Section l; That the Southwestern Bell Telephone Company
is hereby authorized to place into effect on November I, 1951, the
following schedule of rates;

Section 2. That failure of Southwestern Bell Telephone Company
to install a modern, dial telephone system in the City of Paris, Texas,
on or before November l, 1953, shall cause the rates provided for in
Section 1 hereof to terni.i.nate, and the rates authorized to be charged
by said Coripany on October l, 1951, are established as the rates auth-
erized to be charged by said cor,lpany after November 1, 1953, until su.ch
dial telephone system is installed and placed in operation, at which
time the rates herein specified in Section 1 shall again go in effect,
provided that the City Council may grant the Company an extension of
time in which to install the dial system for a definite and specific
period of time, if and when, such ex.tension appears to, and is found
by the City Council to be warranted by reason of delays caused by
orders, laws or regulations of United States governmental author3.ty,
by war, strikes or public enemy, and such extension when duly
granted in writing by the City Council sha.ll cause the new rates
herein authorized to be placed in effect on November l, 1951, to
remain in forcQ during said extended period of time.
Section 3. That nothing in this ordinance shall be
construed as in any manner, now or hereafter, limiting or modify-
ing the right and power of the City Council under the law to regu-
late the rates charges by Southwestern Bell Telephone Company for
its service within the City of Paris.
Section 4. This ordinance shall become effective Novem-
ber 1, 1951, provided written acceptance of the terms and provi-
sions hereof has been received by the CitS* Clerk of the City of
Paris prior to such date.
