1395 RES TITLE VII OF HOUSING ACT OF 1961 PROVIDES FOR MAKING OF GRANTSRESOLUTION NO. 1395, WHEREAS, Title VII of the Housing Act of 1961, as amended, provides for the making of grants by the Housing and Home Finance Administrator to States and local public bodies to assist them in the acquisition and development of permanent interests in land for open-space uses where such assistance is needed for carrying out a unified or officially coordinated program for the provision and development of open-space land as part of the comprehensively planned development o.f the urban area; and, WHEREAS, the City of Paris desires to acquire and develop a fee simple interest in and to certain land within the corporate limits of the City of Paris, Lamar County, Texas, described as follows : Lying in the Northwest section of the City of Paris, Texas, and being more particularly described as Lot 5 of Block No. 241, being a tract of land in the Asa Jarman Survey, City of Paris, Lamar County, Texas, described as follows: Beginning at the point of intersection of the South Line of Shiloh Street and the East Line of 18th Street N.W. Thence Ea,st along the South Line of Shiloh Street 1119.5 feet to a point for corner Thence South 454.53 feet to a point for corner Thence West 484.72 feet to a point for corner Thence South 445.72 feet to a point for corner Thence West 635.23 feet to a point for corner Thence North along the said Ea,st Line of 18th Street N.W. 900,72 feet to the place of beginning and con- taining 18.18 acres, more or less which land is to be held and used .for permanent open-space land for parks for recreational use; and, WHEREAS, Title VI of the Civil Rights Act of 1964, and the regulations of the Housing and Home Finance Agency effectuating that Title, provide that no person shall be discriminated against because of race, color or national origin in the use of the land acquired and /or developed; and, WHEREAS, it is recognized that the oDntract for Federal grant will impose certain obligations and responsibilities upon the City of Paris and will require among other things (1) assurances that families and individuals displaced as a result of the open-space land project will be relocated into decent, safe and sanitary housing, (2) compliance with Federal labor standards, and (3) compliance with Federal requirements relating to equal employment opportunity; and, WHEREAS, it is estimated that the cost of acquiring said interests will be $30,000.00; and, WHEREAS, it is estimated that the cost of development of said land will be $23,000.00; and, WHEREAS, considering the advantages, disadvantages and limi- tations upon the use, and accepting the requirements placed upon such a program, it is deemed that it will be to the best interest of the City of Paris that it embark upon an open-space land pro- gram as so authorized; NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF PARIS, AS FOLLOWS: 1. Walker, City Manager of the City of Paris, Paris, Texas, is hereby authorized and directed to execute and to file such application with the Housing and Home Finance Agency, to provide additional information and to furnish such documents as may be required by said Agency, to execute such contracts as are required by said Agency, and to act as the authorized correspondent of the City of Paris. 3. That the proposed acquisition and development is in accordance with plans for the allocation of land for open-space uses, and that, should said grant be made, the City of Paxis will acquire, develop and retain said land for the use designated in said application and approved by the Housing and Home Finance Agency. 4. That the United States of Aznerica and the Housing and Home Finance Administrator be, and they hereby are, assured of full compliance by the City of Paris with regulations of the Housing and Home Finance Agency effectuating Title VI of the Civil Rights Act of 1964. 5. That the United States of America and the Secretary of Housing and Urban Development be, and they hereby are, assured of full compliance by the City of Paris with the Federal labor standards imposed under Title VII of the Housing Act of 1961, as amended.
