CITY COUNCIL AGENDA ITEM BRIEFING SHEET <br />Submittal Date: <br />Originating Department: <br />Presented By: <br />Agenda Item No.: <br />06/14/12 <br />Council Date: <br />Fire Department <br />Ronnie Grooms, Fire Chief <br />10. <br />07/09/ 12 <br />RECOMMENDED MOTION: <br />Move to approve an Ordinance amending the staffing levels for the Fire Department. <br />POLICY ISSUE(S): <br />Personnel <br />BACKGROUND: <br />The FD has traditionally maintained a Training Officer position. This position, though duties can be <br />diverse, currently oversees FD Training and the FD IT and Safety Programs. The TO (training officer) <br />works a 40 hour schedule and is a FD Staff Officer; however, the position is not within the FD Chain-of- <br />Command structure and, therefore, has little supervisory authority. <br />By abolishing the rank of Training Officer and adding another DC position, the Chain-of-Command <br />issue will be corrected and greater flexibility will be provided in maintaining the duties assigned. In <br />making the assignment for training duties, the FC and AC will have (4) individuals to choose from <br />instead of traditionally having to promote whoever makes the highest on a promotional exam. This also <br />allows for better cross-training and reassignment of duties, should the need arise. <br />The DC selected for training duties, will work the 40 hour/week schedule and receive assignment pay <br />more commensurate to the duties and responsibilities required. <br />Any change in FD positions must be reflected within the Paris Code or Charter.
