83-052 RES TX DEPT OF COMMUNITY AFFAIRS IS ADMINISTERING TO SMALL CITIES GRANT PROJECTSRESOLUTION NU. $3-052
WHEREAS, the Texas Department of Community Attairs is
admistering to small cities the Community Development Block
Grant projects as established by the Housing and Community
Development Act of 1974 as amended; and,
WHEREAS, the City of Paris desires to submit an
application under said program for the development of a
Solid Waste Transfer Station in compliance with assurances
heretofore made to the Texas Department of Health in
order to comply with a compliance schedule heretofore
established by the Department of Health and in satisfaction
of complaints made by the Attorney General of the State of
Texas against the City o£ Paris in Cause No. 49477 in the
6th Judicial District Court, Lamar County, Texas; and,
WHEREAS, ordinary tax revenues are not sufficient to do
all that is required and requested by the State Deparment of
Health; NOW, THEREFORE,
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
PARIS, AS FOLLOWS:
l. That the Director of Community Development
prepare a grant application in the amount of
$ 200,000.00, in order to develop a Solid
Waste Transfer Station.
2. That, David H. Doty, City Manager, be, and
he is hereby authorized and directed to
execute and deliver on behalf of the City of
Paris the necessary applications,
communications, instruments, assurances and
documents necessary for the completion of
said pro j ects .
3. That, H. C. Greene, Director of Finance, be,
and he is hereby appointed Financial Officer
to act on behalf of the City of Paris, in
the event that one is needed.
4. That Joe N. McCollum, Director af Community
Development, be, and he is hereby appointed
Project Director for Community Development
Block Grant projects.
