SITE PLAN FOR 3420 CLARKSVILLE
IN REVIEWING THE SITE PLAN FOR THOMAS CHARBENEAU LOCATED AT
3420 CLARKSVILLE STREET IT APPEARS TO MEET ALL CITY ORDINANCE
REQUIREMENTS. THIS SITE HAS SUFFICIENT PARKING AS PER ORDINANCE
AND THE GREEN AREA HAS BEEN ADDRESSED. THE OFFICE BUILDING
WILL BE SCREENED BY THE NATURAL VEGETATION THAT ALREADY
EXISTS THERE AND THE DRAINAGE HAS BEEN ADDRESSED ON THE SITE
PLAN WITH MOST OF THE WATER GOING TO CLARKSVILLE STREET. I
WOULD RECOMIvIEND APPROVAL OF THIS SITE PLAN.

The Planning and Zoning Commission met Monday, October 1, 2001, 5:30
P.M., Paris Junior College, Applied Technology Building, Room 1016, 2400
Clarksville Street, Paris, Texas with the following members present:
1. Reeves Hayter
2. Bill Coleman
3. Barbara Forrest
4. Louis Yates
5. Marshall Kent
6. Curtis Fendley
Steve Methven, the building official was also present.
The meeting was called to order by Reeves Hayter.
The minutes from the September 4, 2001, regular planning and zoning
meeting were approved with a motion by Curtis Fendley and seconded
by Marshall Kent. Motion carried by a vote of 6 ayes and 0 nays.
Public Hearing to consider the petition of Jerome Chapman for a
change in zoning from a Two-Family Dwelling District (2F) to a
Neighborhood Service District (NS), Lot 1, City Block 227, being
number 1707 Pine Bluff.
This item was tabled at the September 4, 2001 meeting.
Motion was made to bring from table by Curtis Fendley and seconded
by Louis Yates. Motion carried by a vote of 6 ayes and 0 nays.
The public hearing was declared open.
Caroline King, 322 17th NE, spoke in favor of the petition stating that
she has a trailer on the lot to use as a concession stand. The concession
stand would be temporary until Jerome Chapman sells the property or
build on the property that would suit Neighborhood Service zoning. A
letter from Jerome Chapman requesting the zoning change was readby
Reeves Hayter.

There was no opposition, the public hearing was declared closed.
Consideration of and action on the petition of Jerome Chapman for a
change in zoning from a Two-Family Dwelling District (2F) to a
Neighborhood Service District (NS), Lot 1, City Block 227, being
number 1707 Pine Bluff.
Motion was made to approve by Louis Yates and seconded Barbara
Forrest. Motion carried by a vote of 6 ayes and 0 nays.
Public Hearing to consider the petition of Watson Malcom for a change
in zoning from a One-Family Dwelling District No. 2 (SF-2) to a One-
Family Dwelling District No. 2 (SF-2) With Specific Use Permit (25) Day
Care Center, Lot 24, Block 4, Mayer Addition, being number 3230
Bonham Street.
The public hearing was declared open.
Steve Walker, attorney for Watson Malcom,'stated that the Malcom's
presently operate a day care center named A to Z which they keep 12
children. They would like to keep more. Mr. Walker stated that there
are numerous Commercial type businesses in the area and he thought
Bonham Street was moving towards Commercial zoning and that a
larger day care should be allowed.
Betty Hindman, 3405 Bonham, spoke in opposition to the petition
stating that people live in homes in the area and these are homes where
the people live not operate businesses. Ms. Hindman presented a
petition with 23 neighbors opposing the change.
Brad Allen, 155 33rd NW, spoke in opposition to the specific use permit
expressing concerns regarding children getting into the street.
Clara Allen, 255 31st NW, stated that her neighborhood is quiet and she
wanted it to stay that way.

There was no further opposition, the public hearing was declared
closed.
Consideration of and action on the petition of Watson Malcom for a
change in zoning from a One-Family Dwelling District No. 2 (SF-2) to
a One-Family Dwelling District No. 2 (SF-2) With Specific Use Permit
(25) Day Care Center, Lot 24, Block 4, Mayer Addition, being number
3230 Bonham Street.
Motion was made to deny by Curtis Fendley and seconded by Marshall
Kent. Motion carried by a vote of 5 ayes and 1 nay.
Louis Yates was excused in considering the next item. Motion was
made by Curtis Fendley and seconded by Louis Yates.
Public Hearing to consider the site plan approval requested by Pam
Christian, being 2600 Loop 286 NE.
The public hearing was declared open.
Pam Christian, 2750 Willowbend, spoke in favor of the petition stating
that she wants to relocate the Learning Center from Lamar Avenue to
the Loop location. The hours of operation will be from 9:00 a.m. until
7:00 p.m., Monday thru Saturday.
There was no opposition, the public hearing was declared closed.
Consideration of and action on the site plan approval requested by Pam
Christian, being 2600 Loop 286 NE.
Motion made to approve by Bill Coleman and seconded by Curtis
Fendley. Motion carried by a vote of 5 ayes and 0 nays.
Motion was made to bring Louis Yates back to the meeting by Marshall
Kent and seconded by Curtis Fendley.
Meeting adjourned at 6:30

We would like to see the property at 1707 Pine Bluff be re-zoned to a Neighborhood
Service District. Our adjoining property, 1801 and 1 $11, is akeady Neighborhood
Service District. Other business owners have recently established very stable
neighborhood services on the opposite fide of Pine Bluff, with addresses of 1644 pine
Bluff~ 1850 pine Bluff, 1910 Pine Bluff.
