1858 RES CITY COUNCIL IN RES NO 1853 AUTHORIZED MAKING OF APPLICATION FOR FUNDS FOR COMM DEV BLOCK GRANT PROJECTSRESOLUTION N0. 1858 , WHEREAS, the City Council of the City of Paris did in Resolution No. 1853 authorize the making of application for funds for Community Development ~lock Grant projects; and, WHEREAS, public hearings were held in accordance with the existing guide lines; and, WHEREAS, it has come to the attention of the Department of Community Development that the guide lines for such projects have been expanded and that an Amended Citizen Participation Plan, in the form of Exhibit A attached hereto,should be adopted; NOW, THERE- FORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF PARIS, That the Amended Citizen Participation P1an, attached hereto as Exhibit A, be, and the same is hereby adopted. Haynes, City Attorney CITY OF PEIRIS CITIZEN PARTICIPATION PLAN Relative to Community Development Block Grant Program 1. Introduction A. Purpose: The purpose of this Citizen Participation Plan is to set forth policies and procedures that will be implemented by the City to assure compliance with requirements for Citizen Participati.on in the planning and implementation of Community Development Block Grant (CDBG) Projects funded by the Housing and Coinmunity Development Act of 1977. B. Policy: The City-shall: i. Provide citizens with adequate infarmation as to the purpose, requirements, eligible activities and available funds of the CDBG Program prior to preapplication. 2. Hold at least two public hearings to obtain citizen views and input to the program development prior to preapplication. 3. Provide citizens with adequate opportunity to participate in the - development to CDBG applications and their subsequent implementation. II. Plan A. The City shall rely upon two modes of communication in its Citizen Participation process. First, the City shall utilize the Public ,I1earing as a method to disseminate information, to obtain views of citizens on community needs and to receive proposals. Secondly, the City shall-utilize the Planning Commission to critically analyze pro- posals and offer alternatives during the pZanning process. 1. The Public Hearing shall be used according to the following . schedule for the specified purposes. a. Prior to submission of the Preapplication, a Public Hearing will be held by the Planning Commission to receive public opinion and suggested projects from the general public and the City's Administrative Staff. Lega1 Notice of this Public • Hearing will be given by publication in the Paris News at least 15 days before the date of the hearing setting forth the time and place the hearing will be he1d. b. An additional Public Hearing will be held by and before the City Council, prior to submission of the Preapplication, to receive additional public opinion and suggested program xecommendations from the general public and to receive rec- ommendations from the Planning Commission and Administrative Exhibit A Staff. Lega1 Notice of this hearing will be given by puUlication in the Paris News at lea5t 15 days before the date of the hearing setting forth the time and place the hearing will be held. c. Prior to submission of tlie fu1l application, Public Hearings will be held on the proposed application befare adoption of the author- izing resolution. 2. As provided, the Planning Commission shall review program suggestions, recommend priorities, analyze program feasability and report its find- ings to the City Council. These reports shall be made as follows: a. At the final Public Hearing prior to application submittal. 3. The City shall provide the Planning Commission with sufficient tech- _ nical assistance to allow informed judgements of the technical merits of each project. This technical assistance shall eome from qualified specialists who are either on the City's Staff or who are paid con- sultants to the City. B. The City shall advertise, by fee, any and all Public Hearings in the local new media and shall provide news releases to the media in an effort to supplement paid advertising with reported news stories covering the Citizen Participation activities. III. Authority In accordance with requirements of Title 24 CFR part 570.431, this Citizen Participation Plan is adopted by resolution recorded in the minutes of the regular City Council meeting held on the lOth day of April, 1978.
