WHEREAS, the City of Paris is eligible to make appli-
cation for funds for Community Development Block Grant pro-
jects, which are funded by the Housir.g and Community Develop-
ment Act of 1974; and,
WHEREAS, the City of Paris has nur.ierous community develop-
ment projects for which local funcls have not been available;
and,
WHEREAS, any city wishing to avail itself of Community
Development Block Gran.t project funds must provide ior an
adequate citizen information and input program, such as is
outlined on Exhibit A attached hereto; NOW, THEREFORE,
BE IT RESOLVED BY TrIE CIiY COtiNCIL OF TTHE CITY 0F
PARIS, AS FOLLOWS:
l. That an applicatio:-i be made for funds for Cor.imunity
Development Block Grant Projects, which reflect
citizen input, utilizing the procedures as outlined
in Exhibit A attached hereto.
2. That Robert W. Sokoll, City Manager, be, and he is
hereby authorized and directed to execute and de-
liver on behalf of the City of Paris the necessary
nre-applications, apnlications, communications, in-
strumerts, assurances and documer.ts necessary for
the cor.zFletion of said 1,3roj ects .
3. That Joe N. McCollum, Director of Community Develop-
r.lent, be, and he is hereb3 appointed Project Director
for Comr.lunity Development Block Grant projects.

CITIZEN PARTICIPATIOrI PLAN
Relative to Community Development Block Grant Program
I. Introduction
A. Purpose: The purpose of this Citizen Participation Plan
is to set forth policies and procedures that will be im-
plemented by the City to assure compliance with require-
ments for Citizen Participation in the planning and iM-
Dlemer.tation of Cornunity Development Block Grant (CDBG)
Projects funded by the Ho,ssing ar_d Community Development
Act of 1977.
B. Policy: The City shall:
1. Provide citizens with adequate information as to the
purpose, requirements, eligible activities and avail-
able funds of the CDBG Program nrior to preapplication.
2. Hold at least two Dublic hearings to obtain citizen
views and input to the program development prior to
preapplication.
3. Provide citizens with adequate opportunity to par-
ticipats in the development of CDBG applications and
their subsequer_t implementation.
II, Plan
A. The City shall rely upon two modes of communication in
its Citizen Participation process. First, the City shall
utilize the Public Hearing as a method to disseminate ir.-
formation, to obtain views of citizer.s on community needs
and to receive proposals. Secondly, the City shall utilize
the Planning Comr.lission to critically analyze proposals
ard offer alternatives during the plannir.g process.
l. The Public Hearing shall be used accordin~ to the
following scl:edule for t'-ie specified purposes,
a. Prior to submission of the Preapplication, a
Public Hearing will be held by the Planning
Commission to receive public opinion and sug-
gested projects from the general public and
the City's Administrative Staff. Legal DTotice
of this Public Hearing will be given by publi-
cation in the Paris News at Ieast 15 days before
the date of the hearing setting forth tne time
and place the hearing will be held.

additional public opinion and suggested pro-
gram recomMpndations from the general public
and to receive reconnendations from the
Planning Commission and Administrative Staff.
Legal Notice of this hearing will be given
by publication in the Paris News at least
15 days before the date of the hearing setting
forth the tiMe and place the hearing will be
held.
c. Prior to subriission of the full application,
Public Hearings wiil be held on the proDOSed
application before adoption of the authorizing
resolution.
2. As provided, the Planning Commission shall review
program suggestions, recommend nriorities, analyze
prograr.i ieasability arLd report i'ts findings to the
City Cour.cil. These reports shall be made as
follows:
a. At the final Public Hearing prior to application
submittal.
3. The City shall provide the Planning Commission with
sufficient techr.ical assistance to allow informed
judgements of the technical merits of each project.
This technical assistance shall come from qualified
sDecialists who are either on the City's Staff or
who are paid consultants to the City.
B. The City shall advertise, by fee, any and all Public Hear-
ings in the local new media and shall provide news releases
to the r!euia in ar, effort to sunplement paid advertising
with reported news stories covering the Citizen Partici--
pation activities.
III. Authority
In accordance with requirements of Tit'Le 24 CFR part 570,431,
this Citizen Participation Plan is adopted by resolution re-
corded in the minutes of the regular City Council meeting held
on the 8th day of SeDtember, 1980,
