1488 RES MANAGEMENT OF SOLID WASTE DISPOSAL IS OF CONCERN TO RESIDENTS OF COPRESOLUTION NO. 1488 .
WHIIZEAS, the management of solid waste disposal is of
vital concern to the residents of the City of Paris; and,
WHER EAS, the City of Paris is desirous of planning solid
waste disposal, in order to prevent the same becoming a serious
health hazard to the residents of the City of Paris and sur-
rounding area; and,
WHNREAS, the City of Paris has effectively planned for a
regional system of sanitary sewerage disposal; and,
WHERFAS, there is a need to develop and coordinate de-
tailed studies and proposals for solid waste disposal for Delta,
Lamar and Red Ri ver Counties and to determine alternate solu-
tions and comparative costs; and,
WHEREAS, Delta, Lamar and Red River Counties and eleven
cities therein have designated the City of Paris for making
application for planning assistance for management of solid
waste disposal; NOW, THEREFORE,
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF PARIS,
That the City Manager, C. L. Walker, be, and he is hereby au-
thorized to make application for planning assistance for
management of solid waste disposal from State aa1d Federal
agencies and to furnish such planning services within current
capabilities; and,
That the Department of Community Development is hereby
designated as the official planning representative for the City
of Paris; and that,
THE NORTHEAST Texas Resource Conservation and Development
Executive Committee is designated as the planning coordination
agency; and,
THE PARIS CITY COUNCIL, upon acceptance and completion of
a contract between all cooperating governmental units will par-
ticipate in the planning costs based upon the percentage of the
city population to the total population of the cities and
counties participating; and,
THE PARIS CITY COUNCIL will pass appropriate regulations
to abandon open burning and open dumping practices in accordance
with the regulations of the Environmental Protection Agency and
the laws of the State of Texas as a result of the proposed
planning program; and,
THE PARIS CITY COUNCIL is hereby committed to cooperate
in the development of the plan and the implementation.
