Y'J.i Thence North to the North Boundary Line of Vdest Kaufman Street; Thence 6°lest along the North Boundary Line of irdest Kaufman Street to the Last Boundary Line oi the Texas and Nevr Grleans r.ailroad main line, if projected; Thence South along the cast Boundary Line of the Texas and P3ew Orleans Railroad to the place ci beginning. 1',1HEREAS9 the above-cited Federal law requires as a condition to the execution of a contract for a loan and capital grant for an urban renewal project that the locality present to the Housing and Home Finance Administxator a workable program, as set forth in Section lOl(c) of said Title I,, for utilizing appropriate public and private resources to eliminate and prevent the development or spread of, slums and urban blightp to encourage needed urban rehabilitationy to provide for the redevelopment of bli;hted, deteriorated, or slum areas or to undertake such oi:her feasible convnunity activities as may be suitably employed to achieve the objectives of such a program; and, 'ddHEAEAS~ it is recognized that contracts for 2oans and capital grants for urban renewUl projects will require, among other things, (1) the approval of the urban renewal plan by the governing body of the locality in which the project is situated; (2) the provision of local grants-in-aid which may consist of donations of cash, landv demolition or removal work_, and the installation, construction or reconstruction of streets, utilities, parks, playgrounds or other improvements or the provision of other public buildings or facilities; and (3) the develop- ment of a teasible method for the relocation of families displaced irom the urban renewal area.
