1774 RES COP IS ELIGIBLE TO MAKE APPLICATIONS FOR FUNDS FOR COMM DEV BLOCK GRANT PROJECTSRESOLUTION NO. 1774 ,
WHEREAS, the City of Paris is eligible to make application
for funds for CQmmunity Development Block Grant Projects, which
are funded by the Housing and Community Development Act of 1974;
and,
WHEREAS, the City of Paris has numerous community
development projects for which local funds have not been available;
and,
WHEREAS, any city wishing to avail itself of Community
Development Block Grant project funds must provide for an ade-
quate citizen information and input program, such as is outlined
on Exhibit A attached hereto; NOW, THEREFORE,
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF PARIS, AS FOLLOWS:
1. That an application be made for funds for
Community Development Block Grant Projects,
which reflect citizen input, utilizing the pro-
cedures as outlined in Exhibit A attached hereto.
2. That Kerry R. Sweatt, City Manager, be, and he
is hereby authorized and directed to execute and
deliver on behalf of the City of Paris the necessary
pre-applications, applications, communications, in-
struments, assurances and documents necessary
for the completion of said projects.

CITIZEN PARTICIPATION PLAN
Relative to Community Development Block Grant Programs
1. Introduction
A. Purpose: The purpose of this Citizen Participation Plan is to set
forth policies and procedures that will be implemented by the City
to assure compliance with requirements for Citizen Participation
in the planning and implementation of Community Development Block
Grant (CDBG) Projects funded by the Housing and Community Development
Act of 1974.
B. Policy: The City shall:
l. Provide citizens with adequate information as to the purpose,
requirements, eligible activities and available funds of the
CDBG Program prior to application.
2. Hold at least two public hearings to obtain citizen views and
input to the program development prior to application.
3. Provide citizens with adequate opportunity to participate in
the development of CDBG applications and their subsequent imp-
lementation.
II. Plan
A. The City shall rely upon two modes of communication in its Citizen
Participation process. First, the City shall utilize the Public
Hearing as a method to disseminate information and as a debate forum
for critical issues in the planning process. Secondly, the City
shall utilize the Planning Commission to critically analy2e
proposals and offer alternatives during the planning process.
1. The Public Hearing shall be used according to the following
schedule for the specified purposes:
a. October 25, 1976 shall be set as the date for the first
Public Hearing be£ore the City Council. Purpose of the
Public Hearing will be to receive public opinion and
suggested programs. Legal Notice of Public Hearing will
be given by publication in the Paris News, ThurSday,
October 14, 1976.

b. November 1, 1976 shall be set as the date for the second
Public Hearing. The hearing will be before the Planning
Commission and the purpose will be to receive additional
public opinion and suggested program recommendations
from the public and Administrative Staff and to make
selections of desired CDBG programs. Notice of Public
Hearing to be given by publication in the Paris News,
Sunday, October 17, 1976.
c. November 8, 1976 shall be set as the date of final Public
Hearing before the City Council. Purpose shall be to
receive recommendations from the Planning Commission, to
resolve differences arising from previous hearings and to
make necessary program adjustments during the course of
the program. Notice of Public Hearing will be give19b6.
publication in the Paris News, Sunday, October 17,
2. As provided, the Planning Commission sha]_1 review program
suggestions, recommend priorities, analyze program feasiability
and report its findings to the City Council and the Public
Hearings. These reports shall be made as follows:
a. At the final Public Hearing prior to application submittal.
3. The City shall provide the Planning Commission with sufficient
technical assistance to allow informed judgements of the tech-
nical merits of each project. This technical assistance shall
come from qualified specialists who are either on the City's
Staff or who are paid consultants to the City.
B. The City shall advertise, by fee, any and all Public Hearings in the
local news media and shall provide news releases to the media in an
effort to supplement paid advertising with reported news stories
covering the Citizen Participation activities.
III. Authority
In accordance with requirements of 24 CFR 570.303 and 570.900 this
Citizen Participation Plan is adopted by resolution recorded in the
minutes of the regular City Council meeting he]_d on the llth day of
