AN ORDINANCE ADOPTIPIG A BUDGET FOR THE ENSUING FISCJ',L YEAR,
BEGINNING JULY 1, 195#1 AND ENDING JUNE 30, 195+, IN ACCORDANGE
l;JITH THE afARTER OF THE CITY OF PARIS; APPROPRIATING THE VARIOUS
ANOUNT5 THEREOF AND REPEALING ALL ORDINANCES OR PARTS OF
ORDINANCES IN GOPIFLICT HEREWITH.
WHEREAS, the City Nianager of the City of Paris has submitted to the
City Cauncil a propased budget of the revenues of said City and the expenses
of conducting the affairs thereef and providing a complete financial plan for
' the ensuing fiscal. year, bea,inning July 1, 1953, and ending June 30, 1954, and
which said proposed budget has been campiled from detailed informatian obtained
from the several departments, divisions and, offices of the City; and
UJHEREAS, the City Council has received said City Manager's proposed
budget, a copy of which propcsed budget and all supporting schedules have been
filed with the City Clerk of the City of Paris, and is of the opinion that the
same should be approved and adopted and that a public hearing before the City
Council has been provided for as required by Article V, Section 50, of the
Charter of the City of Paris, Texas;
NOW THEREFORE, BE I T ORDAINED BY THE CI TY COUNCI L QF THE CI TY OF PA.RI5 :
5ection 1. That the proposed budget of the revenues of the City of
Paris and the expenses of cor.ducting the affairs thereaf, providing a complete
financial plan for the ensuing fiscal year beginning July 1, 1953, and ending
June 30, 1954, as submitted to the City Council by the City N~,ana5er of said
City, be, and the same is in all things adopted and approved as the budget of
all of the current expenses as well as the fixed charges against said City for
the fiscal year beyinning July l, 1953, and ending .7une 30, 1954.
Section 2. That the sum of $584,617.29 is hereby appropriated out of
the general fund for the payment of operating expenses and capital vutlay of
the City government as hereinafter itemized:

Section 3. That the sum of $129,556.52 is hereby appropriated out of
the general debt service fund for the purpose of paying the interest due on
;"general obligation bonds, redeeming the serial bonds as they mature, and
' creating a sinking fund therefor.
Section 4. The sum of $39,264.38 is hereby appropriated out of the
1Water and Sewer Revenue Bond Fund for the purpose of paying the accrued interest
and making the principal payments as the same mature on the water and sewer
revenue bonds, and creating the prescribed contingent and reserve funds therefor.
Section 5. All ordinances or parts of ordinances in conflict herewith
lare hereby repealed.
Section 6. This ordinance shall be and remain in full force and effect
from and after its passaqe and approval by the City Council of the City of
Paris.
Read, adopted and approved by the Cit Cq,uncil at a regular meeting held

TO ALL PERSONS OWNING OR CLAIMING TITLE TO ANY PROPERTY ABUTTING UPON THE
HEREINAFTER DESCRIBED PORTION OF WEST WASHINGTON STREET AND PORTIONS OF SUNDRY
'OTHER 5TREETS IN THE CITY OF PARIS, TEXAS, AND TO ALL PERSQNS OWNING OR
CLAIMING ANY INTEREST IN ANY SUCH PROPERTY:
The Governing Body of the City of Paris, Texas, has ordered that the
hereinbelow described and designated portions of streets in the City of Paris,
Texas, be improved by cutting and filling the same so as to bring the same to
grade, paved from curb to curb with 6-inch soil asphalt base and single
asphaltic surface treatment, together with concrete curbs and gutters, curb
returns and sewer drop in-lets along both sides of such streets; all of said
improvements are to be constructed as and where shown on the plans and in
strict accordance with the plans and specifications therefor now on file with
the City; the Governing Body of the City of Paris has further provided and
ordered that the City of Paris shall furnish and provide all required labor and
materials for the filling and grading of such streets, as wel:i as the full cost
of paving the same, as specified above, together with the full cost of the con-
struction of all sewer drop in-lets, drains and curb returnsv and has further
provided that the abutting properties and the owners thereof shall be assessed
for the full cost af the construction of the curb and gutter on both sides of
such streets in accordance with what is known as the-Ilfront-foot plan", in pro-
portion as the frontage of the respective properties A to the 4vhole frontage
improvement; and contract for the construction of such sewer drop in-lets,
drains, curb returns, and curb and gutter sections was made and entered into
with J. F. Huddleston & Son, a concrete contracting firrn for the making and
construction of such improvements. Estimate of the cost of such improvements
for each said portion of said street has been prepared.
The portions of said streets so to be improved under such contract,
together with the estimated cost of such improvements for each said portion of
street and the amount per front foot proposed to be assessed against the
abutting properties and the owners theore on each such portion of street are
as follows:
UNIT ND. 1: On West Washington Street from the 'vJest boundary line of
7th Street Southwest, west to a point 780 feet west of such West boundary line
' of 7th Street Southwest, which is designated as Unit No. 1. The Estimated cost
of such improvements id $1,185.00v and the estimated amount per front foot to
be assessed against abutting property and the owners thereof is $1.50.
UNI,T N0. 2: On Fitzhugh Avenue between Hickory Street and Blake Road,
which is designated as Unit No. 2: The estimated cost of such improvements is
$1,691.50, and the estimated amount per front foot to be assessed against
abutting property and the owners thereof is $1.50.
UNII 1V0. 3: On 8th Street Northeast between Hickory Street and Blake
Roadt known and designated as Unit No. 3: the estimated cost of the improve-
ments is $1,055.00, and the estimated amount per front foot to be assessed
against abutting property and the owners thereof is $1.50.
UNIT N0. 4s On Blake Road from its intersection with Fitzhugh Avenue,
west a distance of 444 feet; the estimated cost of the improvements is
$1,111.50, and the estimated cost or amount per front foot to be assessed
against abutting property and the owners thereof is $1.50.
UNIT N0. 5: On Hickory Street from its intersection with Fitzhugh
Avenue, west to its intersection with 8th Street Northeast: the estimated cost
of the improvementsis $525.00, and the estimated amount per front foot to be
assessed against abutting property and the owners thereof is $1.50.

A hearing will be held by and before the Governing Body of the City of
Paris, Texas, on the 8th day of June, 1953, at 7:30 o'clock P.M.t in the
Council Room of the City Hall in the City of Paris, Texas, to all owning or
claiming any property abutting upon said portions of said streets, and to all
owning or claiming any interest in such property. At said time and place all
owning or claiming any such abutting prooerty, or interest therein, shall be
and appear and will be fully heard concerning said improvementst the cost
thereof, the amounts to be assessed therefor, the benefits of the respective
parcels of abutting property by means of the improvements on the portions of
streets upon which the property abutts, and concerning the regularity, validity
and sufficiency of the contract for and all proceedings relating to such im-
provements and proposed assessments thereforg concerning any matter as to which
they are entitled to hearing under the law in force in the City of Paris and
under the proceedings of the City with reference to said matters, and in
accordance with and under the terms and provisions of Chapter 106 of the Acts
of the First Called Session of the 40th Legislature of the State of Texas, now
shown as Article 1105b of the Vernon°s Texas Civil Statutest under which law
these proceedings are taken and had. Following such hearing, assessments will
be levied against abutting property and the owner thereof, and such assessments,
when levied, shall be a personal liability of the owner of such property, and
a first and prior lieng except as to State, County, School District and City
ad volorem taxes, upon the property as provided by law.
The improvements on each said portion of street constitute an entirely
s eparate and distinct unit of improvement, all to the same extent as if en-
tirely separate and distinct proceedings had been taken with reference to the
improvements and assessments therefor in connection with the improvements of
each such portion of said streets and the assessments against the property
abutting upon any unit shall be and are in no wise affected by any fact or cir-
cumstance relating to or connected with the improvements in any other unit.
Of all said matters and things, all owning or claiming any such property
or any interest therein, as well as all others in any wise interested or
affected, will take notice.
DONE by order of the City Council of the City of Paris, Texas this
25th day of May, 1953.
