TRAFFIC COMMISSION
CITY OF PARIS
SEPTEMBER 4, 2001
The Traffic Commission of the City of Paris met in regular session Tuesday,
September 4, 2001, at 5:15 P.M. in the Municipal Court Room with the
following members present:
1. Charles Thompson
2. Mary Lane
3. George Robinson
4. Cleo Holmes
5. Ed Ellis
6. Ricky Mackey
7. Kenneth Webb
The city staff was represented by Assistant Police Chief James Barnett.
The meeting was called to order by Chairman George Robinson at 5:15 P.M.
The minutes of the May 8, 2001 meeting were approved as submitted.
The first item of business was the request for Stop Signs on SW. 9th Street
stopping North and South bound traffic at West Austin Street.
After learning that there had been no accidents reported at this intersection
in the past several years Ed Ellis made a motion to deny the request. Mary
Lane seconded and the motion carried 7 ayes to 0 nays.
The next request was for Stop Signs on Silverleaf at Oak Creek stopping
North and South bound traffic at Oak Creek.
When questioned about stop signs having been recommended at this
intersection earlier Barnett explained that one stop sign had been
recommended at that time in the belief that this was a three-way
intersection. When the traffic department went out to install the sign they
reported it is a four way intersection and recommended stopping North and
South bound traffic. He also explained that the new ordinance would have

a section in it that would make the earlier approved ordinance null and void.
Charles Thompson made a motion to install the stop signs as requested.
Kenneth Webb seconded and the motion carried 7 ayes to 0 nays.
Next, a request for Stop Signs on SW. 16th at West Kaufman stopping North
and South bound traffic was considered.
Barnett reported he had received calls from two or more citizens in this
neighborhood concerned about this intersection. A check of police records
showed that three (3) accidents had been reported at this location in the last
few months and recommended the stop signs be placed as requested.
Mary Lane made a motion to place these stop signs as requested. Kenneth
Webb seconded and the motion carried 7 ayes to 0 nays.
A request for Stop Signs on NW 23ra Street at West Shiloh Street stopping
North and South bound traffic on NW 23ra Street at West Shiloh Street was
considered next.
A citizen in the neighborhood had contacted Councilman Benny Plata with
concerns about this being an unsafe intersection. Police records showed
there had been two (2) accidents reported here in the past few months and
Barnett recommended the signs be placed as recommended.
Kenneth Webb made a motion to place the signs. Mary Lane seconded and
the motion carried 7 ayes to 0 nays.
The next item of business was Texas Department of Transportation
recommended speed zones on State Highway 19/24, FM 195 and on SW.

Ricky Mackey asked that he be excused from taking part in discussion or

action on these recommendations since he works for TxDOT. He did agree
to explain the maps furnished by TxDOT that showed the locations of the
speed zones.
After discussion Charles Thompson made a motion that all three locations
be considered in one motion. Cleo Holmes seconded that motion and it
carried 6 ayes to 0 nays with Ricky Mackey not voting.
Mary Lane made a motion that the speed zones be accepted as TxDot
recommended. Ed Ellis seconded that motion and it carried 6 ayes to 0 nays
with Ricky Mackey not voting.
There being no further business the meeting adjourned at 5:31 P.M.
