Public hearing and consideration of and action on the petition of Linda and Tommy Harris to grant a variance of Zoning Ordinance 1710, Section 9-602(5) which provides that "on a corner lot used for one family or two family dwellings both street exposures shall be treated as front yards, with a minimum side yard width of twenty five (25) feet" to allow a three (3) foot minimum side yard width, which is a twenty-two (22) foot variance, on Lot North 60' of 6 and 7, Block 5, Belmont Addition, being located at 971 14Ih Street N.E. Public hearing was declared open. A. The following individuals spoke in favor of the petition: Tommy Harris, 2850 Ridgeview, property owner spoke in favor of the petition. Mr. Harris stated a car ran thru the fence, tearing a large section out. They are proposing to put the fence back using a 6 foot privacy fence and extend it 20 feet further up the ~ 18 property not to extend past the front of the house. B. No one spoke in opposition. PRESENT: Cheri Bedford - Main Street Manager Kari Daniel Matthew Coyle Karie Raulston Britin Bostick GUEST: Jill Drake Darryl Felsburg 22 Minutes Minutes from the last meeting were tabled Main Street Manaaer's Report Clarksville St Sidewalk Project- Ahead of Schedule. Encore and Suddenlink still need to burry lines. The areas in front of Cattle Drive Steakhouse & Hi-Teck should be poured today or tomorrow. Grand Theatre - Hazardous Abatement crew walked through for abatement. Not enough money in grant so the project was broken into smaller groups. Hallway to office left. Storm repair is going got cost $128,000 which Insurance company won't pay. In legal battle at this time and there is no time frame when this will be repaired. Farmer's Market - Great turn out so far this year. Farmers care coming on Tuesdays from 10:30 to 1:00 now. One vendor from Blossom is going to be staying daily. Saturday is almost full with 8-12 vendors. Will stay open through June on Tuesdays. Marketing - Felsberg consulting is going to be working on needed marketing for Main Street. Facebook, TV99, youtube videos, paper and etc for 4 months. Budget - Our budget ends in August and anything needing to be ordered needs to be ardered by mid-August Training - It has been 2.5 years since we had a board training and strategic planning. Looking for dates at this time to hold the training. Festival of Pumpkins - Letters have been sent to vendors and sponsors. Already have $7000 in sponsorship and will be emailing past vendors to remind them of the festival. The Garden Club is ready to go with kids' corner again and Barry Diamond is already booked to DJ kid's area. PRMC would like to look into Pumpkin SK Run. 23 Bike Workshop - In connection w/Tour de Paris. Brought supplies from Rockwall Cycling for July 17th prior to the Tour de Paris. Talking to riders about safety, changing tires- maintenance. Committee Reports Organization Report - No report Design Report - Nothing to report Promotions Report - Moves in the Park is in full swing and already had a record breaking opening crowd with Ghostbusters. Paris Downtown Association is handling the concession stand again this year and has had great success with their fundraising efforts already. We are all looking forward to a great season this year Economic Report - No meeting this month to help with MiP. Looking at involvement w/R3BI and work plans. HPC Report - Several COAs granted. $10,000 work for Commerce and $5,000 for residential. $4,000 left in facade grants. Board members in attendance included Dr, Rick Ericksan, Dr. William George, Dr. Mark Gibbons, Dr. Keith House, Ms. Kristi Martin, and Mr. Bill Strathern. Others in attendance included Mr. Lawrence Malone, Mr. John Godwin, Mrs. Gina Prestridge, Mrs. Carla Rhodes, Ms. Cheryl Johnson, Mrs. Nita Johnson, Mrs. Elishia Brothers, Mrs. Rebecca Sanders, Mrs. Shannon Watson, Mrs. Carol Hill, Mr. Gene Anderson, a representative from the Paris News, and one unidentified gentleman. Meeting called to order at 6:05 p.m. by Mr. Strathern Dr. George made the motion and was secflnded by Mr. Strathern that minutes of previous meedng be approved. Ms. Robin Norwood administered the oath and statement of appointed affice to Dr. Erickson, Dr. George, Dr. Gibbons, Dr. House and Ms. Martin. Mr. Strathern suggested that a Medical Doctor be the Chairman of the board. Ms. Martin nominated Dr. Erickson to be the Chairman and Dr. House seconded the motion. Mr. Strathern nominated Dr. House to be the Vice-Chairman and Dr. George seconded the motion. Mr. Strathern nominated Ms. Martin to be the Treasurer and Dr. George secanded the motion. All motions carried unanimously. Mrs. Prestridge presented a PowerPoint presentation on the 2012-2013 fiscal year budget, including the purchase of the building lacation on the corner of 4th South West and West Sherman Street. Mr. Strathern made a motion for the budget to be approved as presented and was seconded by Dr. House. Mr. Strathern suggested that one of the Doctors write a monthly article and have the Paris News to publish the articles. Dr. Erickson set the next board meeting for July 24, 2012 at b p.m. in the City of Pacis Council Chambers. This is not going to be addressed by the council until the new budget year. (2) The Commission asked about 260 S. Main, property owned by Kenny Kammer. Robert stated that a structural engineer will be in town Wednesday, June 20, 2012 to inspect the building.
