2186 RES CITY COUNCIL AT ITS REGULAR MEETING ON 14TH DAY OF JUNE 1982 APPROVE ADVERTISEMENT FOR BIDSRESOLUTION N0. 2186
WHEREAS, the City Council of the City of Paris, did
at its regular meeting on the 14th day of June, 1982,
approve the advertisement for bids for the furnishing and
installation of a Civil Defense Siren Warning System,
which bids were received until 10:00 A.M., Wednesday,
July 7, 1982; and,
WHEREAS, the best bid for such warning system and
installation was made by Kerry McCrum, d/b/a Ken's Comm-
unications, Inc, P 0 Box 929, Wylie, TX 75098, and it
should be awarded the contract for such warning system
and installation; and,
WHEREAS, the form of contract for such warning
system and installation is attached hereto as Exhibit A,
and such form should be approved; NOW, THEREFORE,
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
PARIS, That the bid of Kerry McCrum, d/b/a Ken's Comm-
unications, Inc, for the furnishing and installation of
a Civil Defense Siren Warning System, within 140 con-
secutive calendar days, in the amount of $93,310.00,
is hereby accepted and let, conditioned upon said con-
tractor meeting all of the terms and specifications
included in the bid documents; and,
BE IT FURTHER RESOLVED, That the Mayor of the City
of Paris, Joe Graham, be, and he is hereby authorized
and directed to execute on behalf of the City of Paris
the contract for the furnishing and installation of a
Civil Defense Siren Warning System, upon the terms and
conditions and in tne form shown in Exhibit A attached
hereto, with Kerry McCrum, d/b/a Ken's Communiciations,
Inc.

SPECIFICATIONS FOR FURNISHING CIVIL
DEFENSE WARNING SIREN SYSTEM FOR CITY OF PARIS
NOTICE: This specification has in part been written around siren system
equipment manufactured by A.C.A. (Alerting Communicators of America), Mequon,
Wisconsin; equipment which has been determined by the City of Paris to meet
its requirement for the use intended. However, there is no intention to
disqualify any manufacturer whose equipment and services can meet the intent
of these specifications without being in compliance with minor details. The
City's intent is to purchase a new warning siren system which is durable,
reliable, effective, and economical in terms of initial, operating and
maintenance costs.

General: The specifications listed below are minimum requirements and are
intended to govern the size and type of equipment, its location, and method
of operation. Variations fram these specifications may be acceptable provided
such differences are noted on the bid form and are deemed to be advantageous
to the City of Paris. The bidder's proposed schedule for completion of the
installation and satisfactory demonstration of the system shall be a factor
considered in selecting the successful bidder.
TECHNICAL SPECIFICATIONS
I. SIREN AND SIREN STARTER MOTOR
A. 125db to 135db at 100 feet.
✓ B. 480 volts, 3 phase, 250 amp starting, 64 amp running.
,/C. Shall be capable of producing an Alert double tone sustained
signal for 3-5 minutes and an Attack double tone undulating up
and down tone scale signal for 3-5 minutes.
.S' If the siren is a rotating type, the sound shall be beamed by a
horn with a configuration and intensity. 7he horn assembly shall
be capable of 360 degree rotation.
E. Minimum 70db level coverage of sound on the enclosed map coverage
area.

MOTOR CONTROLLER (FOR EACH SIREN~_
A. The motor controller shall be compatable with the siren specifications
started in Part I above.
B. The Controller shall contain all equipment necessary to start and
run the siren for 3-5 minutes.
C. The Controller shall be capable of operation by a dry contact switch
or relay and shall be tatally suitable for outdoor operation.
D. The starter assembly components and wiring shall conform to the
National Electric Code with respect to the device it is to protect
and control, and shall contain clearly marked terminal leads for
interconnection.
RADIO CONTROLLER (FOR EACH SIREN
A. Each siren unit shall be activated by a radio controlled tirner
system. ~
B. The receiver shall be solid state with digital address activation ~~.,~6 y~
of relay outputs to prevent falsing. (Continous tone, chord tone,
or read systems are not acceptable.) C. The siren timer shall control the Attack, Alert, and Cancel test
function.
D. The receiver shall operate a Frequency: Mhz 155.250.
E. The system shall be supplied with an appropriate antenna, inter-
connecting cable assembly, enclosure, and mounting hardware.
F. The receiver, decoder, and their components shall be of such
technical quality as to insure proper and timely operation of the
system and to minimize to the greatest extent any technical mal-
functions.
G. Two encoders capable of activating the above receiver/decoder shall
be supplied. The Encoders shall be the Fisher-Pierce Model 2606 -260 7A,
or equal capable of encoding attack, alert and cancel functions. N• a
One Encoder will be installed and interfaced into the City's
existing transmitter at the City Police Department. The second
encoder will be installed and interfaced into the City's existing
transmitter at the City Hall Emergency Operations Center. Both will
operate on Mhz. 155.250.
IV. INSTALLATION OF SYSTEM
'A. All work shall be done by the system manufacturer and/or under the
supervision of the system manufacturer's authorized supplier-
installer.
B. The system manufacturer/supplier/installer shall furnish all ne-
cessary labor, materials, equipment, accessories and services as
necessary to perform all wark in a highly professional manner in
accordance with the system manufacturer's specifications and standards
where applicable and as otherwise setforth in these specifications.
C. For sirens up to 125 db the mounting pipe shall be steel pole with
a minimum of seven inch outside diameter and shall have a wall thick-
ness of not less than 3/8 inch. For sirens of 135db there shall be
(2) two poles with same specifications as in single pole mentioned
in previous sentence.
D. The mounting pipe shall be furnished to mount with all components
with welded-on brackets for a radio controller, motor controller,
electric disconnect and any other components necessary for proper
operation. ALL COMPONENTS WILL BE MUUNTED ON THE PIPE AT LEAST 10 FEET
ABOVE GROUND LEVEL.
~ E. The exterior of the pole shall be finished in accordance with the system
manufacturer's highest recommended standards for the maunting pipe being
installed.
V F. The mounting pole(s) shall be 65 to 70 feet long with ten (10) feet of its
length embedded in a sufficient amount of ready mix 6 sack concrete to
assure a permanent fixed vertical pole placement. Single pole placement
will require an 18" diameter hole and the double pole placement will re-
quire a 24" diameter hole. Spiral steel reinforcement shall be placed
running vertically through the pier.
/G. All work shall comply with all local and state codes having jurisdication
with the regulations of the City of Paris. All modifications required by
these codes shall be made by the contractor without additional charge to
the City.
f H. A fused disconnect capable of being locked in the open or closed position
/ will be supplied by the contractor. -~--,/T. The City of Paris will provide at no cost to the contractor/supplier the
appropriate A.C. power ta the site of each siren installation. All 3 phase
installations shall be true 3 phase (No open Delta's are acceptable) on
all sirens above 125 db. All power requirements must be ± 10% of re-
quirements.
V. The manufacturer of the siren equipment and controls must have a maintenance
service and replacement parts available through a local parts and service
representative located within 125 mile radius of the City of Paris.
`UI. The successful bidder (contractor) shall furnish a complete accurate parts
identification diagram, parts, iist, operation and maintenance instructions
as necessary for the ordering of replacement parts and otherwise maintaining
the system.
AII. The sound producer, rotor, starter, timers, decoder, and all other support
equipment must be enclosed in weather proof housing.
VIII. Siren and all applicable components shall be bright yellow in color
(Federal Spec. Color No. 1315). All installations shall be identified by
the official Civil Defense insignia of appropriate size which shall appear
on at least two different surfaces of each appropriate component.
, IX. Each bidder shall furnish with their bid the warranty information (copy
of warranty) on the equipment being offered pursuant to their bid. Each
bidder shall furnish with their bid technical data sufficient for the City
to make an evaluation of the system offered.
, X. The City will consider the bids on either a component type or integral type
sirens.
;:i. ";r;f~.~: The City of Paris requires a minimum of ?n dh coverage for the areas
of the City outlined on the attached mao. S;te location is to be recommended
by the bidder, determined by the sound caverage of each siren quoted. The
standard for all bidders is a 10 db drop per distance doubled.
;XII. Bidder shall refer to the enclosed Site Location Map to determine the
proper location for system components, distances, etc.

XIII. A maximurn installation date must be quoted and adhered to. If date
is exceeci2e, a$lU0.00 per day penalty will be levied on the bidder.
XIV. A Bid Bond, Performance Bond and Payment Qond are required as de-
scribed below:
A. A bid guarantee from each bidder equivalent to five percent
of the bid price. The 'rbid guarantee~' shall consist of a firm
comrr2itment such as a bid bond, certified check, or other ne-
gotiab?e instrument accompanying a bid as assurance that the
bidder will, upon acceptance of his bid, execute such cont-
ractual documents as may be required within the time specified.
B. A performance band on the part of the contractor for 100
percent of the contract price. A performance bond" is one
executed in connection with a contract to secure fulfillment
of all the contractor's obligatians under such contract.
C. A payment bond on the part af the contractor for 100 percent
of the contract price. A payment bond' is one executed in
connection with a contract to assure payment as required by
law of all persons supplying labar and materia7 in the ex-
ecution of the work provided for in the contract.
