POLICY ISSUE�S�: Public Safety BACKGROUND: The City of Paris Traffic Commission was forwarded two written request from James Hodge Motors and Cypress Home Health to close the crossover in 5000 block SE Loop 286 due to safety concerns. On August 0�, 2012 the Traffic Commission met in regular monthly meeting to consider this request. The Traffic Commission was informed that there had been 30 accidents in the 5000 block SE Loop 286 from June 21, 2009 to June 21, 2012 of which 13 involved the crossover in question. TXDOT Area Engineer Richard Harper informed the Commission that the city would need to request TXDOT close this crossover before TXDOT took any action. After a lengthy discussion the Traffic Commission voted 5-1 to forward a recommendation to City Council requesting Texas Department of Transportation (TXDOT) close the crossover in 5000 block SE Loop 286. Two residents of the Morningside sub-division were present at the meeting and expressed their concern about closing this crossover. They are concerned about the additional traffic that would use the Dawn Drive crossover located south of the crossover in question. There is expected to be residents from Morningside at Council meeting to voice their opinion about this issue The Traffic Commission recommends a public hearing be held to give citizens an opporiunity for input concerning this issue. WHEREAS, in a regular meeting on August 7, 2012, the Traffic Commission discussed that two letters had been received by TxDot from Cypress Home Health and James Hodge Motors requesting the crossover in the 5000 block SE Loop 286 be closed due to continued safety issues; and WHEREAS, Mr. Tuttle informed members there had been 30 accidents in the 5000 block SE Loop 286 from June 21, 2009 to June 21, 2012 and of those accidents 13 involved the crossover; and WHEREAS, Richard Harper, TxDOT Area Engineer told commission members that the City would need to request the crossover be closed, TxDOT would then study what needed to be done. The Traffic Commission voted 5— 1 to recommend closure of the crossover to the City Council; and WHEREAS, the Traffic Commission recommends the City Council to consider closing the crossover in the 5000 block of SE Loop 286; and NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF PARIS, TEXAS: Section 1. That the findings set out in the preamble to this resolution are hereby in all things approved. Section 2. That the City Council of the City of Paris concurs with the recommendations of the Traffic Commission of the City of Paris and, and hereby instructs the Paris City Manager to formally request that TxDOT close the existing crossover at the 5000 block SE Loop 286 due to continued safety issues. Section 3. That this resolution shall be effective from and after its date of passage. It appears that this turn around has became a safety hazard and a location of multiple collisions. Cypress Home Care and its staff are requesting that this turn around be eliminated if needed for the safety of the community. It has been on a near daily basis, that there are multiple cars having to come to a quick stop and honk horns to avoid accidents & a near weekly basis, that there is an accident here involving at least 2 vehicles. It appears that vehicles are pulling out of the shopping center or on ramp from Lamar Ave. & attempting to cross all lanes of traffic on the loop to turn az�ound. There are 2 more turn arounds located in front of Morning Side that would allow for more time for a safer decision to be made by the drivers and would accommodate this traffic. We are concerned for the safety of our staff not only pulling out of our parking lot, but also administering first aid & responding to these accidents on such a busy highway. Please take this request to remove this area into consideration for the safety of our employees & the community.
