NO. 1202, AND ORDINANCE NO. 1508; PROVIDING FOR A PERMIT
FOR THE INSTALLATION OF A SEPTIC TANK WITHIN THE CITY OF
PARIS, TEXAS; PROVIDING FOR THE CONSTRUCTION ACCORDING TO
PLANS AND SPECIFICATIONS; PROVIDING FOR INSPECTION; AND
PROVIDING FOR THE VIOLATION OF SAID OR.DINANCE OR ANY SEC-
TION THE RE OF.

BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF
Section 1. That no person, firm or corporation, their agents,
servants or employees, shall insta.ll any septic tank within the corporate
limits of the City of Paris, Texas, without the owner or contractor,
and/or plumber having obta.'ined a permit to insta.ll the same from the
Plumbing Inspector of the City of Paris, Texas.
Section 2. That all septic ta,nks shall be of the following design:
The minimum size tank to be used shall ha.ve at least 1 foot of
air space above the flow line. The ta,nk, or ta,nks, shall be large enough
to hold the sewage produced for a period of 48 hours to nhta.in the maxi-
mum reduction in solids. The tank may be rectangular or round. For
efficient operation in the use of recta.ngular ta,nks the length should be at
least twice, but not over three times, as great as the width. The depth
of the tank may vary, depending on local economic `and terrain conditions;
however, the depth should be at least 30 inches to the flow line. The tank
shall be constructed of corrosive-resista.nt, impervious material and strong
enough to withsta,nd the soil and hydrosta,tic loads encountered. The pipe
from the house to the tank shall be of case iron material and in sta,lled with
watertight joints, and there shall be a cleanout connection on this line.
Multiple compartments, or ta.nks in series, may be used if the
economics of the installation make this procedure attractive to the owners.
The compartments shall be connected at least 12 inches below the top of
the liquid level, and the connection may be accomplished by using slots,
plain-end pipes, or elbow joints.
If multiple compartments or tanks in series are used, each com-
partment or tank shall be not less than 125 gallon capacity,, and the first
unit shall be as large or larger than the following units.' In the . absence
of data regarding the quantity of sewage which will be produced per day,
in case no special conditions exist, the sewage flow figures listed in
Table No. 1 may be', used, I ~

If the service facilities such as garbage grinders, washing ma-
chines, etc., are to be served, the design should be increased 50% for
each such facility; that is, for a home without special facilities the de-
sign basis would be 50 gallons per capita per day, and if a washing ma-
chine or garbage grinder is to be used the design would be 75 gallons
per capita per day, and if a washing machine and garbage grinder are
installed the design basis would be 100 gallons per capita, per day.
The tank inlet and outlet shall be protected from clogging by the
scum by the use of either 'Teetz connections or baffles. The 'Tee" or
baffles , shall extend 12 inches below the liquid surface, and if the baffle
is used it shall extend 6 inches or more above the liquid surface.
PIain-end pipe may be used if baffles are provided. If 'Tees"ake used
the inlet 'Tee't shall have the top plugged to prevent tank gases entering
the house line, and thus escaping to the house plumbing. The outlet
'Tee" shall be screened at the tope with corrosion-resista.nt material to
prevent scuxn overflow entering the effluent line. Elbow fitting will not
be permitted.
Section 3. All drainage field lines shall be designed and constructed
after a percolation test has been made and approve'd by the Plumbing
Inspector. The porosity of the soil shall be deterxnined by excavating a
hole one foot square and of a depth equal to that at which it is proposed
to lay the tile drain. The hole to be filled with water to insure thorough
moistening of the soil and allow the water to seep away. Then while the
bottom of the hole is still moist, fill to a depth of six inches and observe
the time required for the water level to fall one inch. The approximate
length of tile required per person based upon a trench 12 inches wide and
a sewage flow of fifty gallons per capita per day, is given as follows:

The minimum length of open joinx drainage tile shall not be less than
150 feet, even though soil tests indicate fewer feet of drainage field would
suffice. The effluent main from the septic tank shall be not less than
4-inch ti3;e , and it shall be a watertight line with a fall of 1 inch per 100
feet. The open joint laterals shall be laid on a grade of 1 inch fall per
100 feet, and each lateral shall not exceed 50 feet. The open joint lines
shall be laid on top of a bed of gravel not less than 4 inches thick, and
the gravel cover shall be not less than 2 inches over the tile. The 1-foot
joints of the tile shall be laid with opening 1/4 inch between tiles, and the
upper half of the joints shall be covered with a tar paper or other ma-
terial which will prevent soil silting into the pipe and thus closing it.
The gravel used in drainage trenches shall pass a screen h.aving 2 1/2-
inch opening but be reta.ined on a screen having 1/2-inch openings. For
accuracy of grades, the levels should be checked by an experienced
operator using a farm level or better. instrument, and this requirement
is especially importa,nt for insta.llations which exceed 150 feet of open
joint drainage tile. The lateral trenches shall be at leasti 8 feet apart.
If the site and equipment are conducive to the use of trenches which
are wider than 1 foot, the installation will be accepta.ble provided the
laterals are kept spaced in accordance with Table No. III.

The laterals are spaced in accordance with the flow to minimize
the overlapping of zones of influence.
The length of tota.l absorption trench may be decreased provided the
tota.l square foota,ge of trench bottom is not decreased below that de-
termined by using the percolation test and interpreting the results in
accordanee with Table No. II above.
Section 4. That no person, firm or cornoration, their agents,
servants or employees, shall ever cover any drainage system until same
has been inspected by and approved by the Plumbing Tnspector.
Section 5. No person, firm or corporation, their agents, servants
or employees, shall ever install a septic ta,nk closer than 50 feet to a
water well, and shall never install any drainage field lines which are
closer to a water well than 150 feet.
Section 6. Upon the appli,cation for a permit for the insta,llation of
any septic tank, a fee of $3. 00 will be charged for the inspection by the
City Plumbing Inspector, which inspection will include the witness of the
percolation test and the insta,llation of the complete septic ta,nk.
Section That any person, firm or corporation who shall fail to
comply with, or shall violate any of the provisions of this ordinance,
shall be deemed guilty of a misdemeanor, and upon conviction thereof,
ahall be fined in any sum not exceeding Two Hundred ($200. 00) Dollars-
for each offense, and each day that any person, firm or corporation shall
mainta.in upon premises owned, occupied or controlled by them, a condi-
tion that is in violation of any provision of this ordinance, shall be deemed
a separate offense.
Section 8. All ordinances and parts of ordinances in conflict
herewith are hereby repealed.
Section 9. The effective date of this ordinance shall be the 28th
day of September, A. D., 1961.
