MINUTES OF THE SPECIAL MEETING OF THE CITY COUNCIL <br />September 28, 2001 <br />The City Council of the City of Paris met in special session Friday, <br />September 28, 2001, 4:45 P. M., Paris Junior College, Applied Technology <br />Building, Room 1016, 2400 Clarksville Street, Paris, Texas. Mayor Pro <br />Tem Manning called the meeting to order with the following Council <br />Members present: John F. Bell, Joe E. McCarthy, Richard Manning, John <br />A. Carter, Jr., and Benny Plata. Also present were City Manager Michael <br />E. Malone, City Attorney Larry W. Schenk, and Assistant City Clerk <br />Thomas E. Haynes. <br />Mayor Pro Tem Manning called for consideration of and action on a <br />resolution authorizing and approving the application of the Texas Housing <br />Finance Corporations Act to property located within the City of Paris in <br />accordance with Texas Local Government Code, Section 394.005, and <br />authorizing the use of bonds issued by the Northeast Texas Housing <br />Finance Corporation to finance housing mortgages for homes located <br />within the City of Paris. <br />Mayor Pfiester entered the council chambers and assumed his seat at the <br />council meeting before the rendition was read. <br />Resolution No. 2001-162, authorizing and approving the application of the <br />Texas Housing Finance Corporations Act to property located within the <br />City of Paris in accordance with Texas Local Government Code, Section <br />394.005, and authorizing the use of bonds issued by the Northeast Texas <br />Housing Finance Corporation to finance home mortgages for homes located <br />within the City of Paris, making other findings and provisions related to <br />the subject, and providing an effective date, was presented. A motion was <br />made by Councilman Bell, seconded by Councilman McCarthy, for <br />approval of the resolution. The motion carried 6 ayes, 0 nays. <br />There being no further business, the meeting was adjourned. <br />
