RESOLUTION NO.
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PARIS,
PARIS, TEXAS, AUTHORIZING THE EXECUTION OF A PURCHASE
ORDER FOR ONE (1) MODEL YEAR 2002 ONE-HALF TON EXTENDED
CAB PICKUP TRUCK THROUGH THE HOUSTON-GALVESTON AREA
COUNCIL OF GOVERNMENTS TO BE PAID WITH FUNDS FROM A
SUPPLEMENTAL AUTOMOBILE THEFT PREVENTION PROGRAM
GRANT FROM THE TEXAS AUTOMOBILE THEFT PREVENTION
AUTHORITY; MAKING OTHER FINDINGS AND PROVISIONS RELATED
TO THE SUBJECT; AND PROVIDING AN EFFECTIVE DATE.
WHEREAS, the City Council of the City of Paris did heretofore, on the 4th day of May,
2000, in Resolution No. 2000-059, authorize an application to be made to the Texas Automobile
Theft Prevention Authority for an Automobile Theft Prevention Grant; and,
WHEREAS, the City Council of the City of Paris did heretofore, on the 14th day of August,
2000, in Resolution No. 2000-106, accept the Automobile Theft Prevention Program Grant entitled
"Northcast Texas Automobile Theft Task Force," No. SA-01-T01-09363, for the year beginning
September 1, 2000, and ending August 3 l, 2001, in the total amount of $100,000.00, requiring the
City of Paris to provide $41,775.00 in the form of cash and $12,550.00 in the form of in-kind
services; and,
WHEREAS, the City Council of the City of Paris did heretofore, on the 1 lth day of June,
2001, in Resolution No. 2001-081, authorize a supplemental grant application to be made to the
Texas Automobile Theft Prevention Authority for the purchase ora pickup truck for use by the Auto
Theft Division of the Pads Police Department; and,
WHEREAS, the City Council of the City of Paris did heretofore, on the 9th day of July,
2001, accept the supplemental Automobile Theft Prevention Program Grant entitled "Northeast
Texas Automobile Theft Task Force," No. SA-01-T01-09363, for the year beginning September
1, 2000, and ending August 31, 2001, in the total amount of $25,000.00, with no additional
match required by the City of Paris, for the purpose of purchasing said pickup truck; and,
WHEREAS, the City of Paris has been a member of the Cooperative Purchasing Program
through the Houston-Galveston Area Council of Governments since October 1, 1990; and,
WHEREAS, it is deemed appropriate that the City of ParAs purchase said pickup truck
through said Houston-Galveston Area Council of Governments; and,
WHEREAS, it is further deemed appropriate that the City Manager be authorized to execute
a purchase order for one (1) model year 2002 one-half ton extended cab pickup truck for a total
purchase price of $22,063.46; NOW, THEREFORE,
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF PARIS, PARIS,
TEXAS:
Section 1, That the findings set out in the preamble to this resolution are hereby in all things
approved.
Section 2. That the City Manager be, and he is hereby, authorized and directed to execute,
on behalf of the City of Paris, a purchase order for one (1) model year 2002 one-half ton extended
cab pickup truck, for a total purchase price of $22,063.46, through the Cooperative Purchasing
Program of the Houston-Galveston Area Council of Governments, for use by the Auto Theft
Division of the Paris Police Department in conformance with the aforesaid supplemental Automobile
Theft Prevention Program Grant No. SA-01-T01-09363.
Section 3. That this resolution shall be effective fi.om and after its date of passage.

SUBJECT: PURCHASE OF VEHICLE FOR AUTO THEFT DIV.

The Auto Theft Division of the Paris Police Department has been
fortunate enough to receive an additional supplemental grant in the
amount of $25,000.00 to be used specifically for the purchase of a
pickup truck. There is no grant match requirement on the supplemental
grant. However, this purchase must be made before August 31, 200I,
which doesn't give us much time. We were advised that we had selected
to receive this supplemental grant last week and it was approved by the
council to be received / accepted on Monday, July 9, 2001.
I have informed the City Attorney and have requested that this item be
placed on the City Council Agenda for Monday, July 16, 2001 so that we
might obtain permission from the council to go ahead and purchase this
vehicle through the Houston - Galveston Area Council of Government
contract.
We can purchase the 2002 one half ton extended cab pickup truck
having already been pre - bid for the price of $22,063.46. The balance of
the grant money can then be used to purchase a new police radio to go
in the truck. I am sorry for the urgency of this request, but we were just
notified that we received the award and we must use this money by the
last day of August or we will have to forfeit the $25,000.00. If you need
further information relating to this grant purchase, please let me know.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PARIS,
PARIS, TEXAS, ACCEPTING THE SUPPLEMENTAL AUTOMOBILE
THEFT PREVENTION GRANT NO. SA-01-T01-09363; AUTHORIZING THE
EXECUTION OF THE GRANTEE ACCEPTANCE NOTICE; MAKING
OTHER FINDINGS AND PROVISIONS RELATED TO THE SUBJECT; AND
DECLARING AN EFFECTIVE DATE.
WHEREAS, the City Council of the City of Paris did heretofore, on the 4th day of May,

WHEREAS, it is deemed to be in the best interests of the citizens of Paris that the City
of Paris accept said Grant Award and continue to improve the Automobile Theft Prevention
Program in the city of Paris; NOW, THEREFORE,
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF PARIS, PARIS,
TEXAS:
Section 1. That the findings set out in the preamble to this resolution are hereby in all things
approved.
Section 2. That the supplemental Automobile Theft Prevention Program Grant entitled
"Northeast Texas Automobile Theft Task Force," No. SA-01-T01-09363, for the year beginning
September 1, 2000, and ending August 31, 2001, in the total amount of $25,000.00, with no
match required by the City of Paris, be, and the same is hereby, accepted.
Section 3. That the City Manager, the Chief of Police, and the Finance Director be, and
they are hereby, authorized and directed to execute, on behalf of the City of Paris, the Grantee
Acceptance Notice, under the terms and conditions and in the form shown in Exhibit A, attached
hereto.
Section 4. That this resolution shall be effective from and after its date of passage.

AGREEMENT:
That whereas City of Paris
he?einafter referred to as Grantee, has heretofore submitted a grant application to the Automobile Theft
Prevention Authority, State of Texas, entitled Northeast Texas Automobile Theft Task Force
and further identified by grant number SA-01-T01-09363 (SUPPLEMENTAL); and
Whereas, the Automobile Theft Prevention Authority has approved the grant application as evidenced by the
Statement of Grant Award from the Automobile Theft Prevention Authority dated 06/27/01
certain special requirements; and
Whereas, the Grantee desires to accept the grant award, the Uniformed Grant and Contract Management
Standards, and special requirements as evidenced by the Statement of Grant Award;
Now, therefore, the Grantee accepts the aforementioned Statement of Grant Award, the Uniformed Grant and
Contract Management Standards and special requirements in the grant application and the Statement of Grant
Award as evidenced by the agreement, executed by the project director, the financial officer, and the official
authorized to sign the original grant application, or the official's successor, as presiding officer of and on behalf
of the governing body of this grantee; and
Now, therefore, the Grantee shall designate either the project director or the financial officer to
coordinate and be solely responsible for submission of adjustments pertaining to both program and
financial elements of the application, and the POSITION authorized to submit adjustments
is
NON-LOBBYING CERTIFICATION:
We, the undersigned, certify that none of the grant funds, regardless of their source or character,
including local cash assumption of cost funds, shall be used in any manner to influence the outcome of any
election or the passage or defeat of any legislative measure.
A finding that a grantee has violated the certification shall result in the immediate termination of funding of
the project and the grantee shall not be eligible for future funding from the Automobile Theft Prevention
Authority.

The approved budget is reflected in the attached Approved Budget Summary. This grant is subject to and conditioned upon
acceptance of the ATPA Grant Application and Administration Guidelines (Guide) promulgated for this specific program fund
(referenced above) through the Automobile Theft Prevention Authority. Applicable special conditions are contained in the Guide or
cited below. Total project costs must be accounted for ill accordance with the Uniform Grant and Contract Managemeat
Standards and the Guide.
GRANTEE REQUEST FOR FUNDS
All grantee requests for funds shah be submitted to ATPA in accordance with the instructions provided by ATPA and shall be in the
form required by ATPA. Requests for funds will not be honored until all special conditions outlined on the Statement of Grant Award
and that required action on the part of the grantee have been satisfied.
FUTURE FUNDING
Approval of the above-referenced grant does not commit the Automobile Theft Prevention Authority to future funding.
Any such fgnding shall be determined by the state plan or guide under which application may be made, byall applicable
policies and procedures promulgated by the Automobile Theft Prevention Authority, and/or federal guidelines, and by' the
appropriation of funds.
GRANT ADJUSTMENTS
Grantees shall submit written requests for grant adjustments, as required by tile applicable ATPA Rule contained in the
Grant Application and Administration Guidelines for this specific program fund.
