. No cup or overcast
joints, either with soldering iron or cloth, shall be used, except on the
fixture side of traps, solder joints will be allowed.
Section 54. All joints in cast-iron pipes and fittings and connections
to cast-iron, and between brass and cast-iron, shall be made with picked
oakum and molten lead. Lead to be at least 1 inch in depth, well calked.
Section 55. All connections of lead pipe to cast iron pipes and fittings
shall be made with extra heavy brass ferrules calked to cast iron pipe and
wiped to lead pipe or combination iron to lead ferrules.
Section 56. All plumbing fixtures shall be installed as open plumbing.
Section 57. 5ectional wash trays may be trapped and vented as
follows: The waste pipe from one to three compartments of sectional wash
trays may connect with one four-inch lead drum trap, trap to be revented.
Additional compartments may be connected in the same manner.
Section 58, Steam boiler blow-off, pump exhausts and bleeda from
engine heaters and tanks shall empty into cast-iron, brick, or concrete
blow-off tank and vent pipe shall be carried through roof, from said tank,
to carry off steam and vapor, the tank to have water seal trap and drain
pipe to discharge into a catch basin.
Section 59, Pan, long hopper, plunger, or other closets having a
direct supply, or closets not having walls flushed with each discha.rge of
the tank, must be replaced with uiater closets as called for in this ordi-
nance. Bell traps shall not be used except when they connect with a catch
basin, unless same is provided with a gate or back water valve and vented
and trapped.
PROHIBITED CONNEC TIONS:
Section 60. (a) No fixture, device or construction shall be installed
which will provide a back flow connection between a distribution system of
water for drinking and domestic purposes and a drainage system, soil, or
waste pipe so as to permit or make possible the backflow of sewage or
waste into the water supply system.
(b) No inter-connection or cross-connection shall be made between a
water supply system carrying water meeting accepted standards of purity
and any other water supply system.
Section 61. That on or after the passing of this ordinance it shall be
unlawful to dispose of any: human excr:ete within the corporate limits of the
City of Paris, Texa.s and outside the sanitary district, except in a sanitary
water flush closet or a chemical toilet or concrete vault or an approved
sanitary pit privy built according to the specifications of the Stat e
Department of Health, 5uch toilets or privies shall be kept in a clean
condition at all time s.
Section 62. All privies existing or maintained within the corporate
limits of the City of Paris9 Texas, after this ordinance becomes effective
which do not conform to the requirements of this ordinance shall be, and
are hereby declared a nuisance, and a menace to public health, and the
City of Paris, Texas shall have the power and authority to abate such
nuisance in accordance with the law, or in accordance v+ith the ordinancea
of said City of Paris, Texas.
Section 63o It shall be the duty of the health officer having jurisdic-
tion, or his duly authorized assistant to enter all premises as may be
necessary in the enforcement of this ordina.nce and he is hereby so em-
powered.
Section 64. That any person, firm, association or corporation who
shall fail to comply with, or shall violate any of the provisions of this
ordinance, shall be deemed guilty of a misdemeanor, and upon conviction
thereof shall be fined in any sum not exceeding Two Hundred ($200. 00)
Dollars for each offense and each day that any person, firm, asaociation
or corporation shall maintain upon premises ownedn occupied or controlled
by them, a condition that is in violation of any provision of this ordinance,
shall be deemed a separate offenseQ
Section 65, All trailer houses or trailer parks must have the same
plumbing restrictions, including permits and fees to be paid therefor as
is provided for herein for residences.
It is specifically provided that this ordinance repeals all ordinances
in conflict herewith, but that it does not repeal any portion of an ordinance
regulating gas pipe and also an ordinance creating a board to be known as
the Examining and Supervising Board of Plumbers, but it is cumulative of
same.
This Ordinance shall become effective April 1, 19600
