BE TT ORDAINED BY THE CITY aOUNCII, OF THE: CITY OF PARIS: Seci:ion l:- That in the construction and apnlication of tYris Ordinance, the follov+ing definitions of words anc phrases shall be adhered t0 : (A) The word "vehicle" as used herein shall mean any device upon which or by which any pe.rson or property is or may be trans- ported upon the highwaJs, streets or road, except those operated upon rails or tracks. (B) The word "park" or "parking" when used herein shall mean the standing of a vehicle, whether occupied or not, otherwise than a temporarg stopping of such vehiclp for the purpose of and while actuallT engaged in loading or unloading passengers or merchandise, or an involuntary stopping of the vericle by reason of causes beyond the control oi the occupant of the vehicle. (C) The word "parking space" as used herein shall mean the space or section of the street adjacent to the curbing and bounded and indicated by painted lines unon the surface of the street, extending from the curbing into the street adjacent to and adjoining a parking meter. (D) The words "loading zone" when used herein shall rnean the space or section of the street adjacent to the eurb set aside for the excl.usive use of loading or unloading passengers, supplies or merchandise. (E) The word "person" when used herein shall mean one or more individuals, partnerships, essociations or corporations. Section 2:- That the parts of the streets in the City of Paris, described in Section 4 herein, are hereby established and designated as parking meter zones, and in such zones or such other zones as may hereafter be created, the City is hereby authorized to install parking mters and to designate parking meter spaces in accordance with the provisions of th is Ordinance. Section 3:- The Cit,y is hereby vested witra authority to enter into a contract forthe purchase and :installation of parking meters, the nwnber and style of which shall be discretionary with the City Council of said City and said number may be increased as the cixcumstances warrant. Said parking meters are to be paid for exclusively from the receipts from said meters. The City of Paris is in na way obligated to pay the purchase price of said reters out of any funds, moneys or revenues of the Gity of Paris, except from the receipts received by said City from the operations of said meters. The funds here auth.orized to be paid as the purchase price of said meters shall never be considered in determining the constitutional, statutory or other local limitations imposed upon the City with respect to its power to create debts.
