Move to approve an Ordinance amending the staffing levels for the Fire Department.

BACKGROUND:
The FD has traditionally maintained a Training Officer position. This position, though duties can be
diverse, currently oversees FD Training and the FD IT and Safety Programs. The TO (training officer)
works a 40 hour schedule and is a FD Staff Officer; however, the position is not within the FD Chain-of-
Command structure and, therefore, has little supervisory authority.
By abolishing the rank of Training Officer and adding another DC position, the Chain-of-Command
issue will be corrected and greater flexibility will be provided in maintaining the duties assigned. In
making the assignment for training duties, the FC and AC will have (4) individuals to choose from
instead of traditionally having to promote whoever makes the highest on a promotional exam. This also
allows for better cross-training and reassignment of duties, should the need arise.
The DC selected for training duties, will work the 40 hour/week schedule and receive assignment pay
more commensurate to the duties and responsibilities required.
Any change in FD positions must be reflected within the Paris Code or Charter. Historically, these changes have
been delineated by Ordinance.

AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF PARIS, TEXAS;
AMENDING CHAPTER 12 OF THE CODE OF ORDINANCES OF THE CITY OF
PARIS, AMENDING ARTICLE I, IN GENERAL SECTION 12-1, COMPOSITION
OF DEPARTMENT, BY ELIMINATING THE FIRE TRAINING OFFICER
POSITION AND ADDING ONE (1) ADDITIONAL DEPUTY FIRE CHIEF
POSITION; MAKING OTHER FINDINGS AND PROVISIONS RELATED TO
THE SUBJECT; PROVIDING A REPEALER CLAUSE, A SEVERABILITY
CLAUSE, A SAVINGS CLAUSE; AND PROVIDING FOR AN EFFECTIVE DATE.
WHEREAS, the Fire Department has traditionally maintained a Training Officer

the Fire Chief and the Assistant Fire Chief will have four (4) individuals to choose from

WHEREAS, The Deputy Chief selected for training duties, will work the 40 hour
week schedule and receive assignment pay more commensurate to the duties and
responsibilities required.
WHEREAS, the City Council deems it to be in the best interest of the City of Paris
and its citizens to amend the existing Fire Prevention Code by abolishing the rank of
Training Officer and adding one (1) additional Deputy Chief position as set out below; and,
NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF
PARIS, TEXAS, THAT:
Section 1. The findings set out in the preamble to this ordinance are hereby in all
things approved.
Section 2. Article I, /n General, of Chapter 12 of the City of Paris Code of
Ordinances be, and is hereby amended to read in its entirety as follows:

"ARTICLE I. IN GENERAL
Sec. 12-1. Composition of department.
The fire department of the City shall be composed of the fire chief, fire
marshal/assistant fire chief and forty-nine (49) members classified as follows:
(1) Four (4) deputy fire chiefs.
(2) Twelve (12) fire engineers.
(3) Six (6) firefighter drivers.
(4) Twenty-seven (27) firefighters.
Section 3. That by a supermajority vote of _ ayes and _ nays, the City Council
voted to suspend the rule requiring two readings before adoption of this ordinance.
Section 4. That this ordinance shall become effective from and after its passage of the
first reading and publication as required by law.
