1334 RES BROUGHT TO ATTENTION OF CITY COUNCIL THAT ARTICLE 999b REQUIRES AN OFFICER OF EACH MUNICIPALITY BE AUTHORIZEDRESCLUTION NO. 1334 WHEREAS, it having been brought to the attention of the City Council of the City of Paris, Paris, Texas, that in accordance with Vernon's Annotated Civil Statutes, Article 999b, which requires that an officer of each municipality be authorized by resolution in order to, upon request for assist- ance by another county or municipality, declare a state of civil emergency in such other county or municipality where there exists a need for the services of additional law en- forcement officers to protect the health, life and property of such other county or municipality, its inhabitants, and the visitors thereto, by reason of a riot, unlawful assembly characterized by the use of force and violence, or threat thereof, by three or more persons acting together or without lawful authority, or during time of natural disaster or man- made calamity, before such assisting officers may be sent in aid with full powers and authority; and, WHEREAS, the City Council of the City of Paris is of the opinion that the person best qualified to declare such state of civil emergency is Loyd Mathews, Chief, Paris Police Department; and, WHEREAS, it is deemed necessary that the City of Paris act under Vernon's Annotated Civil Statutes, Article 999b, and designate such Chief of Police as the authorized officer to, upon request for assistance by another county or munici- pality, declare such state of civil emergency, since the City of Paris has entered into an agreement for mutual aid with sister cities in its area; NOW, THEREFOR E, BE IT RFSOLVED BY THE CITY COUNCIL OF THE CITY OF PAR7S, PARIS, TF.xAS, That Loyd Mathews, Chief, Paris Police Department, be, and he is hereby authorized to, upon request for assistance by another county or municipality, declare a state of civil emergency in another county or municipality when, in his opinion, there exists in such other county or municipality a need for the services of additional law en- forcement officers to protect the health, life and property of such other county or municipality, its inhabitants, and the visitors thereto, by reason of riot, unlawful assembly characterized by the use of force and violence, or threat thereof, by three or more persons actin g together or without lawful authority, or during time of natural disaster or man- made calamity.
