03-B Main Street BoardMINUTES OF THE REGULAR MEETING OF MAIN STREET ADVISORY BOARD THURSDAY, AUGUST 15, 2001 12:00 PM (NOON) CITY HALL, CITY COUNCIL CHAMBERS Present Board Members Bill Payne, Patsy Davis, David House, Mary Ann Chalaire, Robyn Zimmerman, Lisa Spann, Suzy Harper, Barbara Wilson Present Guests: John Nance, Main Street Merchant Absent: Linda Suarez e Discussion of meeting with Structural Engineer Steve Lucy and Masonry Contractor Matt Henson Maria Pope reported that these individuals met with her, Terry Townsend, and Mark Johnson to assess that structural damage to the Bywaters Park peristyle and the Culbertson Fountain. The contractors agreed to submit a report on their assessments for potential/future grants. e Discussion of the President's Awards by the Texas Downtown Association Maria Pope suggested the following merchants be submitted for the awards: Moore Law Firm, Encore, House Dressing, Plaza Theater, Center Stage Antiques, and Heritage Hall. Lisa Spann confirmed the recommendation for the Plaza Theater for "Best Public Improvement Project." Bill Payne suggested the Wells Building, next to Hibernia Bank for an "Best Adaptive Reuse." The board agreed for the entry of House Dressing for "Best Store Interior" and Center Stage Antiques for "Best Rehabilitation Project." The Board also confirmed the entry of Heritage Hall Main Street Advisory Board Thursday, August 15, 2001 Page 2 for "Best Rehabilitation Project." Suzy Harper and Barbara Wilson suggested the entry for the Historic Coloring Book for the category of "Best Downtown Marketing Program." Barbara provided a description of the project and it was accepted by the Board. Maria Pope offered to contact several photographers for the photographs required and Mary Ann Chalaire and Patsy Davis offered to proof the narratives. A deadline was set for September 7 for the first drafts. Discussion of potential grants for side walks, historic structure repair and historic signage. Maria Pope reported on several grants available for each project and recommended we request applications for consideration. Discussion of proposed "Festival of Pumpkins" for a children's program October 27th 2001. Maria Pope reported that several merchants have made requests for a fall event downtown. The Board agreed to make it a local festival to promote a safe event putting the focus on the season rather than Halloween. Lisa Spann, David House and Patsy Davis confirmed the need to promote it as an event not promoting ghosts and other aspects of the dark side of Halloween. Robyn Zimmerman suggested that we go easy this first time around due to the short time frame and possibly build it up each year. The Board agreed that the time frame is short and a planning meeting will be arranged for the week of August 20th, 2001. Discussion of the Blue Grass Festival. A letter requesting funds for sponsorship was submitted to the Main Street Program. Barbara Wilson made a motion to donate Main Street Advisory Board Thursday, August 15, 2001 Page 3 $250 to the Red River Valley Blue Grass Festival. David House made a second motion, and the Board voted unanimously for the donation. The Board voted to extract funds from the monies raised during last year's fund raiser. Discussion to set date for meeting with merchants. Lisa Spann suggested we set a date for August 30 at 5:30 with a location not yet determined. The Board agreed with that date and that a newsletter needs to be mailed. 10. Discussion of proposed billboard Maria Pope reported that the suggested billboard measures 20x72, and that Dixon Photography has offered assistance in the design of the billboard. Comments & Suggestions Barbara Wilson requested that shopping bags be placed on the agenda for the next Board meeting, as well as a shopping guide. Barbara Wilson requested that the Parks Dept. maintain the weeds grown up in the downtown area. Maria Pope offered to contact Mark Johnson, Parks Superintendent. Schedule Next Meeting The Board arranged for all Board meeting to be held the first Thursday of every month at the City Hall-City Council Chambers.
