FEDERAL ADV4NCE OF FUNDS. <br />l,A':EREAS, under Title I of the Housing Act of 1949, as amended) <br />and the Housing Act of 1954, the Housing and Home Finance Rdministrator <br />is authorized to extend financial assistance to localities in the elim - <br />ination and prevention of the spread of their slums and urpan hlighti <br />through the planning and undertaking of urban renewal projects; andg <br />'dJHEREP.S1 it is desirable and in the public interest that the <br />City of Paris, Texas prepare surveys and plansi presently estimated to <br />cost approximately Sir.tv-Nine Thousand Fi~ 'cnt Hundred Thirtv-Seven and No/100 <br />dollars, in order to undertake and carry out an urban renewal project <br />of the character contemplated by Section 110(c) of said Title I, in <br />that certain area, proposed as an Urban Renewal Area, situated in the <br />City of Paris~ County of Lamar, and State of Texas$ and described as <br />follows: <br />Being that certain area2 section and portion of said City <br />of Paris, known and designatcd as the 1,7est Sherman Urban <br />Renevral Survey, and bounded aenerally as follows: <br />Beginniny at a point in the South Boundary Line of t'Jest <br />,rdashington Street at the intersection of the East Boundary <br />Line of the Texas ana Ivew Orleans Railroad; Thence East <br />along the South Boundary Line of 1'Jest Washington Street <br />to the VJest Eocandary Line ci 9th St.t S. :'1.; Thence North <br />along the 1`lest Boundary Line of 9th St. a S. 11N. to a point <br />190 feet South o: the South Boundary Line of 'k1est Brame <br />Street; Thence Last to the Ifiest Boundary Line of 7th St.v <br />S. 19ti. ; Thence South along tha 4'vest Boundary Line o f 7th <br />St.2 S. l'j. to thr Soath Boundary Line of Viise Fiela, if <br />projected; Thence :ast to the lo:est Boundary Line of lst <br />St.9 S. ~'J.; Thence :~dorth along the 'Nest Boundary Lin^ of <br />lst St., S. 6°i'. to a point 150 feet Scuth of the South <br />Boundary Line of 'iV'est Kaufman Street; Thence "dest to the <br />4,Vest Boundary Line of 9th St.9 S. Y'J.i Thence North to the <br />North Boundary Line of Vdest Kaufman Street; Thence 6°lest <br />along the North Boundary Line of irdest Kaufman Street to <br />the Last Boundary Line oi the Texas and Nevr Grleans <br />r.ailroad main line, if projected; Thence South along the <br />cast Boundary Line of the Texas and P3ew Orleans Railroad <br />to the place ci beginning. <br />1',1HEREAS9 the above-cited Federal law requires as a condition to <br />the execution of a contract for a loan and capital grant for an urban <br />renewal project that the locality present to the Housing and Home <br />Finance Administxator a workable program, as set forth in Section lOl(c) <br />of said Title I,, for utilizing appropriate public and private resources to <br />eliminate and prevent the development or spread of, slums and urban blightp <br />to encourage needed urban rehabilitationy to provide for the redevelopment <br />of bli;hted, deteriorated, or slum areas or to undertake such oi:her <br />feasible convnunity activities as may be suitably employed to achieve the <br />objectives of such a program; and, <br />'ddHEAEAS~ it is recognized that contracts for 2oans and capital <br />grants for urban renewUl projects will require, among other things, <br />(1) the approval of the urban renewal plan by the governing body of the <br />locality in which the project is situated; (2) the provision of local <br />grants-in-aid which may consist of donations of cash, landv demolition <br />or removal work_, and the installation, construction or reconstruction <br />of streets, utilities, parks, playgrounds or other improvements or the <br />provision of other public buildings or facilities; and (3) the develop- <br />ment of a teasible method for the relocation of families displaced irom <br />the urban renewal area. <br />
