l,A':EREAS, under Title I of the Housing Act of 1949, as amended)
and the Housing Act of 1954, the Housing and Home Finance Rdministrator
is authorized to extend financial assistance to localities in the elim -
ination and prevention of the spread of their slums and urpan hlighti
through the planning and undertaking of urban renewal projects; andg
'dJHEREP.S1 it is desirable and in the public interest that the
City of Paris, Texas prepare surveys and plansi presently estimated to
cost approximately Sir.tv-Nine Thousand Fi~ 'cnt Hundred Thirtv-Seven and No/100
dollars, in order to undertake and carry out an urban renewal project
of the character contemplated by Section 110(c) of said Title I, in
that certain area, proposed as an Urban Renewal Area, situated in the
City of Paris~ County of Lamar, and State of Texas$ and described as
follows:
Being that certain area2 section and portion of said City
of Paris, known and designatcd as the 1,7est Sherman Urban
Renevral Survey, and bounded aenerally as follows:
Beginniny at a point in the South Boundary Line of t'Jest
,rdashington Street at the intersection of the East Boundary
Line of the Texas ana Ivew Orleans Railroad; Thence East
along the South Boundary Line of 1'Jest Washington Street
to the VJest Eocandary Line ci 9th St.t S. :'1.; Thence North
along the 1`lest Boundary Line of 9th St. a S. 11N. to a point
190 feet South o: the South Boundary Line of 'k1est Brame
Street; Thence Last to the Ifiest Boundary Line of 7th St.v
S. 19ti. ; Thence South along tha 4'vest Boundary Line o f 7th
St.2 S. l'j. to thr Soath Boundary Line of Viise Fiela, if

1',1HEREAS9 the above-cited Federal law requires as a condition to
the execution of a contract for a loan and capital grant for an urban
renewal project that the locality present to the Housing and Home
Finance Administxator a workable program, as set forth in Section lOl(c)
of said Title I,, for utilizing appropriate public and private resources to
eliminate and prevent the development or spread of, slums and urban blightp
to encourage needed urban rehabilitationy to provide for the redevelopment
of bli;hted, deteriorated, or slum areas or to undertake such oi:her
feasible convnunity activities as may be suitably employed to achieve the
objectives of such a program; and,
'ddHEAEAS~ it is recognized that contracts for 2oans and capital
grants for urban renewUl projects will require, among other things,
(1) the approval of the urban renewal plan by the governing body of the
locality in which the project is situated; (2) the provision of local
grants-in-aid which may consist of donations of cash, landv demolition
or removal work_, and the installation, construction or reconstruction
of streets, utilities, parks, playgrounds or other improvements or the
provision of other public buildings or facilities; and (3) the develop-
ment of a teasible method for the relocation of families displaced irom
the urban renewal area.

hereby approved.
Section 1. That the proposed Urban :enedval Area described above is a
slum, blighted~ deteriorated or deteriorating area appropriate for an
urban renewal project and that the undertaking by the City of Paris of
surveys and plans for an urban renewal project of the character con-
templated by Section 110(c) of the Housing Act of 1949, as amended and
supplemented in the propcsed Urban Renewal Area described aboveg is
Section 2. That the financial assistance provided under said Title I to
assist urban renewal projects is needed and that the Housing and Home
1~inance Administrator is hereby requested to res2rve ror an urban re-
nevral project in the proposed Urban Renewal Area described above :ederal
capital grant funds in an amount sufficient to enable the City oi Paris
to finance the undertaking of the Project.
Section 3. That it is cocnizant of the conditions that are imposed in
the undertalcing and carrying out of urban renewal projects vrith Federal
financial assistance under Title I, including the requirements of said
Title I respecting the workable program mentionEd aboveg and that it is
the sense of this bodv (a) that a feasible method of the relocation ol-'
families displaced from the urban renewal area, in conformity with said
Title I. can be prepared, and (b) that lccal grants-in-aid, consisting
of donations of cash, land, demoiition or removal work, and the installa-
tiong construction or reconstructicn of streets, utilities, parks, play-
grounds or other improvements or the provision of othor puhlic buildings

approved, and that the City r;':anaoer is hereby authorizen and directed to
execute and iile such Application with the Housing and Home -Finance
Administratcr, and to provide such additional iniormation and to furnish
such docunents as may be reauired by said Ad;ninistrator, and to act as
the authorized representative ofF the City oi Paris.
