1507 RES CITY COUNCIL AUTHORIZED AND APPROVED RES NO 1360RESOLUTION NO. 1507 ,
WHEREAS, the City Council of the City of Paris has hereto-
fore authorized and approved, in Resolution No. 1360, the parti-
cipation of the City of Paris in the TOPICS Program authorized
by the Federal Aid Highway Act of 1968; and,
WHEREAS, the City of Paris has heretofore in Resolution
No. 1502 approved the plans and specifications prepared by
Pinnell-Anderson-Wilshire and Associates, Inc., dated August 21,
1972, for the TOPICS Project, providing for the installation of
a system of nineteen interconnected signals in the central
business district and twelve traffic actuated signals along
Loop 469 and Loop 480; and,
WHEREAS, the City Council of the City of Paris deems that
the public convenience, safety and necessity of the City requires
that said project be constructed; and,
WHEREAS, it is necessary that the City of Paris, Paris,
Texas, enter into a Municipal Construction and Maintenance
Agreement with the State of Texas, in order for said project to
be funded and constructed; NOW, THEREFORE,
BE IT RFSOLVED BY THE CITY COUNCIL OF THE CITY OF PARIS,
That the Mayor of the City of Paris, James W. Farris, be, and
he is hereby authorized and directed to execute on behalf of the
City of Paris the Municipal Construction and Maintenance
Agreement, a copy of which is attached hereto as Exhibit A.
BE IT FURTHER RESOLVED, That the Mayor of the City of
Paris, James W. Farris, be, an d he is hereby authorized and di-
rected to approve and sign detailed plans for the construction
of the project or any section thereof when and as such plans
are completed and prior to award of construction contract by
the State.
BE IT FURTHER RESOLVED, That the City Clerk, H. C. Greene,
is hereby authorized and directed to attest the signature of the
Mayor on said contract and to affix the proper seal of the City
thereto.
BE IT FURTHER RESOLVED, That the State of Texas be and is
hereby authorized to enter upon and construct the project at the
location and in the manner shown on the plans hereinafter
approved by the Mayor of the City of Paris.
