1901 RES LAW ENFORCEMENT MANAGEMENT INFORMATION IN POLICE DEPT IS INADEQUATERESOLUTION N0, 1901 . WHEREAS, law enforcement management information in the Police Department of the City of Paris is inadequate and needs to be augmented; and, WHEREAS, an effective information systems management ca- pability has been used in selected North Central Texas cities where- in it has been demonstrated that it is an effective law enforcement tool which improves the efficiency of police departments; and, WHEREAS, the purchase and installation of additional support equipment will improve the efficiency and effectiveness of the exist- ing highspeed landline communications equipment in use by the City of Paris Police Department; and, WHEREAS, it is the opinion of the City Council that the best interest of the citizens of the City of Paris will be served by par- ticipating in the Management Information System services, equip- ment and supplies available through the North Central Texas Council of Governments; NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF PARIS, AS FOLLOWS: l. That the City of Paris participate in the Management Inform~tion System Expansion Program by acquiring the necessary services, equipment and supplies at a total cost of $8, 858. 00; $l, 328. 00 being 15~ local match and $7, 530. 00 being 85~ grant, with the Texas Criminal Justice Division providing 85~ funding during the first year for the project's operation. 2. That North Central Texas Council of Governments be and the same is hereby authorized to enter into binding contract with the low compliant vendor and to purchase Management Information System services, equipment and supplies in behalf of the City of Paris. 3. That Charles Whitley, Chief, Paris Police Department, be, and he is hereby appointed City of Paris Project Director, in the event that one is needed. 4. That H. C. Greene, Director of Finance, be, and he is hereby appointed Financial Officer to act on behalf of the City of Paris, in the event that one is needed. 5. That Robert W. Sokoll, Ci~y Manager, be, and he is hereby authorized and directed to execute and deliver on behalf of the City of Paris, the necessary applica- tions, communications, instruments and documents necessary for the completion of said project. 6. That a copy of this resolution be forwarded to the North Central Texas Council of Governments by the City Clerk of the City of Paris. Passed and adopted this 13th day of November, 1978. Michael E.
