WHEREAS, the City Council of the City of Paris did .in
Resolution No. 1675, passed on the 24th day of March, 1975, adopt
a project schedule for the infiltration/inflow project which is in
progress, with the aid of a federal grant pursuant to the Federal
Water Pollution Control Act Amendments of 1972, Public Law
92 -500; and,
WHEREAS, said project schedule was amended by
Resolution No. 1956, passed on the 30th day of July, 1979; and,
WHEREAS, it has become necessary that the project
schedule heretofore adopted and amended in the above described
resolutions be further amended in accordance with Exhibit A
attached hereto; NOW, THEREFORE,
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF PARIS, That the City of Paris does hereby adopt Amendment
No, 2 with Adjusted Sewerage Plann.ing Budget, dated October 15,
1979, attached thereto, as the same appears in Exhibit A
attached hereto.

Facility Plannin
Concluct planning studies to GE'.tErA1111E the most socio-economical
me ans of provid ing wastewater tre atment service s and sewer
collection/eransportation including remaining infiltration/
inflows after rehabilitation of the existing sewer lines,
services to the urban area in the approved desi~nated planning
area af the City of Paris and ho].d a local public hearing on
said planning area in accordance with 40 CFR Part 35, Subpart E.
The studies w111 include the following alternatives in which
rehabilitation will be re-evaluated to coincide with alternatives:
(I) Convey a11 wastewater to the existing north side
treatment plant.
(2) Gonvey the Red River Drainage }3asin to the existing
north side plant and the Sulphur River Drainage
Basin to a new south side treatment plant.
Enviranmental Assessment
Prepare a draft Environmental Iripact Assessment, based on
existing data and documents in accordance with CG 99 (Rev.
9-7-78). Ho1d a local public hearing and provide a transcript
of same. Modify the draft EIA in accordance with the public
hearing information and submit to the regulatory agencies the
final EIA. No baseline environniental inventory or Environmental
Impact Statement is proposed.
Existi_ng Waste Control Order
Lngineer shall prepare and submi.t, the Owner's application fo.r
an amenciment to its existing State Waste Cantrol Order and Federal
NPDES. He sha11 attend, on the Ocaner's behalF, a regional public,
unopposed, hearing on the Waste Control Order.. He is not 1.Zable
for the 14aste Control Order approval. lhis tasic is not grant-in-
aicl elibibie. Cost estimate $2,357.00.

Flood Plairi Study
L'iibineer shall rely on fload plain information as published
by thc llepartment of Hotlsing and Urban Development for all
facility locatioris. Any ancl alI detailed or field determinatiorL
iail1 be done as a part of the Step 'L work program.
ilistorical Clearance
Enbineer stiall provide the applicable state replatory agencies
with copies of the facility plan for their review of lts effect
on the area's historical and archeological sites. In the event
of a field review of the facility iocations, Engineer sha11 not
provide on-site personnel to assist the state representative in
locatinb the construction areas. The project's effects will be
determined by the state afficer.
Collector Line Elihibility
Engineer shall anaZyze all sewer lines for grant-in-aid eligi-
bility according to PRri 78-9 (3-3-78). He shall locate parties
who do not have sewer service in the planning area by visual
on site review and water usage records. An on site review with
county health off icer and City staff as to effectiveness of
present disposal means, degree of property devclopment, soil
suitabzZity based on SCS publishecl data, and analysis of effective
alternatives to adequately dispose of such wastewater, layout
plan of collection system where warranted and detail cost esti-
mates of recommended immediate improvernents. Using the City's
latest fiscal year cash flow and expense/revenue records, Engi--
neer shall project probable' ranges of user charges necessary to
operate and maintain the system and service recommended and
existing capital debt. The projected user charges will be pre -
sented in conjunction with tlle joint facility plan/environiriental
assessment public hearing. `1'his task is grant-in-aid eligible.
Cost estimate $41,800.00.
Industrial Pre-Treatment
Lngirieer sha11 conduct ari industrial survey as required by
403.8 of the Pre-treatment Regulations including identification
of applicable system users, the character and valume of pollu-
tants discharged, type of Zndustry and location. Engineer shall
rely fully on the data contained in the "Iildtistrial Flow AZoni-
toring, Volume IV", of the Paris I/I Survey. He shall monitor
the flooa of new industries not included in said Volume IV. Work
includes Section 305.907 (d) -(1) (2) (4) anly. Industrial
loading will be limited to BOD, TSS, pH, and cliscussions with
industry on use of toxics.
All regulations, ordinances, contracts, joint powers agreemc-nt,
legal authority, adequacy of enabling legislation, and mectiunism
to be used for control and enforcement will be furnished by
City's attorney at no cost to Engineer.
