POSTED CITY HALL ANNEX BU~ ~ FTIN BOARD Auqust 3, 2001 AT O'CLOCK BY: Mattie Cunningham, City Clerk WITNESS: MINUTES OF THE REGULAR MEETING OF THE PLANNING AND ZONING COMMISSION JULY 2, 2001 The Planning and Zoning Commission met Monday, July 2, 2001, 5:30 P.M., Paris Junior College, Applied Technology Building, Room 1016, 2400 Clarksville Street, Paris, Texas with the following members present: 1. Reeves Hayter 2. Vincent Battles 3. Barbara Forrest 4. Bobby Myers 5. Marshall Kent 6. Louis Yates 7. Curtis Fendley Steve Methven, the building official was also present. The meeting was called to order by Reeves Hayter. The minutes from the June 4, 2001, regular planning and zoning meeting were approved with a motion by Curtis Fendley and seconded by Bobby Myers. Motion carried by a vote of 6 ayes and 0 nays. Curtis Fendley was excused from consideration of the next item. Motion was made by Bobby Myers and seconded by Marshall Kent. Motion carried by a vote of 5 ayes and 0 nays. Public Hearing to consider the petition of Ham and T, Inc., A Texas Corporation for a change in zoning from a Two-Family Dwelling District (2F) to a Neighborhood Service District (NS), Lot 4, City Block' 33, being number 1331 E. Price. This item was tabled at the June 4, 2001, regular Planning and Zoning Commission Meeting, should the Commission wish to consider this matter today, a motion to bring this item from the table is required. Motion was made by Marshall Kent for the item to be brought from the table and seconded by Louis Yates. Motion carried by a vote of 5 ayes and 0 nays. Planning and Zoning Meeting July 3,2001 Page 2 The public hearing was declared open. Tom Wagnon, Rt. 2, Box 800, Paris, President of Ham & T, Inc., spoke in favor of the petition stating that he would like to build an office with secured parking to protect service trucks from vandalism. NEATO Internet Service thinks that this construction would increase the value of the property and beautify the block. Mr. Wagnon presented a photo of what the building would look like and stated that the building would increase the value of the property. There was no opposition, the public hearing was declared closed. Price. Motion was made to approve by Bobby Myers and seconded by Louis Yates. Motion carried by a vote of 6 ayes and 0 nays. Motion was made by Vincent Battles and seconded by Bobby Myers for Curtis Fendley to return to the meeting. Motion carried by a vote of 6 ayes and 0 nays. Public Hearing to consider the petition of Al Turinsky for a change in zoning from a One-Family Dwelling District No. 2 (SF-2), to a One- Family Dwelling District No. 3 (SF-3) With Specific Use Permit (39) Mobile Homes, Lots 1 thru 8, Block 11, Westside Addition, being the 2000 Block of W. Cherry and W. Plum Streets. The public hearing was declared open. Al Turinsky, 3626 High Point, Rockwall, Texas spoke in favor of the petition stating that he purchased the property 6 months ago and ran Planning and Zoning Meeting July 3, 2001 Page 3 ads on lots to see if there ~vas any interest in the property. Mr. Turinsloy stated that he found interest for double wide manufactured homes. He said that presently the property is of no value to him or the city but if housing was allo~ved, the homes would go on the tax roll at about $60,000. Mr. Turinsky stated that he would be willing to accept any restrictions that the Commission or Council would place on the homes if these homes Were allowed. There are 6 lots facing W. Cherry and 2 lots facing Plum Street. Sybil Colson, 819 Lamar, spoke in opposition to the petition stating that Mr. Turinsky would be making a mobile home park which would decrease the property value in the neighborhood. Ms. Colson also stated that this housing is not in compliance with the Master Plan which would affect and burden the infrastructure. She stated that homes ~vould be jammed up against each other and would be an eye sore. Ms. Melton, 550 20th NW, opposed the petition stating that there is a trailer park in the 200 block of 19th NW. Scotty Longshore, 615 20th NW, spoke in opposition to the petition and presented a petition with 17 names and addresses of neighbors that also opposed manufactured homes in the area. Approximately 15 to 20 people in the audience raised their hands in support of opposition to the petition. '.,, There was no further opposition, the public hearing svas declared closed. Cherry and W. Plum Streets. Planning and zoning Meeting July 3, 2001 Page 4 Motion was made to deny by Curtis Fendley and seconded by Louis Yates. Motion carried by a vote of 7 ayes and 0 nays. Public Hearing to consider the petition of Pat Murehead for a change in zoning from a One-Family Dwelling District No. 2 (SF-2), to a One- Family Dwelling District No. 2 (SF-2) With Specific Use Permit (25) Day Nursery, Lot 4, Block 2, Hillcrest Addition, being number 2380 Beverly. The public hearing was declared open. Pat Murehead, P.O. Box 6401, spoke in favor of the petition requesting zoning for a Home Child Care. The child care would have a maximum of 12 children, infants to 4 years old and would operate from 7:00 until 5:30, Monday through Friday. The child care would be closed on main holidays and no signs would be put on the property. The child care svould be state monitored. This would be Ms. Murehead's residence as well. She would probably have 1 employee. Mr. Louis Quisenberry, 2130 Beverly Drive, spoke in favor of the petition stating that he has lived there for 20 years and he welcomes having a family there instead of renters. Mr. Quisenberry stated that traffic would not be a problem. There was no opposition, the public hearing was declared closed.. Steve Methven We the home owners in the Westside addition namely the 2000 Block of West Cherry and West Plum Street, Paris, Texas do oppose the change in zoning from a One-Family Dwelling. District No. 2 (SF-2) to a One-Family Dwelling District No. 3 (SF-3) with Specific Use Permit (39) Mobil Homes. ClIY O~: PARIS - 6/2 6/01 ATTN: STEVE METHVEN I am sending this letter in response to the recent notification of the petition of A1 Turinsky for a change in zoning of the property, Lots 1 thru 8, Block 11, Westside Addition, the blocks of W. Cherry & W. Plum. I will not be able to attend either of the hearings, I will be out of town. As a property owner of a home located at 2101 W. Cherry, i am opposed to the rezoning of the nearby property. The change and result of allowing mobile homes in the area would decrease the value of my property and downgrade the appearance of the neighborhood. I ask that you deny/oppose this zoning change.
