AUGUST 23, 2001
The City Council Archer's for Christ Lease Review Committee met in
special session, Thursday, August 23, 2001, at 4:00 P.M. Chairman
Richard Manning, called the meeting to order with the following members
present: Mayor Michael J. Pfiester and Councilman John F. Bell. Also
present were City Manager Michael E. Malone, City Attorney Larry W.
Schenk, and Mattie Cunningham, City Clerk.
Chairman Manning announced that the meeting was called for the
purpose of discussion of Option 2 of the Lake Crook Master Plan and its
relationship to a proposed lease between the City of Paris and Archers for
Christ.
Steven Pearson with the Archer's for Christ was present giving the
Committee a copy of their bylaws and explaining that the way they handle
the club in general is through the bylaws. The membership cost is twenty
dollars for an individual, and a family membership is twenty-five dollars.
Mr. Pearson advised that they have an access permit, which is ten dollars,
and advised that most citizens can afford these fees. Mr. Pearson advised
that the membership obligates that person or family, by their word, to
serve a minimum of eight hours of range maintenance and/or other club
projects. Mr. Pearson said there is also an eligibility requirement to have
an access permit. You have to be a member, and participate in two
scheduled club's projects a year. Mr. Pearson pointed out that the reason
for this requirement is that anyone one can show up at the range season,
pay ten dollars, and hunt like anyone else. Mr. Pearson advised that they
were implementing a hunter's safety course, which is the standard course
for the State of Texas.

equal shot.
Mr. Mark Rothfuss with the Archers for Christ explained that there are
people available to show new members around and explain where they can
hunt. During the first two weeks of the season, two members stay at the
range around the clock. These members know where members are on the
range and if the hunters do not return the two members will come in and
look for the lost persons. Mr. Rothfuss pointed out that the bylaws cover
these issues.
Mr. Rothfuss said that every year the club is issued doe permits from the
State of Texas and they have started issuing those permits by number,
from Sunday to Sunday. He advised that anyone carrying a doe permit is
responsible to call the officer in charge of issuing the permit Sunday night
to verify that no one else needs the permit. If someone shows a need and
you have already had your turn for a week, you turn the doe permit in and
someone else can use it.
Mr. Rothfuss went over the plans for the future of their club with the
Committee along with safety issues and how they implement their rules.
After further discussion, a motion was made by Mayor Pfiester, seconded
by Chairman Manning, to recommend to the City Council to add to the
lease with the Archers for Christ that they would allow reasonable access
to the general public during non-archery Archer's events, and for non-
hunting and non-archery purposes providing that individual members of
the public do not interfere with the Archers use of the property, or
represent a riskto themselves or others, or damage or disrupt the property
of the City or Archers; and include the terms and locations as previously
established by the City Attorney. The motion carried 3 ayes, 0 nays.
There being no further business, the meeting was adjourned.
