1412 RES TITLE VII OF HOUSING ACT OF 1961 PROVIDES FOR MAKING OF GRANTSRESOLUTION NO. 1412
WHER EAS Title VII of the Housing Act of 1961, as amended,
provides for the making of grants by the Housing and Home
Finance Administrator to States and local public bodies to
assist them in the acquisition and development of permanent in-
terests in land for open-space uses where such assistance is
needed for carrying out a unified or officially coordinated
program for the provision and development of open-space land as
part of the comprehensively planned development of the urban
area; and,
WHER EAS the City of Paris desires to acquire and develop a
fee simple interest in and to certain land within the corporate
limits of the City of Paris, Lamar County, Texas, described as
follows:
A part of the Redding Russell Survey, and being
a 4 2/3 acre tract of land conveyed C. R. Pride as
recorded in Vol. 74, Page 35, Deed Records, Lamar
County, Texas, also being a 1 acre tract of land
conveyed C. R. Pride as recorded in Vol. 74, Page
50, Deed Records, Lamar County, Texas.
Beginning at a stake for corner in the North
Boundary Line of Johnson St., said point being 95
ft. West of the West Bound.ary Line of 15th N. E.,
said point for corner being the Southeast corner of
sai d 1 acre tract of land.
Thence West along the North Boundary Line of
Johnson St. a distance of 693 ft. to a stake for
corner at the Southwest corner of said 4 2/3 acre
tract of land;
Thence North a distance of 385 ft. to a stake
for corner at the Northwest corner of said 4 2/3
acre tract of land;
Thence East a distance of 486 ft. to a stake
for corner at the Northeast corner of said 4 2/3
acre tract of land;
Thence South a distance of 206 ft. to a stake
for corner at the Northwest corner ofsaid 1 acre
tract of land;
Thence East a distance of 207 ft. to a stake for
corner at the Northeast corner of said 1 acre tract
of land;
Thence South a distance of 179 ft. to the place
of beginnin g and containing 5.15 acres of land.
which land is to be held and used for permanent open-space
land for a park for recreational use; and,
WHEREAS it is recognized that the contract for Federal
grant will impose certain obligations and responsibilities upon
the City of Paris and will require among other things (1)
assurances that families and individuals displaced as a result
of the open-space land project will be relocated into decent,
safe and sanitary housing, (2) compliance with Federal labor
standards, and (3) compliance with Federal requirements relat-
ing to equal employment opportunity; and,
WHEREAS it is estimated that the cost of acquiring said
interest will be $6,000.00; and,
WHEREAS it is estimated that the cost of development of
said land will be $12,000.00; and,
WHEREAS, considering the advantages, disadvantages and
limitations upon the use, and accepting the requirements placed
upon such a program, it is deemed that it will be to the best
interest of the City of Paris that it embark upon an open-space
land program as so authorized; NOW, THER EFORE,
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF PARIS,
AS FOLLOWS:
1. That an application be made to the Housing and Home
Finance Agency for a grant in an amount authorized by Title VII
of th e Housing Act of 1961, as amended, which amount is per-
manently estimated to be $9,000.00, and that the City of Paris
will pay the balance of the cost from other funds available to
it.
2. That C. L. Walker, City Manager of the City of Paris,
Paris, Texas, is hereby authorized and directed to execute and
to file such application with the Housing and Home Finance
Agency, to provide additional information and to furnish such
documents as may be required by said Agency, to execute such
contracts as are required by said Agency, and to act as the au-
thorized correspondent of the City of Paris.
3. That the proposed acquisition and development is in
accordance with plans for the allocation of land for open-space
uses, and that, should said grant be made, the City of Paris
will acquire, develop and retain said land for the use desig-
nated in said application and approved by the Housing and Home
Finance Agency.
4. That the United States of America and the Housing and
Home Finance Administrator be, and they hereby are, assured of
full compliance by the City of Paris with regulations of the
Housing and Home Finance Agency effectuating Title VI of the
