1370 RES TITLE VII OF HOUSING ACT OF 1961 PROVIDES FOR MAKING OF GRANTSRI:SOLUTION NO. 1370 WHEREAS Title VII of the Housing Act of 1961, as amended, provides for the making of grants by the Housing and Home Finance Administrator to States and local public bodies to assist them in the acquisition and development of permanent interests in land for open-space uses where such assistance is needed for carrying out a urified or officially coordinated program for the provision and development of open-space laxld as part of the comprehensively planned development of the urban area; and, W:~FREAS the City of Paris desires to acquire and develop a fee simple interest in and to certain land within the corporate limits of the City of Paris, Lamar County, Texas, described in two tracts: FIRST TRACT: Being Lots No. 2, 51 61 7, 9, 11, 12, 13, 16 an d 17 and part of Lots No. l, 82 142 15 and 18 of City Block No. 174A. SDCOND TRACT: Being Lots No. 12 through 22 of Block 1 of the Looke Addition to the City of Paris and that portion of 14th Street, N. W. lying adjacent to the West Side of said lots and the alley lying adjacent to the East Side of said lots. which land is to be held and used for permanent open-space land for parks for recreational use; and, WHEREAS Title VI of the Civil Rights Act of 1964, and the regulations o.f the Housing and Home Finance Agency effectuating that Title, provide that no person shall be discriminated against because of race, color or national origin in the use of the land acquired and/or developed; and, VJHIIZEAS it is recognized that the contract for Federal grant will impose certain obligations and responsibilities upon the City of Paris and will require among other things (1) assurances that families and individuals displaced as a result of the open-space land project will be relocated into decent, safe and sanitary housing, (2) compliance with Federal labor standards, and (3) compliance with Federal requirements relating to equal employment opportunity; and, WHEREAS it is estimated that the cost of acquiring said in- terests will be $11,000.00; and, WHERFAS it is estimated that the cost of development of said land will be $14,000.00; and, WHEREAS, considering the advantages, disadvantages and limi- tations upon the use, and accepting the requirements tilaced upon such a program, it is deemed that it will be to the best interest of the City of Paris that it embark upon an open-space land pro- gram as so authorized; NOW, THER EFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF PARIS, AS FOLLOWS: l. That an application be made to the Housing and Home Finance Agency for a grant in an amount authorized by Title VII of the Housing Act of 1961, as amended, which amount is per- manently estimated to be $12,500.00, an d that the City of Paris will pay the balance of the cost from other funds available to it. 2. That C. L. Walker,City Manager of the City of Paris, Paris, Texas, is hereby authorized and directed to execute and to file such application with the Housing and Home Finance Agency, to provide additional information and to furnish such documents as may be required by said Agency, to execute such contracts as are required by said Agency, and to act as the authorized correspondent of the City of Paris. 3. That the proposed acquisition and development is in accordance with plans for the allocation of land for open-space uses, and that, should said grant be made, the City of Paris will acquire, develop and retain said land for the use designated in said application and approved by the Housing and Home Finance Agency. 4. That the United States of America and the Housing and Home Finance Administrator be, an d they hereby are, assured of S'ull compliance by ths City of Paris with regulations of the Housing and Home Finance Agency effectuating Title VI of the Civil Rights Act of 1964. 5. That the United States of America and the Secretary of Housing and Urban Development be, and they hereby are, assured of full compliance by the City of Paris with the Federal labor standards imposed under Title VII of the Housing Act of 1961, as amended.
