RESOLUTION NO.
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PARIS,
PARIS, TEXAS, ACCEPTING THE AUTOMOBILE THEFT PREVENTION
AUTHORITY FUND GRANT AWARD; AUTHORIZING THE EXECUTION
OF THE GRANTEE ACCEPTANCE NOTICE; MAKING OTHER
FINDINGS AND PROVISIONS RELATED TO THE SUBJECT; AND
PROVIDING AN EFFECTIVE DATE.
WHEREAS, the City Council of the City of Paris did heretofore, on the 10th day of May,
2001, in Resolution No. 2001-051, authorize an application to the Texas Automobile Theft
Prevention Authority for an Automobile Theft Prevemion Grant; and,
WHEREAS, the Texas Amomobile Theft Prevention Authority has issued its Gram Award
emitled "Northeast Texas Automobile Theft Task Force," No. SA-T01-10062-02, for the year
beginning September 1, 2001, and ending August 31, 2002, in the total amoum of $102,826.00,
requiring the City of Paris to provide $47,276.00 in the form of cash and $12,550.00 in the form
of in-kind services; and,
WHEREAS, acceptance of the same must occur within forty-five (45) days of the date of
said award, which occurred on July 17, 2001; and,
WHEREAS, it is deemed to be in the best imerests of the citizens of Paris that the City
of Paris accept said Grant Award and continue to improve the Automobile Theft Prevention
Program in the City of Paris; NOW, THEREFORE,
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF PARIS, PARIS,
TEXAS:
Section 1. That the findings set out in the preamble to this resolution are hereby in all
things approved.
Section 2. That the Automobile Theft Prevention Program Grant emitled "Northeast
Texas Automobile Theft Task Force,' No. SA-T01-10062-02, for the year beginning September
1, 2001, and ending August 31, 2002, in the total amount of $102,826.00, requiring the City of
Paris to provide $47,276.00 in the form of cash and $12,550.00 in the form of in-kind services,
be, and the same is hereby, accepted.
Section 3. That the City Manager, the Chief of Police, and the Finance Director be, and
they are hereby, authorized and directed to execute, on behalf of the City of Paris, the Grantee
Acceptance Notice, under the terms and conditions and in the form shown in Exhibit A, attached
hereto.
Section 4. That this resolution shall be effective from and after its date of passage.

GRANTEE ACCEPTANCE NOTICE
AGREEMENT:
That whereas City of. Paris
hereinafter referred to as Grantee, has heretofore submitted a grant application to the Automobile Theft
Prevention Authority, State of Texas, entitled Northeast Texas Automobile Theft Task Force
and further identified by grant number SA-T01-10062-02 ; and
Whereas, the Automobile Theft Prevention Authority has approved the grant application as evidenced by the
Statement of Grant Award from the Automobile Theft Prevention Authority dated 07/17/2001
certain special requirements; and
Whereas, the Grantee desires to accept the grant award, the Uniformed Grant and Contract Management
Standards, and special requirements as evidenced by the Statement of Grant Award;
Now, therefore, the Grantee accepts the aforementioned Statement of Grant Award, the Uniformed Grant and
Contract Management Standards and special requirements in the grant application and the Statement of Grant
Award as evidenced by the agreement, executed by the project director, the financial officer, and the official
authorized to sign the original grant application, or the official's successor, as presiding officer of and on behalf
of the governing body of this grantee; and
Now, therefore, the Grantee shall designate either the project director or the financial officer to
coordinate and be solely responsible for submission of adjustments pertaining to both program and
f'mancial elements of the application, and the POSITION authorized to submit adjustments
is
NON-LOBBYING CERTIFICATION:
We, the undersigned, certify that none of the grant funds, regardless of their soarce or character,
including local cash assumption of cost funds, shall be used in any manner to influence the outcome of any
election or the passage or defeat of any legislative measure.
A finding that a grantee has violated the certification shall result in the immediate termination of funding of
the project and the grantee shall not be eligible for future funding from the Automobile Theft Prevention
Authority.
