P.M.
On the 10th day of October--'1949 the City Council of
the City of P4ris, Texas, met at City Hall in said City in
regular session. The meeting was called to order at 7:30
O'clock P.,11. by Mayor Pro Tem Hodges, and on the roll call
the following members of the City Council were found to be
present: Messrs. R. L. Hodges, Ray Walters, H. W. Parchman,
John W. Williams, F. J. Kuykendall, Harry Walker and A. K.
Steinheimer. Absent'. Messrs. none.
The following resolution was introduced by Mr. John
W. Williams, who moved its adoption:
A RE60LUTION FINDING AND DECLARING THAT
THERE; EXISTS A NEED FOR THE HOUSING
AUTHORITY OF THE CITY OF PARIS, TEXAS,
TO FUNCTION.
BE IT RESOLVED BY THE City Council OF THE CITY 01" Paris,
Texas, as follows:
Section 1. The City Council of the City of Paris, Texas,
hereby determines, finds and declares in pursuance of the
"Housing Authorities Law,, of the State of Texas, that:
1. Insanitary and unsafe inhabited dwelling accommodations
exist in the City of Paris, Texas; and
2. There is a shortage of safe and sanitary dwelling
accommodations in the City of Paris, Texas, available to families
of low income at rentals they can afford; and
3. There is need for the Housinf.,� Authority of the City
of Paris, Texas, to function.
Section 2. In accordance with the foregoing finding, the
Housing.Auth,ority of the City of Paris, Texas, is authorized
to transact business and exercise its powers pursuant to the
"Housing Authorities Law" of the State of Texas.
Section 3. The Mayor of said City be and he hereby is
directed to file the necessary certificate relative to the
appointment of the Commissioners and designation of the first
Chairman of said housing Authority in the office of the City
Clerk of the City of Paris, Texas.
Section 4. That the shortage of safe and sanitary dwell-
ing accommodations for families of low income compels such
families to occupy undafe, insanitary and over-crowded dwelling
accommodations, and causes an increase in and spread of disease
and crime, thereby creating an emergency and making it necessary
for the preservation of the public peace, health and safety that
this resolution becomes effective without delay, and therefore
this resolution shall take,,effect and be in force immediately
upon its adoption.

The motion to adopt said resolution was sedonded by
Mr. F. J. IKuykendall and upon roll call the following voted
Aye: Messrs. John W. Williams, F. J. Kuykendall, Harry 11.1alker,
R. L. Hodges, Ray Walters, H. W. Parch n, John W. Williams,
A. K. Steinheimer, Nay: Messrs. None.
. Thereupon the Chairman de&lared said resolution duly
adopted and passes.
The Mayor of the City of saris, Texas, being present at
the meeting was theteupon notified of-the adoption of the said
resolution.
ADJOURNMENT: Meeting adjourned at 10:50 O'clock P. M.
