WHEREAS, the Statewide Library Develonment Program
of the Texas State Library and Archives Commission is
dedicated to meeting the library needs of a11 Texans;
an d ,
14HEREAS, the Statewide Library Development Program
iznplemented through a structure of ten region.al systems
provides ample latitude for regional ard local autonomy
in addressing the d.iverse needs of citizens throughout
the state; ar?d,
WHEREAS, the citizens of Paris, Texas receive direct
benefit from the regional and statewide progran of service
in the following r,ianner :
l. Books and audio-visual media bought for our
local library;
2. Superior discount negotiated with library
wholesalers to r.iake local funds for library
materials buy more than is otherwise possible;
3. Interlibrary loan service, which brings the
library resources of Texas to our local citi-
zens; '
4. Free one-day works?iops in locations close to
home to keeti our local library staff educated
in their occupation and able to provide better
service;
5, Expert counseling to bring knowledge and exAeri-
ence to our local Library Director beyond the
capacity of one individual working in isolation;
6. Grants for special studies beyond the capa-
bilities of the local government body to finance
in full;
7. A network of contacts with professional librarians
to share exnertise and to keep the local Director
informed on happenings anc3 issues of importance;
8. Use of a large motion picture library, which the
local library eoulcl never hope to acq.uire on its
own;
9. A telephone credit card which enables librarians
in Northeast Texas to stay in close comanunication
with each other as necessary;
10. A books-by-mail service for the homebound and
isolated citizens in our commur.ity w::o would
otherwise be unable to take advantage of library
service as provicied by the local library; and,
WHEREAS, the current level of state aid to nublic li-
braries in Texas is 16~ per capita, ranking Texas 34th
nationally; NOW, THEREFORF,
BE IT RP-SOLVED BY ThE CITY COUNCIL OF THE CITY OF
PARIS, That the City Council endorses the ?evel four fund-
ing proposal recommended by the Texas State Library and
Archives Co:nmission for the Statewide Library Development
Program.
