1819 RES HIGHSPEED TELECOMMUNICATIONS EQUIPMENT IN COP IS NONEXISTENT OR INADEQUATERESOLUTION N0. 1819 ,
WHEREAS, highspeed telecommunications equipment in the
City of Paris is presently nonexistant or inadequate; and,
WHEREAS, the structure of the statewide highspeed teletype
system has been determined and development of regional systems
will continue on the basis of the statewide concept established by the
Texas Criminal Justice Division, Office of the Governor, State of
Texas; and,
WHEREAS, the Texas Criminal Justice Information Users
Group in conjunction with the Texas Criminal Justice Division has
submitted bidding specifications to prospective vendors, and after
considering the bids, has determined the low compliant bidder; and,
WHEREAS, it is the opinion of this City Council that the best
interest of the citizens of the City of Paris will be served by parti -
cipating in this cooperative program; NOW, THEREFORE,
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
PARIS, AS FOLLOWS:
l. The City of Paris desires to participate in the
highspeed teletype network expansion by acquiring
a highspeed terminal and adjunct equipment,
Z. The City of Paris is eligible to participate in the
Highspeed Teletype Network Expansion by virtue of
compliance with the Criminal Justice Division's
established funding criteria, namely, that this
agency is replacing an existing slowspeed terminal
or teletype presently operating on the Texas' Law
Enforcement Telecommunications Network.
3. The North Central Texas Council of Governments
is authorized to enter into binding contract with
the 1ow compliant vendor and to purchase tele-
communications equipment in behalf of the City of
Paris.
4. The City understands that the Texas Criminal
Justice Division is providing 85% funding and that
the amount of $l, 546. 00 is our matching share
for the purchase of the equipment and the ad-
ministrative cost of the project.
5. This City understands and accepts the special
conditions placed by the Texas Criminal Justice
Division and the Law EnEorcement Assitance
Administration on the receipt of government funds
for telecommunications equipment.
6. To indicate the City's desire to participate in this
program, a co~y of this resolution will be for-
warded to the North Central Texas Council of
Governments.
7. This City's matching share will be forwarded to the
North Central Texas Council of Governments upon
notice of grant award.

Project Title: Nighspeed Tcletvpe Network Expansion Program
Grantee: North Central Texas Council of Gavernments
This is to certify that:
1. No other equipment owned by this agency is available for the project.
2. Grant funds will not be used to provide reimbursement for the purchase price of
equipment already owned by this aCency except through permissible depreciation
or use allowance actually charged to this agency.
3. If equipment is used for purposes other than this project, the appropriute proration
of costs to each activity involved will be erfected.
4. Allowability of the cost of equipment purchased with federal funds will be reduced to
the extent of resale or recovery value where use of such equipment for carrying out
the purposes of the grant project is discontinued (during the life of the project) or
use for law enforcement purposes is discontinued (after completion of the project)
unless all credit relating to such contingencies as set forfh in Sec;ion C3 af Circular A-87,
"Applicable Credit", are epplied to offset or reduce gront charces. Circular A-87
is reprinted in the Appendices section of the Texas Criminal Justice Division publi-
cation "Policies and Procedures Governing Action Grants."
5. In compliance wifh tlie requirement that federal funds made available under Part C,
Title I, Public Lativ 90-351, as amended, be used so as "not to supplant state or local
funds", this is to certify that the below described recipient of federal funds under
Part C, Title I, Public Law 90-351, as amerded, will use such fvnds to increese
state or loccl funds tfiat would, in the cbsence of such federal aid, be made available
for law enforcement purposes.
6. This law enforcement a~ency agrees to participate in an intensive joint evaluation of
radio, landlir,e, and infonnation systems in Texas. The evaluation will be un,der the
direction of a State Agency.
7. This law enforcement agency anrees to participate in the DP~ Uniform Crime Reporting
Program and will comply wirh all or the Program's reporfing procedures.
8. This law enforcement acency aarees to comply with all federal cnd state legislation,
regulations, guidelines, and procedures relating to `he security and privaey, aeeuraey,
completeness, and timeliness of criminal inFcrmation.
9. This agency will continue the terminal mcin;enance after the fir-st funded year of
operation expires.
10. This agency will insure that new operators will be trained in terminol operating
procedures before being assigned the duties of terminal operator,
11. All terminal cperations will be performed in compliance witn the current rules and
procedures covering the TLETN, TCIC, NCIC and NLETS systerns,
12. The equipment to be received will be properly recorded on the property records of
Paris, Texas
