Mayor Hashmi has suggested that we should evaluate some of the items that end up on the city council's regular agenda in an effort to make the agendas flow better and make more efficient use of the council's meeting time. Expansion of the consent agenda can also help, especially on items that tend to be ministerial only (i.e. if the requirements are met, you must vote yes). We have already reduced the number of items that are approved using resolutions, thereby reducing attorney time and paperwork, but for the most part this does not reduce the number of items on the agenda. Among the things the council may want to consider changing are: requiring the reading of ordinances twice before adoption (the council usually ends up doing this anyway), conducting the two required public hearings related to annexation and disannexation on separate nights, requiring expenses of $15,000 to come before the council, setting staffing numbers by rank in the fire and police departments, requiring the council to approve all plats regardless of type or complexity, and adopting certain contracts by ordinance rather than simple motion. This is a discussion item only. Should the council wish to move forward with any of these changes, or others, we will prepare the appropriate ordinances and resolutions and bring them back for council action on October 22.
