POSTED CITY HALL ANNEX BULLETIN BOARD September 28, 2001 AT O'CLOCK BY: Mattie Cunningham, City Clerk WITNESS: MINUTES OF THE REGULAR MEETING OF THE PLANNING AND ZONING COMMISSION SEPTEMBER 4, 2001 The Planning and Zoning Commission met Tuesday, September 4, 2001, 5:30 P.M., Paris Junior College, Applied Technology Building, Room 1016, 2400 Clarksville Street, Paris, Texas with the following members present: 1. Reeves Hayter 2. Cleveland L. Thomas 3. Barbara Forrest 4. Louis Yates 5. Marshall Kent 6. Bobby L. Myers Steve Methven, the building official was also present. The meeting was called to order by Reeves Hayter. The minutes from the August 6, 2001, regular planning and zoning meeting were approved with a motion by Bobby Myers and seconded by Louis Yates. Motion carried by a vote of 6 ayes and 0 nays. e Public Hearing to consider the petition of Jean Townsdin for a change in zoning from a One-Family Dwelling District No. 2 (SF-2) to a Multiple-Family Dwelling District No. 1 (MF-1), Lot 2, City Block 255- A, being number 2551 E. Price. The public hearing was declared open. Jean Townsdin, spoke in favor of the petition stating that she sold the property to Brad Bullard. Mr. Bullard stated that he bought the property and wants to build 4 duplexes similar to Sanyoon Lee's property on 25th NE. Chairman Hayter asked if other property in the area is zoned Multiple Family. Setbacks were discussed and it was explained that setbacks would have to be 10' from the rear and both sides and would have to meet code. The Commission was concerned about the lot size and if the buildings would meet the proper setbacks. Mr. Methven stated that a site plan would be required before a permit is issued. Price. Motion was made to approve by Bobby Myers and seconded by Cleveland Thomas. Motion carried by a vote of 6 ayes and 0 nays. The public hearing was declared open. There was no one present to speak for or against the petition. The public hearing was declared closed. Consideration of and action on the petition of Jerome Chapman for a change in zoning from a Two-Family Dwelling District (2F) to a Neighborhood Service District (NS), Lot 1, City Block 227, being number 1707 Pine Bluff. Motion was made to table by Bobby Myers and seconded by Louis Yates. Motion carried by a vote of 6 ayes and 0 nays. m Public Hearing to consider the petition of Jeina White for a change in zoning from an Agricultural District (A) to an Agricultural District With Specific Use Permit (25) Day Care Center, Lot 5, City Block 317, being number 4065 Pine Mill Road. The public hearing was declared open. Planning and Zoning Meeting September 4, 2001 Page 3 Jeina White, spoke in favor of the petition stating that she wants to open a Day Care Center. She has 7 acres to build on as the City would require. The property is located next to the new Fire Station. Ms. White stated that she would build a 6 foot fence for security and safety of the children. There was no opposition, the public hearing was declared closed. Consideration of and action on the petition of Jeina White for a change in zoning from an Agricultural District (A) to an Agricultural District With Specific Use Permit (25) Day Care Center, Lot 5, City Block 317, being number 4065 Pine Mill Road. Motion was made to approve by Marshall Kent and seconded by Louis Yates. Motion carried by a vote of 6 ayes and 0 nays. Public Hearing to consider and act on the recommendation of the abandonment of a fifteen (15) foot alley in Block I of the Warren Addition between Bonham Street (U.S. Hwy 82) and Maple Avenue beginning at 17th Street NW east to the west boundary line of City Block 200. The public hearing was declared open. Planning and Zoning looked at petition to verify ownership of the property. There was no opposition, the public hearing was declared closed. Consideration of and action on the recommendation on the abandonment of a fifteen (15) foot alley in Block I of the Warren Addition between Bonham Street (U.S. Hwy 82) and Maple Avenue beginning at 17th Street NW east to the west boundary line of City Block 200. Motion carried by a vote of 6 ayes and 0 nays. Motion was made to excuse Reeves Hayter from consideration of the next item by bobby Myers and seconded by Louis Yates. Motion carried by a vote of 5 ayes and 0 nays. Marshall Kent acted as Chairman. Consideration of and action on the recommendation of the Final Plat, Oak Creek, Phase IX. Motion was made to approve subject to the City Engineer's Memo, dated September 4, 2001, by Louis Yates and seconded by Barbara Forrest. Motion carried by a vote of 5 ayes and 0 nays. Motion was made by Bobby Myers and seconded by Louis Yates for Reeves Hayter to return to the meeting. Motion carried by a vote of 5 ayes and 0 nays. Consideration of and action on the recommendation of the Preliminary Plat, Stoneridge No. 2. Motion was made to approve subject to the City Engineers's Memo, dated August 29, 2001, by Bobby Myers and seconded by Barbara Forrest. Motion carried by a vote of 6 ayes and 0 nays. Consideration of and action on the recommendation of the Replat, Lots 5, 6 and 7, City Block 189, Bonham Street. Motion was made to approve subject to the City Engineer's Memo, dated August 29, 2001, by Louis Yates and seconded by Marshall Kent. Motion carried by a vote of 6 ayes and 0 nays. 13.
