AN ORDINANCE ESTABLISHING A PUBLIC PARKING LoT AREA ANU A FARPER°S PRODUCE Iv1ET'ERED MARKETING AREA AT AND URON CITY OF PARIS PRoFERTY COMM:NLY KPC!i';P1 AS THE TURKET SQUARE, AUTi-ORIZING THE DI- RECTOR OF PUBLIC d"JGRKS TO LAY OUT AND ESTABLISH A PARKIIdG PATTERAI FOR SUC}I RESPECTIVE AREAS, REGULATING PUBLIC PARKING AND REGULATING THE USE OF Tf-E FARNIER'S PRODUC-P NIARKETIWo AREA AND ESTABLISHIIZ PZTERED TIME AND C?-iARGE5 THEREfOR, PROHIBITING THE PARKING OF VE- HICLES UPON AND THE USE OF SUCH RESPECTIVE AREAS DURI~;~G CERTAIN K~URS, PROVIDING A PENALTY AND PW.VIDING AN EFFECTIVE DATE. BE IT ORDAINED BY Ti-IE CITY MUNCIL OF THE CITY OP PARIS; Section 1. That City of Paris property commonly known as the Market Square, beiny the property and premises within the corporate limits of said City and bounded on the North by West Austin Street, bounded on the East by lst S. W. Street, bounded on the South by 'West Sherman Street and bounded on the bVest by 2nd S. VJ. Street be, and the same is hereby, designated as an area for the use and convenience of the public in the orderly ranking and parking of motor vehicles and the sale of farm produce items under the rules, regulations, provi- sions, restrictions and limitations nerein imposed. Section 2. That all of said Market Square properties except that portion fronting on lst S. lrV. Street and hereinafter designated as a farmer°s produce marke-ting area be, and the same is hereby, established as a public parking lot area, where the public generally shall be authorized to park between the hours of 5s00 A. M. and 12;00 P. M. (midnight) vehicles of any type or character, provided such parking and ranking of vehicles is effected in accordance with the restrictions and limitations contained in this ordinance. Section 3. The Director of the Department of Public Works of the City of Paris is hereby authorized and directed to lay out and adopt a pattern which will allow and provide for the orderly parking and ranking of vehicles within such public parking area and which will mos-t hiyhly utilize such property for such purpose, ma!<ing due and reasonable allowance and provisions for the orderly and continuous ingress and egress of the vehicles to be parked, and he shall cause to be clearly marked or otherwise established the lines within which each such vehicle shall be parked or ranked at all times. Section 4. That the following described part and portion of said b;laxket Square property be, and the same is hereby, designated and established as a farmer°s praduce marketing area, to be used by vendors of farmers° produce under the provisionsg restrictions and limitations hereinafter established, such farmer°5 produce marketing area being located as follows; Beginning at a point in the LN. B. Line of lst S. W. Street 213 feet South of the S. B. Line of iNest Austin Street; Thence South with said W. B. Line of lst S. VV. Street 180 feet; Thence West 62 feet; Thence North 180 feet; Thence East 62 feet to the place of beginniny. Section 5. The Director of the Department of Public Vdorks of the City of Faris is hereby authorized and directed to mark ana lay out sucn farmer's preduce marketiny area in fifteer. (15) lots of equal width and length, ieaving space between the curb line of lst S. 1^1. Street and such spaces as and for a vehicle passagevjay which will permit vehicles to move directly in front and on the East side of such vEnding or mar- keting lots. Section 6. That such farmer's produce marketing area be, and the same is l;ereby, establisheci as a metered vending area, on any cne of vvhich lots any venclor may park any vehicle for the purpose of selling to the public renerally preduce items, provided that he shall :irst deposit in a meter or other receptacle vjhich shGll be provided by the City of Paris at and immediately in front ol' such vending lot twenty-five cer,ts (25~~) ir. coin of tne United States of America for the nrivileye cf usiny such area for any portion of day before the noon hour and a like sum of twenty-five cents (25,: F) for the privilege of using sucl; marketing or vending lot for any portion of the afternoon of any day. Section 7. That the leaviny or parking of any -truck or vehicle cn any part or portion of the Market Square area, either on one of the public paxking lots or the public vending lots as hereinabove es- tablisheci, between the hours of 12;00 midnight and 5:00 A. Pri. be, and the same is hereby prohibited. Section 8. The ranking or parking of vehicles is hereby pro- hibited at all times on that side of the perimeter streets around the rviarket Square area which abuts such area. Section 9. No pexson shall park or allorri to be parked any ve- hicle at any point or place upon said n,larket Square area except wholly within the lines established for such parking by the Director of Public 'horks of the City of Paris in accordance with the design and plan for the use thereof, as authorized and directed by Section 3, above. Sectien 10. Any vehicle which shall be found parked at and upon any portion of said Market Square area and property at any tin,e between the hours oi 12;00 midnight and 5:00 A. M. shall be considered as, ancl the same is hereby declared to be a nuisance, and any policE officer of the City of Paris is hereby authorized to direct the removal thereof by private wrecker or any other reasonable andavailable means, any cost or expense of which shall be paic; by the owner of such vehicle before he shall be entitled to recover possession of the same. Section 11. Any person or firm who shall violate any provisions of this ordinance shall be guilty ot a misdemeanor and upon conviction shall be assessed a penalty of nct less than Three Dollars ($3.00) nor more than Twenty-Five Dollars ($25.00). Section 12. That Ordinance No. 922 ancl all other ordinances or parts of ordinances in conflict wi':h any provisior.s of this ordinance be, and the same are hereby repealed. Section 13. This ordinance shall become effective on the lst day of September, 1956. Passed and adcpted by the City Council of the City of Paris in regular session convened on this 13th day of August, 1956.
