POLICY ISSUE�S�: Public Hearing; Grant application BACKGROUND: The City of Paris has benefitted from previous grants from the Texas Capital Fund Main Street Program in order to replace several hundred feet of sidewalk downtown. This application proposes to replace sidewalk on both sides of Bonham Street from 1 S` St. to 2°d St. (see map) and a portion of sidewalk in front of the YWCA that has trip hazards (see map). The project is estimated at approximately $195,000.00. The City's match for the project is $45,000.00. The grant will not pay for the engineering and grant administration which are estimated at $25,000 and $15,000 respectively. These services will be paid out of the City's match. A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PARIS, TEXAS, APPROVING AN APPLICATION FOR FUNDING THROUGH THE TEXAS DEPARTMENT OF AGRICULTURE TEXAS CAPITAL FUND MAIN STREET PROGRAM; MAKIIVG OTHER FINDINGS A1VD PROVISIOIVS RELATED TO THE SUBJECT; AND PROVIDING AN EFFECTIVE DATE. WHEREAS, the City Council of the City of Paris, Texas desires to develop a viable urban community, including a suitable living environment and expanding economic opportunities, principally for persons of low-to-moderate income; and, WHEREAS, the downtown area has a predominance of buildings, curbs and sidewalks that are deteriorated due to age, lack of drainage and other reasons, which qualify it as slum or blighted. Certain conditions exist which represent a threat to the public health and safety (i.e. deteriorated roadway and sidewalks, sidewalks with no handicap ramps, no storm water drainage); and WHEREAS, it is necessary and in the best interests of the City of Paris to apply for funding under the Texas Community Development Block Grant Texas Capital Fund Main Street Program; 1VOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF PARIS, TEXAS, THAT: Section 1. The findings set out in the preamble to this resolution are hereby in all things approved. Section 2. The City Council hereby designates the following blighted area as the Paris Downtown Area as it applies to the Texas Capital Fund Main Street Program Grant Application: The new project limits will be on both sides of Bonham Street between 1Sc Street S.W. and 2nd Street S.W., a map of which is attached hereto as Exhibit "A." Section 3. The City Council has reviewed and hereby approves an application for: Texas Capital Fund Main Street Program funds $150,000 Section 4. The City Council has reviewed and hereby agrees to comply with all assurances executed in connection with the application and, if funded, the award. Section 5. The City Manager be, and is hereby authorized and directed to act on the City's behalf in all matters pertaining to this application. -- 63 Section 6. That the funds requested in the grant application will be used to construct sidewalk improvements, install ADA accessible ramps for sidewalks, and provide a portion of the administrative funds. Section 7. That it further be stated that the City of Paris will be committing $45,000 as a cash contribution toward the engineering and administration of this Main Street Project. Section 8. The City Council has reviewed and hereby agrees not to participate in program income recapture and will return all program income to the State to be placed in a statewide Revolving Loan Fund to be used by the State to fund future economic development awards. By agreeing to this measure, the City understands that it will be eligible to receive as many Texas Capital Fund awards per program year as it has eligible projects. Section 9.
